The intervention is a five-year support to the UN Women Country Office in Moldova for the period 2016-2020. The overall goal is to strengthen the capacities of the UN Women Country Office in Moldova in the implementation of its core mandates: normative, operational and coordination. The contribution aims to support the UN Women’s programmatic work under the overall framework stated by the UN Women' Strategic Note for Moldova during two strategic cycles 2014-2017 and 2018-2022, covering the two years from the first Strategic Note (2016-2017), and will expand to cover three years form the next Strategic Note 2018-2020. The contribution is going to address persisting gender inequalities through a comprehensive support to the three Strategic Impact Areas: Women in Leadership, Women’s Economic Empowerment and Eliminating Violence against Women and Girls. Justification for additional support (2018-2020): The original decision on current contribution was signed back in 2016, when the project proposal from UN Women had a realistic calculation of the implementation costs only for the two years: 2016 and 2017 from the Strategic Note for Moldova (SN) 2014-2017, while the budget for the next strategic cycle 2018-2022 was estimative, as the new SN did not exist yet. In autumn 2017, a new UN Women's Strategic Note for Moldova 2018- 2022 (SN) was developed and adopted, and a financial frame for its implementation thoroughly calculated. While the overall objective of the Strategic Note 2018-2022 remains the same, and the focus continues to be placed on the same three strategic impact areas, there are significant financial gaps in the new SN that might hamper the achievement of planned results of this contribution by 2020. This is explained by the fact that during first two years 2016-2017 of project implementation due to Swedish support the UN Women CO in Moldova has enhanced its institutional capacity and strengthened its core mandates. These have resulted in an increased operational effectiveness and efficiency of the UN Women Country Office in Moldova. Due to stronger capacities the initiated activities under the three priority areas of the first SN have evolved into comprehensive and nation-wide interventions. On this background, by end 2017 UN Women CO Moldova has submitted a request and a project proposal for additional financing and support to the implementation of the SN for 2018-2020, remaining three years of the contribution. The additional financial support for 2018-2020 was carefully estimated. The total required budget for the implementation of the SN during these three years is about 90 MSEK. Based on the above, by end 2017, after two years of operation of this contribution, UN Women has submitted a revised project proposal and a request for additional financial support of 25,8 MSEK (about 3 million USD) for the remaining 3 years of operations of the contribution (2018-2020), without extension of the operational period. Proposed additional Swedish support for the period 2018-2020 will contribute to: • Further strengthening of the capacities of the UN Women Country Office in Moldova in the fulfilment of its core mandates: normative, operational and coordination. • Consolidation and scaling up of the UN Women’s Country Office programming capacities for the implementation of the Strategic Note for Moldova during the remaining 3 years of contribution' operation (2018-2020). It is proposed to provide additional non-earmarked funds that will complement the existing financial gaps of the Moldova Strategic Note 2018-2022 for the period of three years 2018-2020 and support the achievement of its planned results by 2020. UN Women HQ contributes annually core funding and institutional budget to the UN Women Country Office in Moldova that amounts to 714 000 USD per year (HR, Administrative costs and partly programmatic costs). UNDP, UNODC, UNAIDS, OHCHR, UNICEF and IOM have applied to Sida for funding of 29 089 484 SEK to carry out the "One UN joint action to strengthen human rights in the Transnistrian region of the Republic of Moldova" during the period 2019-2022. The Programme’s integrated approach, based on Thomas Hammarberg’s findings from 2013 and 2018, intends to work at the individual, institutional and societal levels by increasing the capacities of rights holders to exercise their rights (Output 1), increasing the capacities of duty bearers to fulfil their human rights obligations (Output 2) and enhancing the human rights culture in the Transnistrian region (Output 3). This will lead to a favorable environment for an effective exercise of human rights of the following vulnerable groups in the Transnistrian region: people leaving with HIV, Roma communities, people who use drugs, domestic violence victims, children in contact with the law, inmates and former inmates. The UN Agencies partnering within the One UN Fund will implement the intervention jointely with local CSOs from both banks of Nistru river to increase confidence and trust between people and relevant stakeholders.

Strengthening Capacities for a Better Functioning Gagauz Autonomy in MD '19-'21 SEK 7 942 004

This is the 3rd phase of a complex development project supported by Sweden in Moldova since 2015 to build trustful partnership between central institutions in Chisinau and autonomous institutions in Comrat (Gagauzia). Based on the achievements met in the previous phases of the project, there is a need for improved capacities in key institutions (executive and others) in Gagauzia and in Chisinau for more substantiated and solution-oriented dialogue on key policy issues, institutional mechanisms and the clarification of competences – priorities established by the Working Group in previous phase. Objective 1 will target improving capacities and skills of key executive institutions and stakeholders on harmonization and clarification of competences, institutional mechanisms and dialogue and mediation skills so that they could jointly develop solutions in these areas. The activities will produce in addition improved capacities of key stakeholders also concrete proposals and solutions jointly developed by Comrat and Chisinau stakeholders and supported by the expert group and task force. Objective 2 activities target building trust and confidence between political elites in Chisinau and Comrat through the re-establishment of the parliamentary dialogue as a key political channel. Improved relationships through the parliamentary dialogue will contribute to developing and endorsing long term solutions and positive change. The objectives 1 and 2 will be connected through informing and supporting each other in the activities. In addition to their own agenda developed in the WG that will inform the work done with the executive stakeholders, the solutions and agreements achieved under Objective 1, (solutions in the policy areas, solutions for institutional mechanisms, harmonization and others) will feed into the political parliamentary process, so that political community in Chisinau and Comrat would deliberate and find consensus on these issues through the parliamentary WG’s work. Therefore, under first and second objectives, the parliamentary and executive institutions in Chisinau and Comrat will engage on dialogue on substantive issues and policies generated by them with support from the expert group and task force. Objective 3 targets important aspects of the process. First, is to ensure inclusive and democratic nature of dialogue and solutions developed in the political components, in executive and legislative branches. Second, is through participation to contribute to the transformation of narrative from negative and simplified about the autonomy to the positive and well-informed. Involvement of various stakeholders from the broader communities of civil society, academia, experts, and others in discussions will ensure that all stakeholders will have an opportunity to have their voices heard, and to contribute with their perspectives, expertise and knowledge to the dialogue and solutions on autonomy issues implemented on the political level.

"Inception phase Strengthening Efficiency of Justice in Moldova 2019-2020" is a contribution to be implemented by UNDP Moldova and is a short-term intervention with preparatory character that will end in July 2020. It is based on a comprehensive project proposal designed for 3 years to address 2 emergent needs in the justice sector in Moldova: forensic reform and strengthening the access to justice at the local level in 4 pilot regions. The Embassy decided to support a first part of the project through an inception phase to allow UNDP to develop the concept based on concrete indicators and baselines to be able to continue the intervention according to the needs and concrete priorities identified until July 2020. The Embassy’s decision is to support first an inception phase and after that the project itself. This as an administrative solution to preserve the overall budgetary allocations (limitations in the Frame of Commitments). The Project Document attached reflects the objectives and activities for both phases of the project. A QAC meeting was organized and the proposed recommendations were taken into consideration (minutes uploaded in TRAC). The total budget for the intervention is 6 272 000 SEK. Sweden is the only donor that supports this contribution.

The contribution is a three-and a half year support to the Parliament of Moldova for the period July 2016- December 2019. It is designed as a continuation of the on-going Swedish assistance to the Parliament of Moldova under the "Moldova's Parliament and CEC" and builds upon the results achieved within the Parliamentary Component, which is ending in June 2016. The contribution goal of strengthening parliamentary governance in Moldova should be achieved through assisting the Parliament of the Republic of Moldova to advance in the implementation of the European Union – Moldova Association Agreement. The expected outcome of the project is that the Parliament of the Republic of Moldova has improved legislative and accountability frameworks and functions in effective, inclusive and transparent manner and is enjoying the trust of the citizens. The expected outcome will be achieved through six different areas of activities: First, the contribution will enhance the Parliament’s capacities in relation to the harmonisation of Moldova’s legislation with the EU norms and standards. It will assist in making the Parliament’s legislative activity more open, transparent and participatory through establishing tools and mechanisms for the engagement with the Civil Society, professional associations and the general public. Second, the contribution will support the Parliament‘s transparency and accountability to the citizens, and also its role in strengthening national anti-corruption efforts. This will be achieved through strengthening of the Parliament’s internal accountability mechanisms, building capacities of MPs in oversight and corruption scrutiny of the legislation, and by facilitating the participation of the legislators in international and European parliaments’ anti-corruption organisations and networks. Moreover, the project will utilise innovation tools to improve parliamentary processes and engage actively with the public and especially with youth. Third, the work on human rights and gender equality mainstreaming into the functioning of the Parliament and its Secretariat will be further continued in line with the recommendations of the parliamentary Gender Audit and the Gender Mainstreaming Action Plan. Fourth, the contribution will support the Parliament in enhancing its oversight role in monitoring of the progress in implementing the national Sustainable Development Goals (SDGs) targets. Fifth, the contribution will contribute to the establishment of an effective interaction between the Parliament and the Government, as well as communication with constituents, Civil Society and media. The Parliament will receive assistance to establish an effective mechanism of collaboration with the Gagauz People’s Assembly, which capacities will be also enhanced though capacity building in legislative drafting and budget oversight. This activity will be coordinated with Swedish funded CMI contribution in Gagauzia to avoid potential overlaps. Sixth, the contribution will support the implementation of the Parliament Secretariat’s Strategic Development Plan with a view of strengthening the professionalism and relevance of the parliament services and will provide assistance in setting up of the Parliament Information Management System (e-Parliament). The project is going to be implemented by UNDP with a Swedish contribution of 36 MSEK. Potentially, the project will be co-financed by the Romanian Government covering the procurement of IT equipment under the E-parliament component. There are no other co-financing donors at this stage.

The civil and political and democratic governance program will strive to create opportunities to exercise democratic influence through NGO platforms and think tanks actively providing evidence-based input into targeted public policies and engagement of national authorities in designing institutional mechanisms of interaction with civil society. The program will also promote access to unbiased information and freedom of expression by strengthening media self-regulatory bodies. Not the least the program will promote free and fair elections through active NGOs of Women, Roma and PwD demanding meaningful inclusion of under-represented groups and exercising pressure on duty bearers to abide to corresponding election standards. The second program, social and economic rights and sustainable community development, will advance rights and basic needs in targeted communities through local NGOs actively mobilise people to (i) constructively engage with duty bearers, (ii) oversee local authorities’ performance, (iii) define and addressing most stringent community needs. It will also enhance Youth active participation in local development. Finally, the program will advance vulnerable groups’ access to employment opportunities and improved social services by enabling NGOs to use the Social Entrepreneurship Tools and Inclusive Community Service Assessment Tools. EEF also subgrants funds within their porgrammes or throguh their open door mechansims towards grassroot organisations through out the country.

International development aid will not be enough to reach the Sustainable Development Goals of the 2030 agenda. To reach the goals, low- and middle-income countries will need to increase their domestic resource mobilisation. An import step in this direction is to increase the efficiency of the tax revenue collection. An efficient, transparent and fair tax administration is key in the process towards eradicating poverty and building well-functioning sustainable societies. The project is a peer-to-peer collaboration between the Swedish Tax Agency (STA) and the Moldova State Tax Service (STS). The project is expected to contribute to a fairer and more equal system for taxation, where all citizens, regardless of status, ethnicity or income are treated fairly. A special focus of the project is to continue supporting STS’ reform process from ‘tax police’ to public service provider. The project objective is Increased Tax revenue, Increased efficiency of STS, Enhanced equity, fairness, integrity and professionalism in treatment of tax payers, well trained and knowledgeable staff. The project has three components: 1. Human Resources Management - Strengthened human resources improving effectiveness and efficiency; 2. International Exchange of Information - Compliance with international standards; and 3. Tax Enforcement - The tax arrears management is streamlined and improved. The project is a continuation of a previous successful peer-to-peer collaboration between STA and STS (2013 – 2016).

The Embassy of Sweden in Chisinau supports a comprehensive core support programme for Moldovan CSO:s to develop their internal capacities to manage positive results in their strategic work and to support positive reforms to ensure a better life for all citizens in Moldova. The Embassy is not working with project-type support to CSO:s. Core support is the only tool used to work directly with local CSO:s. The selected organizations are active involved in the intervention areas supported by Sweden in Moldova within the Result Strategy for Sweden’s reform cooperation with Eastern Europe, the Western Balkans and Turkey 2014-2020. In order to provide professional assistance in institutional development, the Embassy procured consultancy services through an open procurement procedure. Swedish Development Advisors (SDA) was selected to implement the assignment in 2019-2021. The total budget for the intervention is 2 886 601 SEK. According to the ToR, the contractor is supposed to be involved in conducting system-based audits, in providing recommendations and support of implementing these recommendations during the pre-core phase, in providing support to ongoing core support partners through trainings etc. The contractor will also assist the Embassy in follow-up on the organizational development during the pre-core and core support period.

The pre-core support granted for Association for Participatory Democracy - Adept is a simplified contribution which aims at supporting the organization to develop its internal capacities and policies. During pre-core support phase Adept will implement priority recommendations provided by the Nordic Consulting Group in the system-based audit report produced in 2018. Therefore, it will develop institutional capacities, internal routines, staff knowledge and skills to be able to implement core-support activities. Based on a follow-up report on pre-core activities to be conducted tentatively in December 2019, Sida may consider continuing with core-support with Adept based on the Strategic Plan, RAF and strategic budget developed during pre-core support. Beskrivning

Artemida is a non-governmental organization that manages a center (shelter) for victims of domestic violence. The pre-core support granted for organisation is a simplified contribution which aims at supporting the organization to develop its internal capacities and policies. During pre-core support phase Artemida will implement priority recommendations provided by the Nordic Consulting Group in the system-based audit report produced in 2018. Therefore, it will develop institutional capacities, internal routines, staff knowledge and skills to be able to implement core-support activities. Based on a follow-up report on pre-core activities to be conducted tentatively in December 2019, Sida may consider continuing with core-support with Artemida based on the Strategic Plan, RAF and strategic budget developed during pre-core support. The intervention total budget is 324 000 SEK.
