The launch of a new Procurement Manual was also a big achievement. \n\nFull IPSAS compliance is one of the largest hurdles the Commission still needs to fully overcome. It is an ongoing process and progress is being made. \n\nA PME system has been developed during the year, in line with Agenda 2063. RBM has always been a weakness within the Commission and numerous attempts have been made to improve it. Connecting it to Agenda 2063 will not make things easier and implementation will take place during 2017. It also remains to be seen if it will be given priority amongst the long list of priorities of the new Commission.\n\nA new Commission came on board in 2017. They seem to be very committed, but expecations are also very high and the list of priorities long. 2017 will hopefully reveal what is
