BIRN has editorial presence in nine countries in the region. Formal network members are independent NGOs in Albania, BiH, Kosovo, Macedonia, Serbia and Romania and a regional Network Hub in Sarajevo. A commercial branch, BIRN Ltd., was set up in Belgrade to generate income to sustain network operations. \nBIRN is one of rather few independent, investigative and critical media organizations in the Balkans and enjoy high esteem and credibility. Their operations are many and wide-spread and have a significant impact. They produce their own investigations, analyses and articles, which are largely re-published in other media. They arrange many events such as debates, seminars, training courses, fellowships and summer schools for journalists and media professionals in the region. BIRN Albania is however excluded as they have a bilateral agreement with the Emb of Sweden in Tirana.\n\nResults of BIRN journalistic work \n\nBIRN Network has published a total of 184.156 articles since 2015 and almost 2.000 investigations that had a major impact on society. Its production grew extensively  from 11.311 articles published in 2015 to more than three times the number in 2021 when the Network published a total of 37.466 articles. From January until August 2022, another 21.492 articles were published on various platforms of the Network members and BIRNs flagship website Balkan Insight.\n\nArticles were published in local languages and English with more than 270 million page views across different websites. The increase in the number of visits and unique visitors is impressive  in 2015 the total number of page views for the entire BIRN Network amounted to 8.5 million, while in 2021 it reached almost 60 million (more than 700 percent). Similarly, the number of visitors to BIRNs websites was over 2.7 million in 2015 rising to more than 13.2 million in 2021 (almost 500 percent). Data for 2022 (January-August) demonstrate similar trends.\n\nAlso, social media played a significant role in BIRNs outreach and while its metrics, privacy policies, as well as consumer habits, have changed remarkably since 2015 affecting the ability to calculate overall reach, the increase in BIRNs presence is notable. The number of followers on Facebook and Twitter increased from around 325.000 in 2015 to around 850.000 in 2022.\n\nBIRN has also become a trusted source of information for local, regional and international media, governmental and non-governmental organisations, academia, etc. In the reporting period, BIRNs work was republished more than 200.000 times and BIRN was referenced by some of the most prominent media globally, such as Guardian, Politico, Foreign Policy, BBC, Corriere Della Sera, Euronews, Süddeutsche Zeitung, EurActiv, Le Monde, Belgian De Standard, Deutsche Welle, Radio France International, EUobserver, Voice of America and many more.\n\nDuring the reporting period, BIRN ran a series of in-depth investigations dealing with high-profile cases of corruption and organised crime, exposing abuses of power and corrupt practices that resulted in misspending of millions of euros of public money leading to official probes and sanctions. Plans of Albanian Ministry of Finance to award a concession for the management of value-added tax for an estimated 110 million euros were scrapped in 2016 after two BIRN investigations, exposing that the project was tied to a shell company in the Cayman Islands and a local company  whose owner was in business with the brother of Albanian Prime Minister Edi Rama. In 2019, the head of the Democratic Party in Albania was charged with money laundering and falsifying documents after an investigation into secret payments of more than half-a-million dollars by Albanias Democratic Party (DP) to a US lobbying company to secure meetings with senior figures in the administration of Donald Trump.\n\nAn Energy Regulatory Office decision from 2020 that granted 28 million euros of Kosovo state-funded tariff incentives to private companies in the solar energy industry was reversed following a BIRN investigation. After an investigation on Bosnian officials who spent 4.5 million euros on vehicles purchased in 2018, tender documentation was changed.\n\nBIRN also produced a number of prominent investigations into the arms trade. As a result, criminal charges against Montenegrin Prime Minister Milo Djukanovic were made by an anti-corruption watchdog in 2015 following the privatisation and sale of Montenegros largest arms exporter for 680,000 euro.\n\nTo support the already weakened reconciliation processes, in an environment with growing genocide denial, warmongering, disinformation, and ethnic divisions, with controlled media and politicians as the main drivers of polarization, BIRN worked towards increasing the visibility of war survivors voices. In such an environment, BIRNs reporting on transitional justice was crucial to secure fact-based narratives from the past and professional reporting on the war crime trials from the courtrooms locally and internationally.\n\nIn 2017 state prosecutor in Bosnia and Herzegovina opened an investigation into the case of repeated war rape of a girl aged 15 during the war in 1992. The investigation was initiated by her testimony shared in a TV story produced by BIRN. In 2019, Bosnian Serb ex-fighter Sasa Cvetkovic was sentenced to 12 years in prison for the murder of two elderly Roma citizens in May 1992 and the rape of two Bosniaks, one of them a minor.\n\nIn 2022, BIRN published a database of adjudicated facts on the 1992-5 war in Bosnia and Herzegovina, as well as an interactive website 44 months under siege with testimonials from 44 individuals recalling wartime hardships, atrocities, and brief moments of joy.\n\nBIRN's institutional strengthening \n\nThe network has grown and the competence within BIRN at the level of the country offices has been further developed. Internal administration, financial follow-up, monitoring and learning, performance analysis have been further developed over the past years. BIRN emphasizes that Sida's core support has meant that the organization has been able to take on internal procedures around learning, follow-up and develop a better and common understanding of the analysis of results, which otherwise would not have been possible. BIRN believes that in this way the importance of internal transparency and good internal governance and control is demonstrated. BIRN's long-term financing is also said to have improved through Sida's core support, to now include more donors and more agreements that have a longer agreement period. BIRN also believes that the two ISK audits carried out by E&Y during the activity period have provided very useful and constructive recommendations regarding internal necessary changes and improvements. Weaknesses reported during the activity period - and which BIRN has remedied and continues to work with have concerned follow-up and learning. In order to improve the MEL, BIRN contracted external consultants who over a long period worked with BIRN with the goal of defining an up-to-date, sustainable and consistent theory of change, but also to improve the organization's tools for collecting information, interpreting information and then using the information in a analyzing way. This has, among other things, concerned information that is collected through collaboration with local organizations and residents. The type of information - qualitative and quantitative - collected on a regular basis has also been more clearly defined. BIRN's databases have been further developed. BIRN's work in accordance with the latest ISK audit made by E&Y in spring 2022, continues during the new contract period (from September 2022).\n\nExternal capacity building\n\nAs a result of improved internal capacities and more stable financial outlook, BIRN was able to further engage in providing capacity building activities. BIRN Network organised more than 540 different training courses since 2015 and awarded around 700 grants to both media organisations and individual journalists, including through its flagship programmes, Summer School of Investigative Journalism and Balkan Fellowship for Journalistic Excellence. \n\nIn 2016, an investigation on corruption in the judiciary system Albanias Judges Wealth Escapes Scrutiny, by one of the 40 local journalists supported by BIRN Albania to produce and publish independent investigations, won the first prize in the EU Investigative Journalism Award 2015 competition for Albania.  \n\nIn 2016 a journalist fellow of the Balkan Fellowship for Journalistic Excellence, was awarded for the best article by a young investigative journalist for a story 'An Albanian War on Drugs.'\n\nIn 2017 a journalist from Serbia was trained on environmental topics and investigative journalism through BIRNs Summer School. The journalist won multiple awards for his work in this field, including an award for best film by the Belgrade International Green Culture Festival, Green Fest for the documentary The Dark Shadow of Green Energy, as well as EU Investigative Journalism Award for Serbia (second prize) for the documentary Flatland without Birds.\n\nThe same year, following the training and on-the-job mentoring received from BIRN, a journalist at the Montenegrin public broadcaster, published the groundbreaking story about illegal abortions in the country. Her reporting initiated large civil society campaigns, reactions from government officials and was also included in the annual progress report developed by the European Union.\n\nBIRN Network has also grown significantly in terms of establishing innovative and contemporary approaches to covering sensitive issues, such as transitional justice, far-right and extremism, gender issues, and others. BIRN invested significant effort in designing open source, innovative tools and resources that promote development of technology for good.
