Det finns ofta behov av i MENA-regionen ökad kunskap om övergången till demokrati och internationellt accepterade valpraxis. Det övergripande målet och de förväntade effekterna av projektet är: \"Medborgarnas förväntningar på röst, utveckling, rättsstatsprincipen och ansvarsutkrävande möts av starkare system för demokratiskt styre\". \n\nInsatsen har fyra resultatmål som ska uppnås i slutet av insatsen: 1) Stärkt regional valkapacitet och kunskap, 2) Stärkt professionalism inom valkommissioner genom regionalt samarbete, 3) Ökat kvinnligt deltagande i politiskt beslutsfattande och processer och 4) Främjande av ungdomars roll i hela valrörelsen. Målen förväntas uppnås genom b.la. utbildningsaktiviteter, seminarier, Syd-Syd samarbete, partnerskap med regionala nätverk inom media, partnerskap med andra regionala organisationer och samråd i valfrågor med landspecifika valmyndigheter. \n\nInsatsen innebär i hög grad erfarenhetsutbyte och utbildningsaktiviteter. Ingen vidareförmedling kommer ske till nationella projekt eller partners. Projektet utgör en komponent av ett globalt projekt för valcykelstöd, Global Project for Electoral Cycle Support (GPECS). GPECS får stöd av Sida inom ramen för stöd från multilateralt samarbete. För denna insats är Sida ensam givare. UNDP kommer inte heller ge något direktstöd till den regionala organisationen för valkommissioner (Organization for Arab Electoral Management Bodies, ArabEMBs) utan ges i form av tekniskt stöd.    \n\nSida finansierade den första fasen av programmet (2013-2016) och bedömningen är att resultaten av programmet var goda. Programmet utvärderades 2015 med slutsatsen att projektet på ett övertygande och konsekvent sätt hade uppnått målen. Projektet bedömdes ha skapat ett nära samarbete med Arabförbundet (Leage of Arab States) och stärkt dess kompetens och resurser för valfrågor. Det viktigaste resultatet bedöms vara etablerande av en regional organisation för valkommissioner. Next is Sida's assessment of the most important results:\n\n- The project played a significant role in advancing the institutional development of ArabEMBs, which evolved from a small group of six founding members into a fully operational and regionally recognized organization with twelve members. With strengthened governance structures, an active secretariat, and regular regional assemblies and conferences, ArabEMBs became a hub for electoral cooperation, peer learning, and international engagement. It established partnerships with institutions such as the Venice Commission, IFES, International IDEA, and UN Women, and led regional observation missions that expanded professional experience among member EMBs. ArabEMBs continues to work toward long-term sustainability, supported by the projects efforts to guide financial planning, build partnerships, and strengthen internal governance.\n\n- At the League of Arab States (LAS), the project significantly enhanced the capacity of the Electoral Affairs Department, transforming it into a more proactive regional convener and knowledge producer. LAS institutionalized regular data collection, analysis, and reporting on electoral processes across member states, producing more actionable and comparative insights. The project also helped LAS integrate gender-sensitive electoral training into its core capacity building programs, marking a major shift in an institution where gender had previously been excluded from electoral discussions. BRIDGE training became the primary methodology for LAS learning programs, with hundreds of practitioners benefiting. LAS further strengthened its role as a facilitator of regional collaboration by organizing thematic workshops, largescale electoral forums, and tailored trainings for its diplomats and electoral observers.\n\n- The project contributed to embedding human rights principles in electoral processes through its work with the Arab Network for National Human Rights Institutions (ANNHRI). By providing technical support, tools, and platforms for engagement, the project enabled NHRIs to take on a more active role in electoral oversight, develop human rightsbased monitoring approaches, and collaborate more closely with EMBs. It also encouraged NHRIs to integrate gender sensitive perspectives, including monitoring violence against women in elections as a key human rights concern.\n\n- Advancing women's electoral participation emerged as one of the projects most transformative achievements. The establishment of the Arab Network for Women in Elections (ANWE) created the first regional platform dedicated to promoting women's electoral rights, supporting reforms within EMBs, and shaping national awareness campaigns such as Her Participation, Our Future. EMBs across the region adopted gender action plans, developed internal gender policies, and began producing gender disaggregated electoral data. The project deployed e-Monitor in several countries to detect online misinformation, disinformation, and violence against women in elections, helping inform policy responses. Additionally, the creation of the Arab Women's Leadership Academy for the Digital Era strengthened women's leadership capacity and equipped them to navigate modern electoral challenges.\n\n- Youth participation was strengthened through the projects strategic engagement with the UNDP Youth Leadership Programme (YLP). By connecting youth leaders with electoral institutions, the project helped shift youth inclusion from a marginal topic to a core regional priority. These efforts culminated in the establishment of the Arab Youth Network for Elections, now an active platform leading civic engagement initiatives, peer education, and youth driven collaboration with EMBs. The Network developed its own civic participation curriculum, contributing to long-term sustainability.\n\n- The project also succeeded in fostering cross-sectoral cooperation between EMBs, CSOs, women's organizations, youth groups, and human rights institutions. It helped create joint initiatives, shared commitments, and inclusive action plans addressing gender equality, youth engagement, and human rights-based electoral administration. In response to emerging digital risks, the project mainstreamed discussions on information integrity, helping electoral institutions recognize the importance of digital preparedness and the threats posed by misinformation, disinformation, and online violence.\n\n- The projects regional initiatives translated into direct national level impacts, supported by UNDP country offices and UN missions. National electoral actors adopted lessons from regional exchanges, strengthened strategic planning, integrated gender and youth considerations, and improved data practices. Participation in regional observation missions and thematic trainings exposed EMBs to diverse electoral models and encouraged adoption of regional best practices. Through these integrated efforts, the project contributed to creating a more professional, connected, and resilient electoral community across the Arab region and laid a foundation for sustainable,
