Energy Sector Management Assistance Program ( ESMAP www.esmp.org ) is a global knowledge and analysis program undertaken by the World Bank ( WB) . A Multi Donor Trust Fund ( MDTF ) with 13 bilateral donors and the World Bank (WB ) finances the more than 30-year old program. One of ESMAPs strengths is its analytical work for the World Bank's lending to the energy sector. For the fiscal year 2014 stated in ESMAPs annual report, ESMAPs activities contributed to energy financing for $ 1.83 billion of World Bank Group. ESMAP is actively participating UN initiative Sustainable Energy for All ( SE4ALL ), which has the objectives to increase energy access , energy efficiency and more renewable energy . Furthermore, ESMAP has programs for renewable energy sources , such as geothermal energy. Another area where ESMAP is active is subsidies to the energy sector , which occurs in some countries , and distorts the energy market. ESMAP works closely with the Energy and Extractives Global Practice of WB and ESMAPs Program Manager is included in their Management Team . There are about 25 ESMAP - employees in Washington and they have the same conditions as staff in Energy and Extractives Global Practice in terms of career opportunities , title, evaluation of work effort and so on. ESMAPs activities are subject to the same portfolio management , quality assurance, administrative procedures and rules as the rest of the Global Practice. ESMAP -supported activities at the country level are implemented of the regional energy teams within Global Practice , and they are subject to supervision by the regional managers at the bank. Approval for all ESMAP activities rests on its Program Manager, under ESMAP's Business Plan 2014--2016 with its strategic priorities and funding agreed with donors' Consultative Group (CG). Assisting the CG is a Technical Advisory Group (TAG) with three energy experts who analyze ESMAPs operations and focus and writes a report to each annual meeting. This makes it easier for donors to follow up the program. An independent evaluation is planned for the coming financial year, 2015/16. ESMAP analyzes, seeks knowledge of the energy sector and transfers knowledge, but is not doing investments. WB has very little funds for studies for investment loans. Countries would usually not borrow funds for analytical studies, but WB believes that a good basis for investment provides better investment. Of course other than WB get some of ESMAPs knowledge and ESMAP has many ways to disseminate knowledge, such as monthly bulletins, website, printed reports, courses in classroom and online. ESMAPs role in knowledge generation and dissemination appreciated by its donors including Sida. Appreciated by Sida and other donors are the Knowledge Exchange Forum organized annually by ESMAP with invitees from donors, ESMAPs experts, World Bank experts and representatives from partner countries. ESMAP works for gender mainstreaming, but have not gotten that far in the area and therefore it is proposed that gender should be a dialogue issue. The aim is to better analyze the various factors in ESMAPs project / program and highlight needs and opportunities for men, women, girls and boys in terms of access to energy and also employment in the energy business/industry, which is expected to increase. The aim is to integrate gender in analyzes and policy proposals to facilitate a gender-integrated policies. Sweden has as a member of the WB participated in the decisions to approve its rules and procedures which are applied here. These differ in certain parts of Sida's rule, see below. 2.8.5 Interest. The funds are invested in accordance with the Bank's internal rules-interest funds transferred to the Fund. 2.8.7 Corruption, handling of corruption handled in agreement with the Bank's internal rules. 2.8.9 Management of monitoring, evaluation and auditing. Access to energy is important for people’s ability to improve their lives and get out of poverty. At the same time, energy systems must be clean and sustainable The project EU Energy Initiative Partnership Dialogue Facility (EUEI PDF) contributes to this through: - offering advice and support for development of national and regional energy policies and strategies for the promotion of investments in a sustainable energy future, which in turn is expected to lead to better access to energy, an increased share of renewable energy, improved energy security and energy efficiency; - giving support to the strategic platform for dialogue Africa - EU Energy Partnership, which has as its aim to promote mutual exchange between the regions as regards for example innovative energy solutions, technology, policies and frameworks and investments; - promoting market development for renewable energy in Africa; - commissioning thematic studies; - and by advicing and facilitating information exchange and coordination amongst EU member states that are contributing (or want to contribute) to the UN initiatives "Sustainable Energy for All" and Sustainable Development Goals, as well as improve visibility of the achieved results. EUEI PDF was started in 2004 upon initiative from the European Commission and a few EU member states, including Sweden, in order to strengthen the impact of the European Union Energy Initiative (EUEI) from 2002. The EU EI's objective is improved energy access in the ACP-countries (Africa, Caribbean and Pacific). However, the EUEI PDF has a wider geographical scope. The EUEI PDF is now in its second phase (II-bis), running from April 2012 to March 2015 with a total budget of 16.8 million Euro, equivalent to approximately 155 million SEK. The main donors are, in order of budget contribution, Germany, the European Commission, and the Netherlands. Finland, Austria and France also contribute. Sida has supported the facility both financially and through active engagement until 2011, by when the former agreement ended. The reason a decision on continued financial support has not been taken earlier is mainly related to a lack of capacity within Sida in the last years. In addition, various agreement aspects have required considerable time and effort to solve. The initiators of EUEI PDF, including Sweden, chose to place the responsibility for actual implementation at a facility housed by the German government-owned company GTZ. GIZ has been procured by the German Federal Ministry for Economic Cooperation and Development, BMZ, for the EUEI PDF as well as other assignments, in a process which is in accordance with German law. It is hereby proposed that Sida enters into an agreement with BMZ and not, as in the previous agreement on EUEI PDF, with GIZ as the latter is no longer possible according to Sida rules. The agreement, called Arrangement, is binding between the parties Sida and BMZ, but not binding under international law. This is allowed according to Sida's contribution rule paragraph 2.7, provided that a controller and the Chief Legal Counsel have been consulted, which is the case here. EUEI PDFs results and organisation have been evaluated on several occasions 2013-2014, and in general the finding are positive.
