The level of beneficiaries from 2015 to 2019 has varied from 677 in 2016 to a peak of 1049 beneficiaries in 2019. For increased outreach efforts, HRFT established referral centers in Cizre and Van as well as deployed mobil health teams. Another tool to increase its outreach has been to establish partnerships and cooperation with local NGO:s to identify torture survivors which might have issues in accessing services of HRFT. Although HRFT works holistically, the first objective is seen as the core area of activities, i.e. to provide rehabilitation and treatment to torture survivors. \nFurthermore on the first objective, the HRFT academy was established to strengthen the link between rehabilitation and treatment activities with evidence based research. The research focuses broadly on human rights violations in Turkey. The HRFT have increased its position in Turkey as a prominent Foundation defending human rights. Care for caregivers, emphasised by Sida as very important and a program of priority, was established in 2016 and further expanded during the reporting period in terms of providing supervision, treatment and budget allocated to spare time activities of the employees and volunteers for recovery. \nOn the second objective of HRFT regarding accountability and legal assistance, 28 torture survivors have been assisted during the reporting period with different outcomes such as re-opening of cases and bringing cases to ECHR for international attention. Moreover, providing alternative medical forensic assessments and reports are an important part of seeking justice, and HRFT assisted 360 applicants during the reporting period. In order to vastly include new generations of health and legal proffessionals, HRFT have conducted 15 training on the Istanbul Protocol (the primary international convention against torture). HRFT have also been able to provide input and expertise to the Protocol, taking on a leading position. \nThird objective on supporting preventive measures against torture which mainly entails advocacy visavis national and international stakeholders, have included drafting of reports and publications to disseminate HRFT activities and monitoring of human rights violations. HRFT have been building international alliances and gathering like-minded actors in the fight against torture. Dialogue and points of entries has been established with Kosovo, Hungary, Palestine and Israel to the already existing cooperation with the Swedish Red Cross. Moreover, HRFT continued to monitor the National Prevention Mechanism (NPM) by organizing an international conference to improve the process. TIHEK, as the main responsible body to implement the NPM, remains a main entry point of advocacy. \nThe fourth objective is on expanding the role and mandate of HRFT both nationally and internationally through various use of tools. It seems like HRFT has grown even more, despite the difficult context and the many challenges. Tools used for this purpose has been to engage into more research, alliances, conferences, meetings, legal assistance, expanding care for caregivers etc. Efforts has also been done for more
