HIPS studies on AMISOM, higher education, federalism, the constitution, refugees, land issues, drought and the influences of external actors were well circulated among policy circles and had measurable impact on policy making in the country. Similarly, HIPS policy briefs have focused on the pertinent thorny issues and provided policy makers with analyses and practical recommendations. Briefings on how to end the Kismaayo and Gaalkacyo conflicts and studies on diaspora return, citizens’ priorities and perceptions, the political and civic engagement of Somali women, federalism and governance were all shared and deliberated in a bipartisan fashion.\nOn the policy action, HIPS actively engages with Somalia’s policy and opinion makers, disseminates research findings and shares policy recommendations. Among other things, HIPS develops policy papers on issues that are central to the state-building process in Somalia with the aim of strengthening a Somali led Somali owned dialogue and discussion around central themes. HIPS also utilizes both traditional and social media to interface with its diverse audiences, ranging from ordinary Somalis inside Somalia and across the globe and to national policy makers and international actors working in or issues related to Somalia. HIPS’s flagship programme, Forum for Ideas, offers an interactive platform for Somalia’s policymakers, practitioners, business leaders, civil society, academia and activists. Both the roundtable discussions organized in Mogadishu and in the regional capitals and the Annual Forum for Ideas (AFI) attract citizens from across Somalia as well Somalis from the Horn of Africa and many in the diaspora.\nThe forum previously held annually in Djibouti, was for the first time held in Somalia from 29 to 31 December 2020, with Puntland's hosting the event in Garowe. HIPS managed to convene most leading politicians in Somalia as an effort and opportunity to strengthen the dialogue between FGS and FMS leadership to reach consensus around how 2020\u002F21 election will be conducted and breaking the existing political stalemate on elections. The parliamentary and presidential elections could not be held due to political disagreements between the FGS and FMS thus the forum facilitated talks and dialogue between the various parties. Several FMS leaders, most presidential candidates, former presidents, the Speakers of the upper and lower houses, the Deputy Prime Minister and substantial number of ministers attended the event.\nIn the five years since its inception, HIPS has contributed to the transformation of the policy environment in Somalia.
