The project will be anchored at the Council of Governors, which will coordinate the project on behalf of counties. The Swedish Association and Regions (SALAR) will provide technical assistance and linkages with Swedish actors based on experience gained implementing similar projects across the world. In addition to strengthening the coordination role of the CoG, the project will build sustainable urban development planning capacity within the CoG and counties. It will also pilot interventions in at least 7 counties using the Symbiocity approach. Based on lessons learnt from the pilots, the project will expand capacity building activities to all the 47 counties. In the process, the project will build the institutional capacity of CoG, strengthen counties’ capacity for planning and implementing project using a sustainability perspective and improve access to infrastructure and services in selected counties. Sveriges Kommuner och Landsting (SKL) kommer att bidra med teknisk assistans till CoG och länen och dessutom förmedla kontakter med svenska aktörer utifrån erfarenheter från genomföranden av liknande projekt runtom i världen. Utöver att stärka CoG:s koordinerande roll kommer projektet att leda till att det byggs upp planeringskapacitet för en hållbar urban utveckling vid CoG och hos länsregeringarna (som alla är representerade genom CoG). Pilotprojekt som utgår från förhållningssättet SymbioCity kommer att genomföras i minst sju regioner.
