A new RST at the Ministry of Veterans is in process of being established. 320 national experts positions embedded in above mentioned host institutions, out of which 75% are filled. These experts are active in 30 reform areas. \n-The RSTs supported ministries in completing EU screening and achieving all 2024 Ukraine Plan targets under MinDevelopment; developed a comprehensive legal roadmap for state owned enterprise (SOE) reform, incl. mechanisms for investor engagement and public-private partnerships; coordinated implementation of the Ukraine Plan across 15 sectors, 69 reforms and 150 implementation benchmarks; supported implementation of processing enterprises' programmes, resulting in 31% increase in total volume of new loans (vs previous year); contributed to the draft of new Labour Code to modernize employment regulation; and Ukraines first comprehensive Law on Vocational Education and Training (VET).\n-Business Ombudsman Institution (BOI) has since 2015, amongst others received nearly 11,000 business complaints regarding misconduct by state bodies and has successfully closed 7,310 of these cases. \n-SOEs Management Assistance Reform and Transformation (SMART) Programme provided, amongst others, assistance to the Ministry of Economy of Ukraine on Ownership Policy for State Owned Enterprises and the work on the Law No. 3587 On Amendments to Certain Legislative Acts of Ukraine Relating to Improvement of Corporate Governance in Legal Entities in which the State is a Shareholder\u002FFounder and the reform and adoption of Ukraines first State Ownership Policy (SOP). The adoption of Ownership Policy was EU and International Monetary Funds benchmarks to unlock funding for Ukraine in 2024. It is anticipated that the reform will bring Ukraines SOE governance practices closer to international best practices, including OECD Guidelines on Corporate Governance of
