This collaborative approach is designed to enrich the dialogue between civil society, national authorities, and citizens, promoting a cohesive and secure community fabric. The purpose of OFFS+CSP-initiative will go beyond its original concept and broaden interventions to develop a sustainable mechanism for cross-sector collaboration that works to prevent or reduce the occurrence of social issues, problems, or risks. \n\nThe project will address juvenile delinquency and schools’ safety by introducing restorative practices adapted to the specifics of educational institutions in the Republic of Moldova. By promoting the restorative approach, it will set a precedent for early intervention in addressing conflicts and harmful behavior in a way that exceeds the traditional approach, helping to build communities that are safer, more cohesive, and oriented towards preventing conflicts. These practices will not only transform the way of responding to conflicts and safety problems, but also cultivate a culture of responsibility, mutual understanding, and reconciliation, having a positive impact on the whole society.\nSo far, the project has accommodated more than 93,000 children (54% girls), 12,000 parents and 2,700 voluntary leaders and coaches, 77 football clubs and more than 650 kindergarten, schools, and sport schools across Moldova. Led by Cross Cultures, in partnership with the Association for Participatory Criminal Justice (AJPP) and the Football Federation of Moldova (FMF), the project aimed to foster resilience among at-risk youth and strengthen community-level responses.\n\nOne of the most notable expected results was the establishment of formal cooperation agreements between AJPP and two key government bodies: the Ministry of Education and Research and the General Police Inspectorate. These agreements marked an important step in operationalizing Moldovas multidisciplinary response mechanisms (EMD teams) for children in conflict with the law. AJPP also continued its long-standing collaboration with the Ministry of Justice and its subordinate bodies, including the National Probation Inspectorate and the National Administration of Penitentiaries, ensuring strong integration of justice-sector perspectives.\n\nIn parallel, AJPP led a thorough evaluation of Moldovas national education curriculum, aiming to identify strengths and gaps in how delinquency prevention is addressed. This assessment included a desk review of legal frameworks and targeted interviews with education officials. A comparative analysis with the Danish prevention model was also initiated, providing valuable benchmarks for future policy recommendations.\n\nCapacity building was another core achievement. AJPP conducted four regional roundtables, engaging 92 professionals across 10 districts, from fields such as education, law enforcement, mental health, and probation. These roundtables served as platforms for dialogue and revealed several unexpected insights. Professionals highlighted that while a multidisciplinary mechanism exists, actual cooperation is often fragmented, with many actors still working in silos. The absence of psychologists in schools, overlapping classifications of at-risk children, and lack of training in school mediation were identified as systemic weaknesses needing urgent attention.\n\nA particularly impactful and unexpected result emerged from the pilot school mediation training held in Orhei, where 20 students and several educators were introduced to peer-to-peer conflict resolution techniques. The strong interest and engagement from participants underscored a critical unmet need for such programs in schools. AJPP responded by developing a practical toolkit on school mediation to support the trainees in applying their skills in real-world contexts.\n\nAn important highlight of the inception phase was the study visit to Sweden and Denmark, where Moldovan stakeholders observed how Scandinavian countries coordinate child protection efforts across sectors. This exposure helped shape Moldovas future strategy by reinforcing the importance of localized, family-centered interventions and continuous professional development. Participants returned with renewed commitment to decentralizing services and empowering frontline professionals.\n\nMeanwhile, the Football Federation of Moldova (FMF) played a crucial role in facilitating the Open Fun Football Schools (OFFS), which serve as inclusive, community-based platforms where sports and social development intersect. FMF trained new coaches and local leaders in child protection and community engagement, using football as a medium to build trust, encourage teamwork, and reduce social risks among youth. Their efforts bridged collaboration between schools, social services, law enforcement, and civil society at the local level.\n\nThrough FMF's contributions, the project not only reached vulnerable children with structured recreational activities but also promoted positive role models and safe environments that can deter youth from engaging in delinquent behavior. Their involvement demonstrated how sport can be harnessed not just for physical development, but as a powerful tool for social change and community cohesion.\n\nAs a whole, the inception phase delivered key foundational results: the formation of institutional alliances, generation of actionable data, implementation of pilot trainings, and growing public and institutional interest in preventive and rehabilitative approaches for at-risk youth. \n\nThe learnings from 2024 have informed the planning of expanded activities for 2025, including broader school mediation training, the development of specialized probation programs, legislative review support, and continued investment in intersectoral collaboration. Together, AJPP and FMF have laid the groundwork for a multi-year effort that is responsive, inclusive, and grounded in both local realities and international best practices.\n\n\n\nUpdate of results 2025:\n\nThe programme continued to contribute to the promotion of peaceful coexistence, social inclusion, child protection, gender equality, and cross-sector social prevention mechanisms in Moldova, including Transnistria and Gagauzia. The activities implemented throughout 2025 reflected alignment with Moldovas EU accession priorities, particularly under Chapter 23 (Judiciary and Fundamental Rights) and Chapter 24 (Justice, Freedom and Security), as well as broader rule of law and child protection reforms.\n\nDuring 2025, the programme achieved significant results both in relation to planned objectives and through several positive developments that emerged during implementation.\nUnder the FMF\u002FOFFS component, substantial outreach and mobilisation activities were implemented through football-based community engagement. Twelve Open Fun Football Schools of six-day duration were organised across Moldova, including in Transnistria and Gagauzia, engaging 2,406 children, of whom 55% were girls. The activities promoted interaction among Moldovan, Transnistrian, Gagauzian and Ukrainian children and volunteers, contributing to social cohesion and confidence-building across communities. The programme also succeeded in mobilising and training over 320 volunteers from different professional sectors, including education, sports, police and social services, thereby strengthening local cross-sector collaboration.\n\nThe programme further strengthened cross-sector cooperation through continued collaboration between FMF and the General Police Inspectorate, marking the tenth consecutive year of partnership. The project promotes the community policing approach working closely with Swedish Police Autority in Moldova. Police officers, social workers, schools, sports associations and local authorities participated actively in implementation activities. Community police officers co-led activities in all OFFS locations, while thematic seminars and coordination meetings contributed to strengthening preventive and community-oriented approaches. The involvement of social workers and cooperation with the Ministry of Labour and Social Protection further enhanced inclusion of vulnerable children.\n\nThe child protection and inclusion dimension of the programme produced important results. Approximately 300 vulnerable children, including refugee children, children with disabilities, children from deprived families and children without parental care, participated in programme activities. Awareness-raising activities linked to international thematic days addressed childrens rights, disability inclusion, healthy lifestyles and environmental responsibility. The programme also strengthened safeguarding approaches through participation in FIFA safeguarding initiatives and utilisation of UEFA child protection resources.\n\nIn relation to youth empowerment and gender equality, the programme exceeded traditional participation patterns in grassroots sport. Girls represented more than half of all child participants and volunteers, while girls football tournaments and women-focused football activities contributed to increasing participation and visibility of girls in sport. Approximately 150 young volunteers, youth referees and coaches were engaged in leadership and practical training activities, contributing to skills development and community participation.\n\nUnder the CSP component implemented by Association for Participatory Criminal Justice, significant progress was achieved in strengthening institutional capacities and intersectoral coordination for children at risk and children in conflict with the law. Four regional multidisciplinary trainings brought together police officers, probation counsellors, social workers, psychologists and education representatives to strengthen understanding of referral pathways, child-centred approaches and cross-sector case management practices. The programme also contributed to strengthening preventive and rehabilitative approaches within the justice sector. A specialised probation programme for juvenile offenders involved in property-related offences was developed and piloted, while 22 probation counsellors received methodological training for implementation. This contributed to Moldovas broader efforts to strengthen non-custodial and rehabilitative measures consistent with EU and national reform priorities.\n\nAdditional activities focused on school mediation and integrity in education. School mediation trainings were organised for students in several regions, while practical educational tools, including mediation cards, were developed and later recommended by the Ministry of Education and Research for educational use. Furthermore, an anti-corruption guide for educational institutions was developed in consultation with relevant national authorities, including the National Anticorruption Centre and the National Integrity Authority.\n\nThe programme also generated several positive developments beyond the initial expected outputs. One notable example was the emergence of new cooperation agreements between football clubs from Moldova and Transnistria, reportedly developed indirectly through relationships established during OFFS activities. Although not originally foreseen as a programme output, these partnerships demonstrate broader confidence-building and social cohesion effects.\n\nAnother positive outcome was the replication and expansion of school mediation activities by educational institutions independently from the project framework. Following AJPP-supported trainings, the Ion Luca Caragiale Lyceum in Orhei initiated additional mediation activities, reflecting institutional ownership and sustainability
