The World Institute for Development Economics Research (UNU-WIDER) is a research centre within the United Nations University (UNU) system. The support to UNU-WIDER includes capacity building activities, where research collaborations and research training elements directly involves researchers/research students from low income countries. In addition, the support, like other support to international research organisations, is support to development relevant research, which ultimate goal is always to contribute to knowledge transfer to low income countries. The World Institute for Development Economics Research (UNU-WIDER) is a research centre within the United Nations University (UNU) system. Since it is an organisaion that primarily conducts research, this is so called free-standing technical cooperation (FTC). It has the mandate to (i) undertake multidisciplinary research and policy analysis on structural changes that affect the living conditions of the world 's poorest people, (ii) provide a forum for professional interaction and advocacy, and (iii) promote capacity strengthening and training within the field of economic and social policy making. UNU-WIDER has a reputation for responding quickly to emerging issues and setting relevant priorities, and for high quality research. In addition to research activities, UNU-WIDER carries out a range of teaching, training and capacity strengthening activities, as well as develops and provides databases relevant to its field of work. Results include high number of outputs in the form of lectures, presentations, conferences and publications as well as policy engagement and influence on policy-making. Its activities have been financed through returns from an endowment fund and support from Sida, DFID, Danida and Finland, supplemented by occasional project contributions from other donors and institutional partners. Sida has supported UNU-WIDER with non-earmarked program support and various project support since 2003. The contribution under the last agreement period (2010-2013) was SEK 20 million in non-earmarked program support (5 million per year) and 27 million in project support (to the programme Research and Communication on Foreign Aid), total 47 million. UNU-WIDER has submitted to Sida for funding its Work Programme (2014-2018) “Transformation, Inequality, and Sustainability. Creating and Sharing Knowledge for Development”. The objective of the five-year programme is to produce high quality policy-relevant research that is taken up by relevant stakeholders leading to improved economic and social policies. Sida assesses that the Programme is relevant to the objectives of the Swedish development cooperation and that UNU-WIDER has the capacity and competence to manage the programme and the the objectives set in the results framework of the Programme will be achieved. Therefore is proposed that Sida contribute with a non-earmarked program support of SEK 33.5 million (6.7 million per year, for 5 years) to the implementation of UNU-WIDER’s said Work Programme.

Corruption and Wildlife Management: The Logics of Collective Action in Transnationally Protected Reserves SEK 1 400 000

With the point of departure in theories about how institutions affect resource use, this project focuses on the causes and effects of corruption in wildlife management. While there is a growing consensus about the detrimental effects of corruption on wildlife management at the local and national levels, there is less knowledge about how varying national levels of corruption affect the governance of transnationally protected areas. Specifically, we focus on two protected areas in sub-Saharan Africa, managed by countries with contrasting levels of corruption. We set out to investigate how actors within these systems respond to the mixed institutional signals in such systems. Hence, the design allows for comparisons of the effects of corruption on wildlife management, but also for a theoretically driven examination of how the workings of institutional arrangements differ between corrupt and the less corrupt contexts. We focus on two cases of transnationally governed protected reserves: the Kavango Zambezi Transfrontier conservation area and the Greater Mapungubwe Transfrontier conservation area. Both reserves are jointly governed by countries with differing degrees of corruption in enforcement authorities: in the former case Angola, Botswana, Namibia, Zambia and Zimbabwe, and in the latter case, Botswana, South Africa and Zimbabwe. By studying these two reserves, where different countries with varying degrees of government corruption employ rangers to enforce a shared conservation policy, we have a unique opportunity to examine four different aspects of the problem 1) the effects of corruption on wildlife conservation outcomes; 2) the causal mechanisms potentially making corruption affect such outcomes; 3) the institutional logic underpinning the corrupt and less corrupt parts of the systems respectively; 4) whether there is a spill-over effect from corruption norms, making the less corrupt administrations mimic the practices of the more corrupt administrations or vice versa. The project will use a mixed-methods approach to answer the research questions spelled out above. First, we will conduct a quantitative study over time investigating the effects of corruption on conservation outcomes, using corruption and biodiversity indicators (thus answering questions related to theme number 1). Second, in order to elucidate the causal and institutional mechanisms potentially making corruption affect wildlife conservation outcomes, we will conduct in-depth interviews with rangers from the different national enforcement authorities (theme 2, theme 3). Here, sampling will be purposive. Third, we will perform interviews with key stakeholders in management, such as senior managers, actors in the judiciary and local experts (theme 2, theme 3). Lastly, we will implement a large-scale survey among resource users from different parts of the neighboring areas (themes 1-4). Here, our sampling strategy will employ probabilistic techniques. The project will be based at the Quality of Government Institute at the Department of Political Science, University of Gothenburg. The study will build on our previous experience of working in sub-Saharan Africa. For example, Sundström has conducted field studies in Mozambique and South Africa, focusing on issues of corruption and rule violations in resource management; Jagers has been a scientific advisor for the Lake Victoria Research Initiative; and Sjöstedt has been a visiting scholar at the University of Cape Town and the University of the Western Cape as well as employed as a research fellow at the Swedish Agency for Development Evaluation. We also utilize our contacts with internationally leading conservation scholars as well as local contacts with key stakeholders in the region to realize this project.

Connecting diverse knowledge systems at mulitple scales for enhanced ecosystem governance - developing the Mulitple Evidence Base approach SEK 1 200 000

Bringing together insights from a diversity of knowledge systems, including indigenous and local knowledge (ILK), can contribute new evidence and improve the capacity to interpret losses of biodiversity and ecosystem services, responses to change, and to develop more sustainable governance of ecosystems. This is well-recognized in global level science-policy fora such as the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) and the Convention on Biological Biodiversity (CBD). However, connecting knowledge systems and aggregating and scaling up knowledge in ways that are credible and legitimate and thus useful at multiple levels, remains a challenge. In response, we have developed the Multiple Evidence Base (MEB) approach that proposes that indigenous, local, and scientific knowledge systems are viewed as generating different manifestations of valid and useful knowledge to be jointly analyzed across knowledge systems. The overarching aim of the proposal is to further develop tools and theory for creating synergies across knowledge systems in an equal, transparent, and inclusive way, for the benefit of sustainable governance of ecosystems. In particular, we set out to develop and analyze the potential of a MEB approach to transform the way knowledge is generated and used, with focus on the challenge of mobilizing knowledge across scales and contexts. The specific objectives are to: 1) Create a platform for an intercultural and transdisciplinary ‘community of practice’ representing experts from diverse knowledge systems, for generation of policy relevant syntheses on tools, approaches and experiences for implementing a MEB process, and; 2) Empirically analyze process and outcomes for good governance of scaling up ILK within IPBES and the CBD. The project brings together an international research team, with ILK research experience from multiple disciplines and across the globe, including Africa, South-East Asia, Latin America, Australia, and Europe. It is unique in its capacity to build on an established networks on experts from local and indigenous knowledge systems, for intercultural and transdisciplinary learning and insights to be generated within the project. Thus, we are well set to co-produce research that will make significant contributions to ongoing policy processes where connecting across knowledge systems is of critical importance, as well as to the field of connecting ILK with science in particular and co-generation of knowledge for sustainability in general. Our work will inform biocultural approaches to conservation by presenting options for integrating diverse knowledge systems and tailoring environmental management interventions to the local social, cultural, and ecological context. Legitimate and credible tools for enhancing the recognition of ILK in ecosystem and biodiversity assessments can also lead to empowerment and improved rights for indigenous peoples and local communities. The projects will generate a set of synthesis and empirical papers to be published in scientific journal. Papers will also be summarized as policy briefs to be distributed and presented within IPBES and CBD.

Waging Peace? Explaining the Militarization of the Peace and Security Architecture SEK 1 000 000

Despite the African Union’s (AU’s) recently adopted pacifist vision to ‘Silence the Guns’ by 2020, several scholars has noted the AU’s increased propensity to resort to militarized practices in dealing with continental threats. In this project we explore through which processes the institutions, activities and public policy discourses surrounding the AU’s African Peace and Security Architecture (APSA) are becoming militarized. Building on the definition by Michael Geyer (1989), Catherine Lutz (2002), and others, we conceive of militarization as encompassing a tense social process whereby societies prepare for war through a range of discursive and material processes. More precisely this project locates the processes and practices that help us explain the trend towards militarization within the APSA. It builds an explanatory social theory around these to help us answer the research question, why is there an increasing militarization of the African Union’s institutional practice? We depart from and help develop security regime complex theory, the securitization framework, as well as security practice theory. While militarization is neither absolute nor complete, in different issue areas of the AU peace and security framework the picture is uneven and more nuanced, we argue that, to date, the institutional processes and public policy discourses of the AU diverge from the inherent normative vision of APSA. This vision holds that the AU should provide integrated responses to multidimensional security challenges and rely on African traditional conflict resolution principles. The literature on African peace and security is currently under-theorized. There are only a handful of rigorous and systematic studies on APSA despite the emerging role of the AU in global governance. This research project therefore fills an important gap both in terms of intellectual scrutiny and for the purpose of policy and practice. We employ qualitative and process-tracing methodologies. In conclusion, peace promotion in Africa is currently undergoing a tense renegotiation of ideas and practices of a distinctly transnational nature. There is a shared global interest in supporting knowledge about these developments. However to carefully scrutinize the implications of militarization for peace promotion on the continent, we need good explanatory theory. Without a shared ‘grammar’ the field suffers from a lack of healthy dialogue, preferably also between paradigms, about institutional practices and their effects. While ending wars in Africa is vital, to conflict-affected African civilians as well as to global security, the militarization of means and responses is unlikely to bring stable post-war orders and longer-term durable peace.

What happens when developing countries are graduated from trade preference programs? SEK 999 500

Unilateral trade preferences refers to a policy where high income countries use lower trade barriers on exports from low and middle income (*developing*) countries than on exports from high income countries. Virtually all high income countries have such policies in place, and typically they cover all developing countries. This project asks: What happens when developing countries are graduated (withdrawn) from such preference programs? Even though graduation is increasingly common, there is next to no research on its effects. To answer the question, country- and firm-level trade and investment data is used, and advanced econometric models test the effects on several economic outcomes such as export earnings, export diversification and foreign direct investment. The project is important for two main reasons. (i) The countries that are graduated may face severe adverse effects when meeting increasing trade barriers to their export markets. Identifying those effects is therefore of direct policy relevance for current or future graduated countries (these are primarily middle income countries). (ii) Focusing on countries leaving rather than entering preference programs offers strong methodological advantages when evaluating the effects of trade preference programs, so the project will also produce much more reliable results concerning the effect of trade preference programs. Conclusions will therefore be relevant to all low and middle income countries.

Ultra low cost glucometer labels fabricated with printed electronics SEK 900 000

347 million people worldwide have diabetes. World Health Organization (WHO) projects that diabetes will be the 7th leading cause of death in 2030. More than 80% of diabetes deaths occur in low- and middle-income countries because dealing with such a disease requires a daily treatment that is too expensive. A major cost is the measurement of glucose level in the blood with a glucometer and a strip. In this project, we want to demonstrate that mass-production techniques, such as printing, can be used in combination with radically new sensor concept and novel electronic materials to fabricate a glucometer on a piece of paper: "the glucometer label". This would reduce the cost of a glucometer system by 50 times and make it affordable for many more diabetes patients, thus preventing the worse disabling consequences of diabetes as well as death. Our research proposal lies at the intersection of several sub-research areas that have not been put together in the past: printed electronics, molecular-junction electronics and biosensors. So, this project is lying at the fore-front of materials science and electronics but has a clear path and motivation towards application and product. We are aware that radically new technologies takes time to reach the market. Because of the urgency of the situation in low-income countries, we try to plan at best to reduce the maturation time. The multidisciplinary character expresses it-self by the need of chemistry, physics, electronics, biology and medicine. This is a 5-year project that will be realized at Linköping University in collaboration with the University of Bujumbura (Burundi). We will start from our recent technological breakthrough: We succeeded to print (in air, without any high temperature annealing) the first resonant tunneling diode working up to 1.5GHz (Published in PNAS and commented in Nature 511, 267(2014)). The integration of a chemical sensing function in a resonant tunneling diode has not been considered up to now. But the architecture of our device is very suitable since the analyte (glucose) can easily reach the sensing region and that the current in the diode can only passes through the sensing region. The sensing region consists of a self-assembled monolayer located between the Si particles and the metal foil. Specially designed molecular junctions can react with glucose and change the tunneling current in the diode. We will use a battery of material characterization methods and theoretical prediction tools to design the best molecular recognition systems and the most efficient device architecture. Finally, we will design and fabricate a full circuit for the "glucometer label" including an electrochromic display that indicates directly the level of glucose to the patient. Our research environment is unique because it can bring fundamental research to product. The Laboratory of Organic Electronics (www.orgel.itn.liu.se) together with the research institute Acreo (Swedish ICT) we have developed the Printed Electronics Arena (PEA). PEA is one of the few European researches manufacturing laboratory (www.printedelectronicsarena.com) performing product development and scaling up the manufacturing of printed electronics, as well as dealing with intellectual properties and business creation. Hence, the results of this Vetenskaprådet project will be a new seed that can grow in the future in a healthy research environment. The development of printed glucometers for low income countries is urgent and crucial as indicated by support letters coming from the International Diabetes Federation (IDF) and the Burundian national program against non-transmissible disease.

Today’s world of international development cooperation is marked by two major trends: on the one hand, efforts for enhanced donor alignment and harmonisation, and on the other, increased aid fragmentation as development activities are outsourced to NGOs, consultancy firms and local communities. In this context, government aid agencies hold important roles as contractors, coordinators, steering agents, and spokespersons of development actors and activities. As part of sovereign states’ bilateral relations, they also add to the technical dimensions of development cooperation a concern for foreign diplomacy, state sovereignty, and domestic politics. Recent years of ethnographic research on development and foreign aid has seen an enhanced interest in the inside of international development organisations. However, scant attention has been devoted to foreign government agencies, especially with regards to their role and operations in a particular partner country. Moreover, while this new wave of scholarship delves into the life worlds of aid workers, one group of practitioners that remains unexplored are the many local or in-country development experts working at the field offices of foreign aid actors. This research project addresses the experiences and roles of local development practitioners employed in foreign government aid agencies, as a new entry point to the study of the organisational inside of international development agencies, the life worlds of aid workers, and the institutional history and present landscape of development cooperation in a given country. Local staffs often constitute the majority of employees in international field offices – some of whom hold expert positions. Given the attraction of foreign government jobs, local experts holding such positions often have prior experience from other foreign aid agencies or domestic government offices. Hence they represent a group of aid experts with comparatively vast professional experience of development cooperation in the given country. By exploring the career trajectories of these local staffs, the project informs on the contemporary landscape of aid and how it has changed over time in a specific developing country. Studying the experiences of local staffs may also offer more reflexive insights into the world of international aid. While the global dominance of Western expertise means that its expatriate practitioners are rarely challenged by alternative ontologies, local experts are more likely to be exposed to different understandings of development, and thus more inclined to reflect critically on their own knowledge as well as other’s. The project also studies the professional roles and responsibilities of local staff in relation to those of sent-out staff, and the formal and informal boundaries created and negotiated between the two employee groups within office walls. By looking at how questions of trust, authority, differentiation, and inclusion influence everyday administration, decision-making, and cooperation, the project investigates how normative and power-related dimensions of international development cooperation are articulated in the socio-professional space of foreign government field offices. The two-year project centres on aid agencies operating in Rwanda, a country with intense international development cooperation, hosting numerous foreign government agencies. It is based on professional life story interviews with local and international staffs, observations of the discourses and everyday practices of the field offices, and archival research of the agencies’ staff policy, work distribution, and operational regulation.

Local governance diversity in the unitary authoritarian state: A study of state-society interaction in three Chinese cities SEK 800 000

This project will examine the space for local political diversity in authoritarian regimes by studying state-society interaction in three Chinese municipalities. The issue is of relevance for understanding the development of civil society in developing countries. Although local economic innovations have been encouraged by Chinese central authorities, diversity in political solutions is a much more sensitive question for the central leadership. But as different localities face different social challenges they also develop a variety of strategies and methods to organize local governance and handle relations to local society. This study will focus on the interaction of the city government and civil society in three selected cities that differ in significant ways. The study compares two relatively prosperous cities with distinctly different governance models, Hangzhou and Guangzhou, with Lanzhou, a city from one of China’s poorest provinces. Theories of political opportunity structures (POS) will be used to examine the differences between the cities in terms of civil society mobilization. The project aims to (1) examine how the political opportunity structures differ between the cities and (2) how these differences affect the mobilization of local civil society. Three dimensions of POS will be examined: formal political institutions, configuration of power, and informal elite strategies. The study is designed as a comparative case study based on in-depth interviews with local officials and civil society actors and analysis of official documents. The project questions the image of politics in China as monolithic and aims to offer important insights into the variance of political realities that local politicians and local civil society are facing in different parts of China. By examining varieties of governance models in different localities, poor as well as more prosperous, this research will contribute to our understanding of how civil society in the least developed countries as well as regions within countries may develop. The project addresses the first aim of the Swedish government’s platform for development aid (Skr 2013/14:131): Strengthened democracy and equality, increased respect for human rights and freedom from oppression.

Policy circles increasingly regard climate change and extreme weather events as a significant threat to social stability and peace, serving as a “threat multiplier” that interacts with societal, economic and political factors to place communities at risk of violence. Meanwhile, the number of academic studies systematically investigating conditional effects is remarkably sparse. One question particularly understudied is the role of political institutions in shaping societies’ resilience to armed conflict in the wake of climatic stress. What characteristics of state level and local level institutions help societies deal effectively with environmental crises and associated hardships and provide peaceful channels for addressing grievances and resolving disputes? Combining global statistical analysis with in-depth case studies of the Philippines and Mali the proposed project addresses the following specific research priorities: 1) Understand the institutional context under which climate-induced food insecurity increase political violence 2) Understand causal mechanisms and in particular the interaction between armed actors, civilians and governments in response to food insecurity 3) Undertake the first global subnational studies of how climate-induced food insecurity and is related. Doing so, the project will make significant theoretical and empirical contributions to our understanding of which institutions matter most for preventing the adverse societal effects of climate change.

The BAE (Bilateral Associate Expert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.
