The support is a core support to the Foundation Stockholm International Water Institute (SIWI) for the implementation of their activities during the period 2016-2019 in accordance with their strategy from 2013 to 2017 and other documents. SIWI first started as an office in Stockholm Water to administer the water price which was distributed during the Water Festival and later the International Water Symposium, which of course has evolved into today's water week with more than 3000 participants and 300 organizations from 130 countries. Sida and 2015 contributed a total of just over 200 million SEK for core support, global, regional and bilateral cooperation with SIWI. The goal of the activities is according to SIWIs vision of an "a Water Wise World" and the mission "SIWI Provides and Promotes Water Wise Solutions for Sustainable Development". This means to contribute to the generation and dissemination of new knowledge, education and advocacy for sustainable decisions and sustainable management of water with a focus on the following thematic areas: Water; Transboundary water; Climate change and water; Water, Food and Energy Nexus; and Water Economy.

WaterAid Sweden have provided Sida with an application for global funding for the implementation for WaterAid's Global Strategy 2009-2015. WaterAid is an international federation consisting of five member countries (UK, USA, Australia, Canada and Sweden). WaterAid works to provide the poorest and most marginalised communities with safe water, sanitation and hygiene facilities through a combination of advocacy and service delivery. The global strategy aims to provide 125 million people with WASH during the current strategy period. 79 % of Sida funds will be transferred to implementing members of WaterAid who channel the funds to their respective country offices. The country offices implement the country programmes through procurement of goods and services for service delivery as well as advocacy work. A new global strategy will be in place from April 2015 and the continued support from Sida will depend on Sida's approval of WaterAid's new strategy. The Sida contribution to the implementation of the global strategy will be 95 million SEK for the agreement period 2014-2018.

The WSSCC strives to contribute to Member States' efforts to achieve the new sustainability objective 6.2 for universal access to sanitation and hygiene. This includes ending the use of open defecation, giving people the opportunity to improve their sanitary situation by contributing to general access to sanitation and hygiene, and to enhancing human dignity. The WSSCC also intends to contribute to reducing social inequalities in connection with a lack of access to sanitation and hygiene (ie hand washing), which is believed to have positive effects on several of the other new sustainability goals (SDG). Objective 6.2 includes, for the WSSCC, the promotion of equal access to sanitation and hygiene among poor and socially marginalized communities, including the elderly and those with temporary or permanent disability. Promoting good menstrual health (by, for example, breaking the silence and taboo) will make important contributions to strengthening the opportunities for girls and women for health, education and work.

Global Water Partnership Organization, GWPO, is an intergovernmental organization established in 1996. Sweden is one of the founders and a financier of the organization, both in the form of a host country agreement with the Government, as well as a core support since the establishment of GWPO and regional cooperation, mainly in the MENA region. GWPO is the legal entity that Sida has agreements with and who is formally responsible for cooperation, and employing staff of the Secretariat mm. Global Water Partnership, GWP, the international network of 13 Regional Water Partnership (RWP) and 85 National Water Partnership CWP), which covers approximately 3,000 partners in 178 countries, funded and receives its overall control via GWPO. Sida's contribution will amount to about 10% of the estimated total funding of GWPO under the period. GWP advocates an integrated approach to water resources management (Integrated Water Resources Management, IWRM) to promote sustainable water through a network of global, regional and national members. GWPs climate-related water work in Water, Climate and Development Programme (WACDEP) especially in Africa aims to integrate water security and climate resilience in development planning, and supports countries to adapt to new climate conditions through increased investment in water safety. It has activities in eight countries, four trans boundary river basins including Burkina Faso, Burundi, Mozambique, Rwanda, and Zimbabwe; Lake Chad Basin and the Volta Basin.

This intervention appraisal concerns funding to the high-level initiative Sanitation and Water for All (SWA) through a project support of 20 MSEK distributed over the activity period 2016-2018 with 10 MSEK for 2016 and with 5 MSEK/y for 2017 respectively 2018. SWA is a global partnership of over 100 country governments, external support agencies, civil society organisations and other development partners working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. Partners work towards a common vision of universal access to safe water and adequate sanitation. SWA is not an implementing organisation, nor a funding channel. Recognising that countries and organisations achieve more by working together, SWA provides a transparent, accountable and results-oriented framework for action based on common values and principles in line with the Sustainable Development Goal 6.2. The activities of SWA are country centred and aims at strengthening country processes, relying on evidence and using advocacy to increase political will. A key to this is, according to SWA, the harmonisation of efforts and inputs by all development partners. SWA provides a framework for coordinated action and joint efforts to address the main bottlenecks in the WASH sector, based on the Aid Effectiveness principles. By this, countries and organisations can achieve more in the WASH sector by working together and SWA is considered to be a platform where this can be taken forward. Developing country governments can be - and has been - encouraged and convinced to take the lead to develop and implement national plans to deliver sanitation and water to their populations. Donors and development partners can thereby work to support their efforts by aligning and harmonising, while civil society organisations can be able to hold governments and donors accountable for their commitments and actions on the ground. SWA does not create new structures at national and regional levels or impose standard governance mechanisms for any activities at these levels. Rather, SWA relies on and liaises with existing country and regional mechanisms. Where existing mechanisms are weak, SWA partners can utilise the opportunity provided by SWA to strengthen the national dialogue. SWA's partnership covers over 90 members, of which 52 developing countries and 10 donor countries. SWA’s primary mechanism to engage high-level decision makers to take action is the High-Level Commitments Dialogue (HLCD). This is a process by which developing countries and donors develop context-specific commitments which address the fundamental bottlenecks holding back progress and are consistent with international aid and development effectiveness principles. The HLCD is designed to encourage on-going political dialogue at the national (including sub-national) and global levels and is focused on achieving results on the ground. Country-level dialogue is strengthened among ministers, technical stakeholders, CSOs, donors and development banks. Partners are encouraged to raise WASH on the political agenda and promote solutions, demonstrate political will, strengthen mutual accountability and increase the impact of resources.

IDS has been working to promote 'Community Led Total Sanitation -CLTS since the middle of 2000 . CLTS has become an international movement, initially with a focus on rural areas but now increasingly also for schools and urban areas and where the concept is taken up by a large number of organizations and countries to provide improved sanitation and hygiene. During these years, IDS has become a recognized and respected center of excellence for the development and implementation of CLTS . The IDS Knowledge Hub interacts with a large number of organizations and governments and arranges ia. workshops and seminars in developing countries and publishes newsletters and various types of studies and reports on CLTS. Sida has previously supported other types of projects through the IDS, however not the Knowledge Hub. It is proposed that support shall be provided during the 5-year activity period 1 October 2014 to 30 September 2019. IDS goal is to help people get access to improved sanitation and hygiene, people who today are forced to practice Open Defecation.

Bilateralt bistånd som inte går att kategorisera till särskild geografisk plats och som inte inbegrips inom någon av de övriga biståndskategorierna.

Vatten och sanitet

Innefattar bland annat aktiviteter som rör stöd inom styrning, reglering och förvaltning av vattenresurser, skydd av och förebyggande av föroreningar i dagvatten, grundvatten och kustvatten. Innefattar även aktiviteter gällande reningsanläggningar, infrastruktur för grundläggande tillgång av dricksvatten samt latriner och avfallshantering.
