The country’s path to democracy has been marked by power struggles, civil war and the lack of robust state institutions. Despite this, several key processes have been initiated with the aim of strengthening democracy, including the development of a federal state, constitutional reform, electoral reforms as well as national dialogue and reconciliation initiatives.\n \nThe political landscape remains fragmented, with recurring power struggles between the federal government and state authorities. At the same time, armed groups such as Al-Shabaab and IS pose a continuing threat to peace and democracy, creating a long-term security crisis that hinders development.\n \nDespite the challenges, there is an active commitment from both political parties and civil society to promote dialogue, inclusion and sustainable institutions. An example is the interim constitution that was adopted in 2012 and is now being revised. Electoral laws have been adopted over the years, enabling elections at local and state levels. At the same time, national dialogues are being conducted to discuss the future of Somalia.\n\nFBA's support to Somalia during the 2019–2025 strategy period has focused on strengthening democratic processes through technical assistance related to elections and the constitution. The efforts have had a particular focus on inclusion mechanisms, with an emphasis on the participation of women and young people in political processes. FBA has also worked to strengthen the ability of the police force to ensure safe electoral environments, with respect for rights and participation.\n\nFBA will continue its support for electoral and constitutional processes while launching two new areas of intervention. The first aims to strengthen stability and resilience in areas recently liberated from armed groups, through targeted measures for the re-establishment of public services and local confidence-building. The second is a knowledge-driven collaboration linked to Sweden's MENA strategy, where in-depth analysis of conflict dynamics in the Red Sea region and their impact on Somalia will form the basis for more effective conflict prevention efforts.",{"lang":209,"value":219},"Sedan 1991 har Somalia befunnit sig i en utdragen konflikt- och återuppbyggnadsprocess.
