This was achieved through improved investment entry and operating regime, targeted investor development and facilitation support, and trade logistics reforms.\n\nDespite challenges,  from the COVID-19 pandemic and regional conflicts, the program aligned well with national priorities, implementing over 50 legal and institutional reforms, streamlining more than 100 procedures, and generating substantial compliance cost savings. Notable accomplishments included the new Investment Proclamation, revised Commercial Code, and digitalization of customs procedures.\n\nAs confirmed by the independent impact evaluation:\n\n• The program generated US$48 million in direct compliance cost savings (DCCS) against a target of US$44.3 million, defined as savings accruing to private economic agents due to investment climate\nreforms.\n• The program aimed to generate US$8.8 million in private sector savings (PSS) from trade logistics reforms but achieved US$33.7 million, significantly surpassing the target.\n• The program aimed to generate US$47 million in new investments through support to investment promotion agencies and regulatory reforms, notably to open new sectors to foreign direct investment. The total investment generated was about US$800 million, almost 20 times the target.\n• It is estimated that IFCs program created nearly 8,000 new jobs, with half of these for women. (these are jobs created in the 95 investees that were interviewed for the endline evaluation)\n\n A total of 515,042 firms have benefited from the reforms.\n\nThese results have been achieved from the following pillars.\n\nEthiopia Doing Business results: Direct Compliance Cost Savings, 48 MUSD \n\nThis project sought to improve Ethiopia's business climate and make it work for all classes and types of business. \n\nBusiness Registration & Licencing:  Commercial Registration and Business Licensing Amendment Proclamation amendments-Reduced time to register a new business from 23.9 days to 2.6 days. This is a costs saving from USD 140 to USD 8,78.  IT infrastructure has affected the pace of the private sectors uptake of e-service services\n\nTaxes: VAT Amendment Proclamation 1157\u002F2019 and Directive 148\u002F2019, which resulted in a reduction in VAT reporting and payments from monthly to quarterly for SMEs, the postponement of a business requirement to register for VAT and to install a cash register machine from pre-licensing stage to the second year of operations.\n\nConstruction Permits: Reduced application time by 16 days and compliance cost saving per transaction by 438 USD. \n\nProperty Transfer and the creation of a One Stop Shop: Compliance cost saving of 17 hours and 57.5 USD per transaction. \n\nCommercial Court: Expanded commercial court benches and adopted Alternative Dispute Resolution Proclamation.\n\nCommercial code reform: The adoption of Proclamation 1243\u002F2021, which incorporated all of IFC's recommendations, introduced new company forms like holding companies and single-owner PLCs, significantly improving the business environment for both national and foreign investors. It also established best practices for corporate transparency, minority investor protection, and corporate governance, along with new insolvency procedures and simplified bookkeeping requirements.\n\nEthiopia Subnational Investment Climate: Investment Generated: 10 MUSD\n\nThe Ethiopia Sub-National Investment Climate Project is designed to address core investment climate constraints that Ethiopian businesses face at a regional level, thereby enhancing regional business\ncompetitiveness. Projects were focused on the Amhara and Oromia.\n\nThe  project  achieved a 23 percent increase in business registrations across the Oromia and Amhara regions. The project provided advisory services to 12 entities, developed investment promotion strategies, and facilitated public-private dialogues to address investment challenges. Despite challenges, including regional conflicts and capacity constraints, the project significantly improved the investment climate by enhancing regional business service delivery, streamlining regulatory procedures, and strengthening inter-agency coordination. The initiative also supported the establishment of one-stop shops and online investment service interfaces to improve efficiency and investor tracking. Both  Amhara and Oromia regional investment bureaus now have a system firmly in place and a standardized approach to tracking and monitoring investments which flow into the regions.\n\nEthiopia Trade Facilitation: Private Sector Savings: 39 MUSD,  Investment Generated 4,4 MUSD\n\nThe project supported the Ethiopian Maritime Authority (EMA) and the Ethiopian Customs Commission (ECC) in implementing various reforms. Key outcomes include the reduction of import clearance time to 3.18 days and export clearance time to 1.04 days, resulting in private sector savings of $39.4 million. The project facilitated the establishment of the first free trade zone and the licensing of three private multimodal transport operators. Additionally, the implementation of the electronic single window (eSW) system streamlined trade processes, with over 800,000 permit and license requests processed. The project also supported the development of risk-based customs management, reducing the percentage of import cargo inspected in the red channel to 18.33 percent and increasing green channel shipments to 37.5 percent. \n\nEthiopia Investment Policy Phase II, Investment generated 771 MUSD\n\nThe Ethiopia Investment Policy Phase II project achieved significant outcomes in enhancing the investment climate in Ethiopia. The project successfully facilitated the generation of $771 million in new investments, far exceeding the target of $30 million. It opened 24 previously closed sectors to foreign investment, including telecoms, IT-enabled services, transport, education, cement manufacturing, printing and health services. (80% is primarily one large investor in the telecom sector). As a result, over 150 new foreign firms have been established in these sectors. The project also developed and implemented a new Special Economic Zone (SEZ) policy and Proclamation 1322\u002F2024, transitioning from a restrictive industrial park model to a broader SEZ framework. This led to the designation of over 25 industrial zones as SEZs. Additionally, the project increased investment protection by supporting the government's ratification of the New York Convention, ensuring the recognition and enforcement of foreign arbitral awards. The aftercare practice at the Ethiopian Investment Commission (EIC) was revamped, leading to improved investor services and the generation of $46.6 million in new investments through expansion projects\n\nInstitutional Strengthening and Partnerships\n\nThe end-line assessment highlights several ways in which the program has strengthened institutions and worked with local partners to ensure local ownership, improved service delivery and sustainability.\n\nInstitutional Strengthening: The program played a pivotal role in enhancing the internal organization and competencies of key Ethiopian institutions. This included support to the Ethiopian judiciary, the Ethiopian Investment Commission (EIC), and regional investment promotion agencies (RIPAs) in Amhara and Oromia. \n\nCapacity Building: Extensive capacity-building activities were conducted, including nearly 200 workshops and events. These activities aimed to train institutional staff and raise awareness among practitioners and private businesses. \n\nCollaborative Approach: The program emphasized a participatory and stakeholder-centered approach in formulating the reform agenda. Continuous engagement with national stakeholders ensured that the reforms were relevant to local needs and had high-level buy-in. \n\nTechnical Assistance: The program provided technical assistance for institutional strengthening, including the development of internal procedures and standards, support for internal reorganization, and general support to improve the effectiveness and efficiency of beneficiary institutions. \n\nPositive Feedback and Satisfaction: Beneficiary institutions expressed high levels of satisfaction with the support received from the IFC. They appreciated the expertise of the mobilized experts and the involvement of local experts in the reform processes. \n\nGender Outcomes\n\nApart from the number of women participating in courses reported and approximately 4000 jobs created for women, only the Trade project included specific efforts to mainstream gender within the Ethiopian Customs Commission (ECC). This involved integrating gender considerations into the reforms and ensuring that women benefited from the improvements in trade logistics. The evaluation makes specific recommendations for better gender integration.\n\nDigital Solutions : Mixed Results\n\nThe impact evaluation highlighted mixed results with sustainability of digital and IT solutions supported by the project. The uptake of several of the digital solutions promoted by the project is still lagging. The reaping of the full benefits of these reforms is however further challenged by the fact that some of the IT solutions are already showing signs of obsolescence.\n\nThe five MDI IC II projects not only met but surpassed most of their targets at both output and outcome levels. The extensive support provided to beneficiary institutions led to the adoption of over 50 legal and policy reforms. These included a new Investment Proclamation, which shifted from a positive to a negative listing of sectors open to foreign investment, thereby opening around 20 sectors to foreign investments and joint ventures.
