The new law stipulates all prerogatives of local authorities in Tunisia: its functions, its obligations, its financial system, matters of property, intergovernmental relations and internal management. It is applicable to all three levels of Local Government: municipalities, regions and districts. The project did so by building the capacities of the COAAFA, supporting the referral process (not least via the Forum of Financial Managers) and contributing to the formulation of specific decrees, laws and manuals that are indispensable for the application of the CCL.\n2. Integration of municipalities into law-making process\nThe project contributed to the above outcome through the establishment of the Forum of Financial Managers (a network of financial managers from the municipalities’ administration within FNVT, Fédération National des Ville Tunisiennes) The forum was invited in its capacity as representation of FNVT and thereby its members, the municipalities. This was the first time in Tunisian law-making, that municipalities were formally involved in the legislative process.\nBy supporting IPAPD, national dialogue improved and the political debate at the COAAFA opened up for referrals during which non-state actors were allowed to present their recommendations on the CCL.Through the project, the Forum developed 36 recommendations on the CCL of which 19 were considered by the COAAFA. They were included into a new draft of the CCL and later adopted by the Tunisian National Assembly. Thereby municipalities left their mark on the CCL which is rooted in their understanding of the challenges that they identified with regard to local financial management.\n3. Effective project implementation and coordination of existing services\nFNVT has with support of the project increased its professionalism. FNVT’s Executive Director has gained control over the management of the organisation and its external presentation. FNVT is also more professionally represented towards the Government and FNVT’s management has close relationships and is included in regular exchange with relevant ministries and other
