Those activities should result into improvement of good governance practices and introducing policy based decisionmaking culture. One of the objectives of the GFSIS is to support conflict prevention and peace building efforts in the region. Overall objective of the contribution is to contribute towards formulating a common understanding of values and priorities that should guide Georgia towards its ambition to join Euro-Atlantic family. \n\nThe initial application submitted by GFSIS 2015 was for four years with a total amount 20 000 000 SEK. Because of cuts in the appropriation for Georgia, Sida decided to support the organisation for two years (2015-2017) and indicated a possibility of extending the support with two more years depending on future allocation of funds and the findings of the evaluation planned to be conducted during 2017. Since the decision on contribution, dated 3 July 2015, the agreement has been amended twice, on 1 March 2016, with the decision to approve forwarding of funds  and on 14 June 2017, with the decision to grant a no-cost extension of the project until 30 September 2017.\n\nIn April 2017 the embassy commissioned an external evaluation of the project. The overall assessment of the project was positive and the evaluation team recommended providing core support to GFSIS for one more phase. In May 2017 GFSIS submitted a proposal for a cost-extension of the contribution until the end of 2020. \n\nThe embassy has assesssed the proposal submitted by GFSIS as relevant and has decided to prepare a supplementary decision and grant GFSIS a cost-extension until 31 December, 2020 with a budget of 12 000 000 SEK. Specifically, GFSIS managed to increase its programming work to diversify its target audience and thematic directions, expand its activities geographically, mobilize its staff and develop internal control mechanisms and risk management schemes, systemize and organize activities and routines. In addition, the core funding enabled GFSIS to overcome the difficulties caused due to COVID 19 pandemic in terms of financial sustainability and continue its think-tank activities needed more than ever due to challenging domestic and foreign environment. \n\nBelow are some results achieved by the contribution on impact level. \n\nImpact on Objective - Support to the Reinforcement of Georgian Institutions:\n\nGFSIS targeted both the opinion and decision-makers throughout the past seven years, including but not limited to: public servants, media, ethnic minority groups, political party staffers, religious leaders, academia, women, youth and students. The internal monitoring statistics reveal that GFSIS has not only increased number of its alumni, but in contrast to the period starting from 2000 to 2015, when GFSIS trainees were mostly public servants, the organization has diversified its target groups, encompassing most of stakeholders of the policy making process  media, civil society, academic circles, ethnic and religious minority communities, political parties, youth groups across the regions of Georgia, religious leaders including Georgian Orthodox Church (GOC) and ethnic Georgian Muslims, etc. Engaging these communities into the GFSIS alumni network fosters spreading of democratic values, the whole new mindset and vision that, in the end, contributes to healthy, constructive policy debate in the country. As a result of its manifold activities during two decades, GFSIS has built a large alumni network reaching 8000 people across all political parties, state agencies, minority communities, GOC, youth and media.\n\n Impact on Capacity Building of Public Servants: \n\nFrom 2015 to 2022, GFSIS ran over ten capacity building programs and around thousand public servants enhanced their knowledge on various topics such as public policy and analysis, national security, foreign policy, global economy and politics, Euro Atlantic integration, DCFTA, mass media and communication strategy, human resource management, cybersecurity, environment, gender and diversity, etc. Two of the flagship capacity building programs are the Capacity Building of the Georgian Leadership (CBGL) and the National Security and Public Policy Program. For instance, the number of applications for these programs reached on average 400 per 25 slots, which is the best demonstration of the quality work.\n\nSpecially worth to mention that from GFSIS trained public servants the vast majority have continued working in the public service, with an extremely promising trend of career promotion. The graduate network includes three former ministers, twenty-one former deputy ministers, eight of whom are former Deputy Ministers of Defense, as well as a former Deputy Chief of Intelligence Service and an Ombudsman.\n\n Impact on Improving Good Governance:\n\nThe long-term cooperation with state institutions within the capacity building programs framework has built trust of the Georgian Government (GoG) towards GFSIS expertise. GFSIS experts have significantly contributed to the development of a number of strategic documents and provided policy advice to the authorities on the policy issues. Throughout the past seven years, GFSIS experts upon request of the government had been participating in different working groups composed of experts. \n\nImpact on Objective  Georgias Integration into European and Euro-Atlantic Structures:\n\nGFSIS has provided support to Georgias Integration into European and Euro-Atlantic Structures by assisting the Government of Georgia (GoG) in an approximation process, as a priority since the organizations establishment. From 2015 to 2021, GFSIS has significantly supported the government on this path by creating space for dialogue with expert society and providing policy advice on the planning, monitoring and evaluation process of the Association Agreement (AA) Implementation Action Plan. Over the years GFSIS has worked closely with the European Integration Committee of the Parliament of Georgia, the Ministry of Foreign Affairs and the former State Ministry for European and Euro-Atlantic Integration and provided consultancy on the steps GoG should take to make the European integration process more efficient.\n\nImpact of Objective  Reinforcement of GFSIS Development:\n\n With the help of core support, GFSIS has enhanced its organization capacity since 2015 that has translated into strengthening the following components: governance and leadership; mission, vision, and strategy; program delivery and impact; financial management; fundraising and resource development; internal operations and management.\n\nDuring the past seven years, GFSIS managed to become a well-established politically neutral organization with a solid governing structure, clearly defined internal control and management procedures, a strong identity and clear mission\u002Fvision and values. The foundation developed and adopted the following procedural manuals: accounting policy, business trip policy, code of conduct and ethics, conflict of interest policy, grant evaluation form, procurement policy, risk management policy and process, and segregation of duties policy.
