The Transformative Partnerships: Advancing Rights, Resilience and Sustainability 2025-2028 programme has a total budget, including own contribution, of 161,646,159 SEK for a three-year (39-month) global programme. Sida' grant is 137,400,000 SEK for the period 1 October 2025 to 31 December 2028. In addition to ForumCiv, the consortium also consists the following organisations: Clowner utan gränser, Föreningen Framtidsjorden, Internationella kvinnoförbundet för fred och frihet (IKFF), Swedish Foundation for Human Righs, Praktisk Solidaritet and The Hunger Project Sweden.\n\nThe contribution is based on partnerships with 54 local CSOs in 28 countries in Africa (11 countries), the Middle East (4 countries), Latin America (7 countries), Eastern Europe (4 countries) and South Asia (2 countries). The overall objective of the programme is to ‘strengthen civil society as a catalyst for inclusive development, grounded in equity and justice, by enhancing its autonomy and resilience and expanding civic space.’\n\nThe programme will contribute to the following outcomes:\n1. Strengthened and autonomous civil society for transformative change: CSOs enhance their capacity, autonomy, and influence to mobilise rights-holders, engage in dialogue, shape policies, and contribute to democratic participation, climate justice, and conflict transformation\n\n2. Conflict-Resilient and empowered communities: Communities increase their agency, cohesion, and resilience by participating in inclusive, trust-building processes for justice, healing, and accountability—enabled by CSOs.\n\n3. Sustainable livelihoods and climate justice: Communities, with support from capable CSOs, improve resilience and well-being through inclusive, rights-based approaches to climate adaptation, sustainable livelihoods, food sovereignty, and land governance.\n\nThe programme has three operational strategies for achieving its objectives: 1) capacity and skill development of local partners, providing tools for mobilising rights holders, advocacy for systemic change, and building internal governance and financial sustainability; 2) targeted and catalytic funding that support organisational development, financial sustainability and enable partners to scale up their activities and attract additional funding; 3) networking and partnership building for sustainability to expand CSOs' collaboration with public actors, policy-makers, academia and the private sector with the aim of strengthening advocacy, resource mobilisation and promoting cooperation with other stakeholders. \n\nThe indirect target group comprises historically marginalized rights-holders, including women and girls, Indigenous communities, LGBTQI+ individuals, smallholder farmers, displaced populations, political prisoners, journalists, persons with disabilities, and communities that lack essential services (such as health and WASH support). The theory of change is that When people jointly claim their rights by participating and developing democracy there is a higher possibility that common resources are distributed more fairly, and poverty is reduced.
