Förbättrad situation kommer att underlätta andra investeringar i olika sektorer som stryps på grund av brist på tillgång till elektricitet eller undermåligt el kvalitet.\n\nInsatsen förväntas också bidra till ökad elhandel inom ”Southern African Power Pool” SAPP och möjliggöra ökad tillgång till el och optimering av energiresurser. NCC:s effekt på spännings- och frekvensstabiliteten kommer till och med att hjälpa grannländerna att använda mer VRE. Insatsen kommer att bidra till resultatområdet miljö, klimat och hållbar naturresursförvaltning och särskilt till ökad tillgång till förnybar energi och ökad energieffektivitet. Programresultaten bedöms bidra både på kort och lång sikt till ökad tillgång till förnybar energi och ökad energieffektivitet. Insatsen förväntas leda till ökat entreprenörskap och investeringar både direkt i förnybar energi, och indirekt genom bättre tillhandahållande och kvalitet på elen. Brist på el betraktas som en flaskhals för industrier och andra sektorer att etablera sig och investera.\n\nProjektet förväntas också bidra till ökad regional integration mellan SADC-länderna genom att bidra till den ökade regionala handeln med el och öka samordningen. Den föreslagna insatsen bidrar också till ökad digitalisering genom att förbinda landet med fiberoptisk kabel, som inte bara möjliggöra direkt styrning och hantering av el överföring utan också ha potential att serva de anslutna områdena med Internet.",1,{"narrative":222,"type":225},[223],{"value":224},"Mozambique is a low-income country in transition with a gross domestic product of USD 417 per capita and a population of approximately 30 million inhabitants. The country has ample renewable energy resources with solar potential at 23,000 GW, followed by hydro (19 GW), wind (5 GW), biomass (2 GW), and geothermal (0.1 GW). Despite this, only one third of the population has access to electricity. In the north of the country, the access rate is 22% which is even below the average for Sub-Saharan Africa of 28%. Provision of electricity services demonstrates disparities between urban and rural areas  as 54% of urban population have access compared with only 6 percent of rural population. In rural areas, an overwhelming majority use kerosene and candles to cope with the absence of electricity.  Weak infrastructure (including access to electricity) has also been identified as one of the main constraints to inclusive economic development and enhanced competitiveness of the Mozambican economy. On regional level, regional energy deficits, ageing power plants, missing links in regional power connectivity and under-developed backbone transmission lines have been consistently identified as posing major infrastructural challenges in Southern Africa. The region has been suffering from electricity shortages, uneven access rate in some countries, with severe implications for economic growth and social development.\n\nAccess to reliable and affordable electricity is crucial for inclusive sustainable social and economic growth. The introduction of electricity, in combination with other development interventions such as roads, access to credits, vocational training etc., can facilitate job creation, education, health, and access to communication through enabling of cell phone charging and Internet services. Public lighting and better public infrastructure open possibilities for longer days of various economic activities and increased safety. Public access to safe water supply is other possible secondary effect of electrification. Electrification is expected to benefit women proportionally more than men from improved public services.\n\nMozambique Energy For All Project (MEFA) has three components that respond to key development challenges in Mozambique. The first component entails the construction and taking into operation a new National Control Centre which will be pivotal to better manage electricity transmission for both the national consumption and for export. Such centre will enable efficient management of electricity resources, increase energy efficiency, and enable expansion of the electricity network throughout the country. In addition, and importantly, enable incorporation of new renewable energy generation to the electricity grid. The national electricity utility, Electricidade de Moçambique (EDM) is aiming for a threefold increase, incorporating more variable renewable energy sources, such as solar and wind, and facilitating inward investments due to availability of much better quality of power supply. The second component will provide nearly 49,000 new connections in support of the Government of Mozambiques (GoM), Energy for all Plan. This component aims to complement the ongoing wider electrification programme (Energia para Todos) supported by Sweden through the World Bank Managed Multi-Donor Trust Fund, to expand access to electricity. The third component targets operational support to the above components including capacity development and provision of technical support for the project implementation. It will also support Mozambiques membership of the Africa Trade Insurance Agency and conduct feasibility studies on floating solar power plants and increasing energy efficiency of the utility. \n\nThe expansion and strengthening of the Mozambican power system through the construction of the National Control Centre (NCC) will have huge positive effects in Mozambique power supply. Through the project, EDM will be able to integrate higher shares of renewable energy generation into its system thus making cheaper power available domestically and regionally. Wind power and solar PV are some of the cheapest sources of new generation capacity for the region, however, integration of variable renewable energy (VREs) is challenging for African utilities as greater degrees of electricity system control are needed as the percentage of VREs increase. It will aid industrialization and job creation as operating the southern and northern supply networks separately is increasingly presenting problems for the utility. Absence of an NCC entails that voltage and frequency control can only be controlled manually, leading to over- and under- voltage and frequency related problems becoming common for both commercial and private consumers.\n\nThe intervention is also expected to contribute to increase of power trading within the Southern African Power Pool SAAP and enable increased electricity access and optimization of the use generation resources. The NCCs effect on voltage and frequency stability will even assist neighboring countries in deploying more VRE generation. The NCC component is consistent with the ongoing support from Sweden's regional strategy supporting the Southern African Power Pool SPP.\n\nThe intervention builds upon a long-term Swedish support to the energy sector of Mozambique, and in particular to support to extension of the national electricity grid mainly as to reach people in areas where there has been no commercial value to finance electrification, at least in short-to-medium perspective. The project will contribute to results for the Swedish Development Cooperation on regional and bilateral levels. The project will contribute to the result area on Environment, Climate and Sustainable Natural Resource Management and specifically to increased access to renewable energy and increased energy efficiency. The project results are assessed to contribute both in the short and long term to increased access to renewable energy and increased energy efficiency. The project will also lead to increased entrepreneurship and investments directly in renewable energy but also indirectly through better provision and quality of electricity, an issue to be considered of a bottleneck and cost inflicting to industries and other sectors.\n\nThe project is also expected to contribute to increased regional integration between the SADC countries through contributing to the increased regional trade in electricity and increase coordination. The first and most important purpose of the NCC will be to support Mozambique in connecting the entire network. The NCC component will connect all substations above 66 kV using optical fibres and wireless solutions. The system will be configured to handle 150 substations and it will have full redundancy and a dedicated connection to the South African Power Pool (SAPP) operations centre in Harare. The component will re-use existing infrastructure installed in 2009\u002F2010 as part of a limited scope southern control centre, it will supplement with leased lines (as an interim solution) where fibre links are not available or to provide redundancy. The feasibility study for the NCC is currently financed by SWEDFUND.\n\nThe NCC will have many benefits for EDM, not least for the general control and maintenace of the power grid in Mozambique. The project is highly necessary to manage the continously expanding grid (with more than 300 000 new customers annually), but also to manage the increasing risks of extreme weather that can damage the transmission- or distribution networks of the country. Rapid redirection of power is essential to reduce damage to generation facilities as well as reduce down-time for the users. Furthermore, the the NCC will support EDM in more effectively engaging in regional power trade.\n\nThe northern provinces need reliable power in order to catch up with economic development in the south. Lack of national inter-connectivity prevents the installed capacity from being efficiently dispatched to meet the growing electricity demand in the north. The northern provinces of the country not only have the lowest access to electricity in the country but also have the lowest socio-economic development as described earlier. EDM is currently studying and planning different projects for extension of the electricity grid to and within the northern provinces.\n\nComponent 3: Technical Assistance: The third component consists of three activities that work to support components 1 and 2. These are the verification agent, the development of EDMs market operator, and the development of a business plan for commercializing EDMs optical fibre assets. Component 3 will also support studies needed for launching Southern Africas first large-scale floating solar PV installation while AfDB and KFW will fund Mozambiques entry into the African Trade Insurance Agency (ATI) with a view to expand funding of private investments in energy projects in the country. Access to the ATI will, among others, allow Mozambique to benefit from a facility expected to expand generation by 125 MW, funded by KFW, that provides cash flow backstopping for renewable energy Independent Power Producers (IPPs), thus supporting the Governments efforts to scale up renewable generation in the energy mix.\n\nDuring the reporting period (October 2025 to June 2026), the project progressed from preparation and design into active procurement.\nKey achievements include:\n• The procurement strategy dividing the project into two separate implementation packages remained in place and was operationalized:\n- Lot 1: Buildings and associated infrastructure financed primarily by AfDB and Sida.\n- Lot 2: SCADA\u002FEMS, telecommunications, power supply systems and substation adaptation works financed by KfW, the EU and Sida.\n\n• The bidding documents for Lot 1 were finalized and the tender was officially launched on 11 March 2026 following extensive review by EDM, OE, PIUTA and financiers.\n\n• A pre-bid meeting for Lot 1 was held on 31 March 2026, followed by site visits in April 2026. Five bids were ultimately received when the tender closed on 8 June 2026.\n\n• The Lot 2 prequalification process was launched in February 2026. Nine expressions of interest were received and evaluated, with approximately three firms expected to be shortlisted for the subsequent tender stage.\n\n• EDM and the financiers reached agreement on key technical design issues, including:\n- Adoption of the SCADA\u002FEMS implementation scenario previously referred to as Scenario 3b.\n- Confirmation of MPLS-TP as the preferred telecommunications technology.\n- Completion of multiple technical workshops covering EMS, SCADA, telecommunications and substation adaptation works.\n\n• Detailed designs and renderings for the NCC, BCC and regional control centre buildings were completed by the OE and approved by EDM.\n\n• Environmental licensing processes continued. Fees for environmental licenses were paid and environmental studies for the northern RCC site progressed.\n\n• The PIUTA and OE provided extensive support through a large number of technical reviews, workshops and procurement-related activities, helping EDM finalize procurement documents and technical specifications.\n\n• Sida completed a third disbursement of SEK 85 million in June 2026, bringing total disbursements to SEK 165 million. Together with funds reserved for monitoring and procurement support, this effectively completed the disbursement of the Swedish contribution.\n\n• The annual audit for FY2024 found no financial irregularities. Corrective measures were agreed regarding sanctions screening procedures for consultants.\n\nThe project has continued to make tangible progress and has reached a significant milestone with the launch of procurement processes for both implementation lots. Compared to previous reporting periods, the project is now substantially closer to entering the execution phase.\n\nThe support provided by the OE and PIUTA has proven critical. Their work has enabled EDM to advance technically complex procurement packages and reach agreement on key design and technology decisions. The governance structure appears to be functioning adequately, with regular steering committee meetings and close coordination among all financiers.\n\nHowever, a significant challenge emerged during the reporting period. The received bids for Lot 1 were considerably higher than anticipated. This confirmed concerns already raised by the OE regarding budget adequacy and has forced EDM and the financiers to reconsider the scope and phasing of the first implementation phase.\n\nWhile earlier optimization measures had reduced the Phase 1 scope to an estimated cost of approximately USD 65.5 million, the submitted bids indicate that additional scope reductions may now be necessary. Current discussions suggest that implementation may initially focus on the core NCC and backup functionality while postponing construction of some regional control centre facilities.\n\nAs a result, further redesign, re-scoping and coordination between Lot 1 and Lot 2 will be required before full implementation can proceed. This is likely to cause additional delays and may affect the overall implementation schedule.\n\nDespite these challenges, Sida assesses that the project's strategic objectives remain achievable. The fundamental technical concept remains sound, development partner coordination remains strong, and financing for the core components continues to be available. The main risk is no longer technical preparedness but rather ensuring that project scope can be aligned with available financing while maintaining the intended functionality and long-term benefits of the NCC.\n\nParticular attention will need to be paid to managing interfaces between Lot 1 and Lot 2, as changes to one package may require corresponding adjustments to the other package.\n\nThe delayed payment of several consultant invoices due to changes in Mozambican tax legislation has not yet materially impacted implementation, but continued delays could affect consultant performance and project support functions if not resolved.\n\nSeveral risks have been closed during the reporting period as they are no longer considered material to the successful implementation of the intervention.\n\n• The risk that the project would not be implemented in accordance with EDM systems and processes is no longer considered relevant. While the NCC project continues to rely on a dedicated PIU, the procurement processes, technical reviews and key project decisions have throughout the reporting period been led, reviewed and approved by EDM. The utility has remained fully integrated into project implementation and ownership of the project has not been weakened by the implementation modality.\n\n• The risk of inadequate ownership and failure to sustain results is also no longer considered relevant. Throughout project preparation and procurement, EDM has remained the driving force behind project development, has allocated significant internal resources to the project through the PIU and technical committees, and has actively led major technical and procurement decisions.\n\n• The technology risk has been closed because the specific concern that prompted the risk materialised favourably. During 2025 there was significant disagreement regarding the choice of telecommunications technology, with EDM proposing an alternative solution to the one recommended by the Sweco feasibility study. Following extensive technical discussions between EDM, the financiers, the PIUTA and the OE, EDM ultimately agreed to proceed with the MPLS-TP solution. As this was the principal technological uncertainty affecting project implementation, the original risk is considered
