The HRIETF follows on from the Nordic Trust Fund (NTF) and is based on discussions with the NTF donors during the second quarter 2019. The HRIETF is placed within the WBG at the Social Development Practice. The HRIETF has a WBG mandate, and the development objective of the TF is: “increase and strengthen the understanding and application of human rights principles in the WBG´s work”. Through technical and financial support, the HRIETF want to scale up internal capacity on human rights. It aims to work strategically with the WBG management to ensure institutional advancement of human rights in its operations. In addition, the HRIETF will provide grants to WB teams (WBG Country Management Units at country level and to WBG practices at the headquarters) to integrate human rights into its operations. It will also scale- its communication and knowledge management & learning work. The HRIETF has sexthematic windows in which it aims to operate; 1)Governance, Inclusive Institutions and Empowerment, 2) Infrastructure, 3) Fragility, Conflict, Violence and Forced Displacement, 4) Research and Evaluation, 5) Social Inclusion  and 6) Program management and Administration.The HRIETF is a knowledge and learning initiative established in 2009 by Denmark, Finland, Iceland, Norway and Sweden, and joined later by Germany. The mandate of the NTF was to help the Bank develop an informed view of how human rights relate to its analytical and operational activities. Its objectives were to explore and identify innovative approaches for incorporating human rights perspectives and empowering vulnerable groups to help make WBG analysis and operations more effective in reducing poverty and boosting shared prosperity. It did so through a grant program that provided financial and technical support to World Bank teams interested in exploring the link between their work and human rights. Since 2010 the grant program has approved 111 grants in five grant rounds, averaging US$ 240,000 and with a maximum grant of US$ 450,000.In addition to the programme document, the Secretariat has developed three strategies that focuses on Communication, Knowledge Management and Learning and Partnerships. The communication strategy is centered on identification of key audiences and partners for communicating results. The Knowledge Management and Learning strategy overall goal is to increase the uptake of human rights in and beyond the grants, thereby contributing to learning being captured and institutionalized. The third strategy is the partnership strategy which encompasses Trust Fund wider partnerships.In 2017 the Nordic Trust Fund (NTF), now HRIETF (name change in 2020) was evaluated (2009 - 2017).  In sum, the NTF has contributed to alleviating some of the tensions with respect to human rights issues within the WBG. Sida´s experience engaging with the TF has been positive. The dialogue with the secretariat and other donors have been productive and robust. The results of these discussion can be mirrored in the new and strengthened project document where results based managed has been reinforced and the strategy for grant making has been modified and is now more systematic and strategic. Several challenges however remain; the TF ability to demonstrate results on impact level is one such example. The identified dialogue issues will be important to explicitly emphasize in the upcoming agreement period.Covid -19 has had severe impact on our whole society. The World Bank Group has put in place a response. The role of the TF in this response is not clear. The\nfinancial component of the agreement between the fund and Sida will expire at\nthe end of June 2026 (the World Bank operates on a fiscal year from 1 July to 30\nJune). Their work promoted equality and inclusion for marginalized groups\n including women, persons with disabilities, migrants, refugees, and SOGIESC\ncommunities  while improving human rights based data systems through new\ntools, dashboards, and participatory feedback platforms. They also advanced the\nknowledge base, producing at least 30 analytical products. Collectively, these\nefforts are assessed to have deepened inclusive development and reinforced\nhuman rights based approaches across operations in different contexts.\n\nThroughout FY2025, the HRTF expanded awareness and operational\nunderstanding of human rights across the WBG by leveraging global\nobservances, engaging leadership, and creating learning opportunities. ,\ncohosted high level events on AI and disability rights, and launched the self\npaced Human Rights in Development online course alongside other training\nsessions and podcasts that reached staff worldwide. The Secretariat also\nlaunched the inaugural Human Rights Champions Award Grant. Grant teams\ndelivered 69 knowledge events to empower marginalized groups, influenced\nnational policy reforms, and promote inclusive, participatory decision making.\n\nThe following grant examples illustrate the HRTFs on the ground impact:\nAdvancing Disability Rights: Over a Decade of HRTF Grants. HRTF grants have\nhelped transform how development programs address the rights of persons with\ndisabilities, with efforts grounded in the UN Convention on the Rights of Persons\nwith Disabilities (CRPD) and contributing to broader institutional\nshifts such as the World Banks Disability Inclusion and Accountability\nFramework. In Egypt, an HRTF funded activities overhauled the disability\nassessment system from a medical to a human rights based model,\nensuring fairer access to social protection benefits. In Bhutan, a\nHRTF grant enabled cities to retrofit public buses and stops with ramps,\nimproving mobility for people with disabilities, while in East Africa, grants\nstrengthened inclusive education through safer routes to school, classroom\nmaterials, and CRPD aligned teacher training. Building on this momentum, the\n2025 Global Disability Summit saw the launch of the Disability Data Hub co-funded by the HRTF  which provides tools and indicators across seven sectors in 63 countries. By highlighting gaps and opportunities in areas such as employment, education, and health, the Hub is driving more informed, accountable, and human rights based development.\n\nEnvironmental Access Rights. An HRTF grant provided technical support to\ngovernments in their efforts at implementing the Escazú Agreement, Latin\nAmerica and the Caribbeans landmark treaty on access rights, information,\nparticipation, and justice in environmental matters. The activities funded by the\ngrant have been pivotal in turning highlevel commitments into concrete actions.\nIn Argentina, the grant funded a comprehensive baseline assessment of gaps in\ntransparency and protection for environmental defenders, which became the\nbasis of Argentinas first national Escazú implementation roadmap. Belize is\nsimilarly using HRTF funded analysis to finalize its national strategy, and in\nBrazil the research has mapped out steps toward compliance once Brazil ratifies\nthe treaty. The grant also jumpstarted work in Colombia by supporting a diagnosis of participation rights, which will inform Colombias Escazú implementation roadmap. HRTF sponsorship of environment defender forums enabled grassroots advocates to shape the first ever Regional Action Plan to protect environmental defenders, which was\nadopted by Escazú member states at COP3 in April 2024.\n\nInclusion of Venezuelan Migrants. With support from the HRTF, Ecuador,\nColombia, and Peru advanced migrant inclusion by recognizing Venezuelans as\nrightsholders and active contributors. In Ecuador, reforms eased degree\nrecognition  especially for women  boosting access to skilled jobs, while\nnational campaigns and economic evidence shifted public attitudes and policy\ntoward inclusion. In Colombia, local governments embedded long term\nintegration into development plans, improved data systems, and enabled over 2\nmillion Venezuelans to access social services and formal employment\nthrough implementation of a regularization scheme. In Perú, the focus turned to\nbuilding up the institutions and public services that would realize human and\nmigrants rights, through launching a national strategy for integrating migrants\nand refugees, providing guidance to schools, and training media to tell migration stories with nuance and care. The HRTF grants on Venezuelan migrants have catalyzed over 4 billion dollars in additional public investment across LAC.\n\nInclusive Participation in Pakistans Newly Merged Districts. In Pakistans Newly\nMerged Districts of Khyber Pakhtunkhwa, an area shaped by fragility, restrictive\ngender norms, and limited civic space, an HRTF grant is helping realize the right\nto participate in public affairs through inclusive local governance reform.\nGrounded in CEDAW, ICCPR General Comment No. 25, OHCHR guidelines on\nparticipation, and Pakistans Universal Periodic Review commitments, the grant\napplies human rights based analytics to improve participatory planning gender responsive budgeting, and accountability. A major achievement has been\nthe development of training manuals for womens subcommittees in village\ncouncils, which strengthened womens direct engagement in governance and\ninformed a new provincial requirement mandating women as cosignatories on Village Council bank accounts  a milestone reform that institutionalizes womens role in financial oversight. The\nproject also introduced a management information system and community\nfeedback mechanisms that enhance transparency and ensure\nlocal voices inform governance, service delivery, and the World Bank financed\nKhyber Pakhtunkhwa Rural Investment and Institutional Support Project.\n\nA participatory climate risk assessment manual developed under an HRTF grant\ngrounded in a human rights based and participatory approach has guided\nimplementation of the USD 132 million ProClimat project in the Republic of\nCongo. The manuals climate risk analyses have been incorporated into local\nimplementation plans worth USD 17 million. It has also informed the USD 90\nmillion EKPENGBA project in the Central African Republic, supporting climate\nresilient smallscale infrastructure and advocacy efforts that are now influencing\nnational guidelines for local development planning.\n\nIn Nigeria, it assisted the national disability commission in aligning its strategies\nwith the Sustainable Development Goals (SDGs) and the Convention on the\nRights of Persons with Disabilities (CRPD), strengthening the implementation of\ninclusive policies at the national level.\n\nIn Somalia, limited data on healthcare access and weak integration of human\nrights principles have contributed to disparities affecting women, children,\nmarginalized groups, internally displaced persons (IDPs), and nomadic\ncommunities. An HRTF grant supported the integration of human rights into the\nnational Female Health Worker Program under the World Banks Recurrent Cost\nand Reform Financing III Project. The initiative adapted service delivery to better\nmeet the needs of marginalized populations. ICT based feedback tools strengthened community engagement, while disaggregated data helped identify gaps and guide mobile health outreach. A real time data dashboard now supports district level planning. More than 1,400\nfemale health workers and supervisors, along with over 18 government officials,\nwere trained in human rights principles, including the rights to health, equality,\nand accountability. Training materials were institutionalized in national health\nprogramming and referenced in updated program guidance.The project also\nstrengthened institutional capacity through collaboration with the Ministry of\nHealth, UNFPA, and UNICEF, and supported revisions to key national policy\ndocuments. Early results indicate expanded service coverage and stronger\ncommunity participation particularly among women, children, IDPs, and\nnomadic populations demonstrating that inclusive, datadriven approaches can\nadvance health rights in fragile contexts.\n\nThe Indigenous Peoples Resilience Framework identifies key factors that enable\nIndigenous Peoples to withstand climate change and other external shocks. It is\nbased on qualitative research conducted by Indigenous researchers across 16\ncountries. Supported by the HRTF, the framework is already influencing how\nclimate adaptation is understood and implemented, both within the World Bank\nand in international policy
