In response to these developments the Swedish Forest\nAgency submitted a proposal tor an international capacity building programme to Sida titled \"Locally controlled Forest Restoration - A Governance and Market oriented approach to Resilient Landscapes\". This contribution is a support to the Swedish Forest Agency to implement the capacity building programme with start in\n2020.",{"lang":211,"value":219},"Skogsstyrelsen har inkommit med ett förslag för ett internationellt\nkapacitetstuvecklingsprogram inom området hållbar skogsförvaltning. Programmet\nplaneras genomföras under benämningen \"Locally Controlled Forest Restoration - A\nGovernance and Market Oriented Approach to Resilient Landscapes\" och ska innehålla sju (7) programomgångar som riktas till två olika ländergrupper och följer upplägget för en ITP samt kompletterande aktiviteter så som olika typer av intressentmöten och fördjupande eller avslutande seminarier. Sida och Skogsstyrelsen har sedan en tid tillbaka haft dialog kring behov och efterfråga i Sidas samarbetsländer vad gäller kapacitetsutveckling inom detta område. Genom beslut 2018-003455 erhöll Skogsstyrelsen under 2019 ett så kallat designbidrag för att ta fram förslaget till ett fullvärdigt kapacitetsutvecklingsprogram som detta beslut gäller.\n\nDet övergripande målet för insatsen är att bidra till ökat kapacitet för lokalt administrerat skogsrestaurering i relevanta organisationer och inom ramen för Skogs- och landskapsrestaureringsprogram, som möjliggör för småbrukare och lokalsamhällen att restaurera degraderade skogslandskap och förvalta dessa hållbart. Detta förväntas på lång sikt bidra till ökade områden restaurerat och hållbart hanterat skogslandskap.\n\nSkogsstyrelsen avser att arbeta i partnerskap med Stockholm International Water Institute (SIWI) samt ytterligare främst svenska partners, men också lokala, regionala och multilaterala aktörer för att säkerställa en utformning utifrån lokal kontext.  I nuläget godkänner Sida endast vidareförmedling till SIWI enligt budget, övriga partners förväntas upphandlas alternativt godkännas av Sida om vidareförmedling skulle kunna komma ifråga.\n\nFörslaget planeras att riktas växelvis till två ländergrupper. De föreslagna direkta och indirekta målgrupperna för programmet är aktörer som är involverade i nationella och internationella skogsrestaureringsinitativ, myndigheter, småbrukarorganisationer, NGO's (icke-statliga organisationer), forvaltnings- och certifieringsorgan, skogsbolag, lokala entreprenörer, forskningsinstitut samt ytterligare organisationer av relevans.\n\nProgrammet ska ge en plattform för samverkan och nyskapande där de olika aktörerna tillsammans skapar institutionell kapacitet som leder till förändring på systemnivå. Deltagarna och deltagarnas organisationer ska aktivt använda de kunskaper, verktyg och nätverk de har erhållit eller vidareutvecklat inom programmet för att främja en hållbar skogsrestaurering.\n\nDet är ännu för tidigt att på ett strukturerad sätt kunna se och följa upp långsiktiga effekter på institutionell kapacitet inom lokalt administrerat skogsrestaurering. Det finns dock första exempel på förändringsinitiativ som kopplar till resultat på medellång sikt (outcome) och som i förlängningen förväntas leda till hållbar skogsrestaurering på nationell nivå:\n\nI Nepal har två deltagare från FECOFUN (NGO för community forestry) under första programomgången tagit fram ett förslag för lokal odling av bambu för att stabilisera flodbankar och förhindra översvämningar och erosion, ett stort problem i området de arbetar där t.ex. skolor behöver stänga under flera månader om året. I anslutning till programmet fortsatte organisationen arbetet med att initiera ett pilotförsök med plantering. Den berörda regionens skogsförvaltningsmyndighet välkomnade initiativet och nominerade deltagare som antagits till både programomgång 2 och 3 för att kunna ta vidare och komplettera arbetet. Inom ramen för den senaste omgången har deltagare från National Trust for Nature Conservation och Jagaran Community Development Centre kunnat skala upp arbetet från lokal nivå till nationell nivå genom att ta fram ett förslag på roadmap för utvecklandet av en nationell plan för bamboo baserad företagande och ekonomi i Nepal. \n\nI Laos erbjuder programmet en platform för samarbete särskild efter att Swedfund finansierat analyser för och framtagande av en nationell strategi för utveckling av skogssektorn. I första programomgången har det nationella trädföretaget Burapha Agroforestry samarbetat med skogsbruksministeriet kring lokal produktion från småbrukare och planerar utveckla detta i kommande förändringsprojekt. Med start i den andra omgången och fortsättning i programomgång 3 samarbetade WWF, Mekong Timber Ltd och Department of Forestry om restaurering av översvämningsmarker med syfte både att stärka biodiversitet och att utveckla alternativa inkomster för lokal befolkning. \n\nI Thailand har ett samarbete mellan skogsmyndigheten (deltagare från Royal Forest Department) och Universitetet (deltagare från Kasetsart University) lagt grunden för ett större samarbete mellan privat sektor och skogssektorn för att utveckla ett koncept där träbyggande i städerna driver FLR (Forest and Landscape Restoration). Deltagarna i LoCoFoRest medverkade i en större, och i Thailand mycket uppmärksammad konferens, i Bangkok i Mars 2023, där konceptet presenterades för 200 deltagare samt ytterligare 1400 deltagare som följde konferensen via internet. Under 2024 års programomgång fortsatte arbetet med förändringsinitiativet och tre organisationer, TNIU (Thailand and Nordic Countries Innovation Unit), the Forest Industry Organization (FIO), samt Natural Resources and Environment Office of Sa Kaeo Province samarbetade för att möjliggöra den Thailändska statens satsning på Phrae provincen och där etableringen av den så kallade Sustainable Wood City modellen. Tanken är att Phrae ska bli den första hållbara trädstaden i Thailand genom sektorsövergripande samarbete.\n\nI Ethiopien handlar förändringsinitiativen främst om att skydda träd i landskapet och förbättra förutsättningar för skogsrestaurering samtidigt som man främjar affärsmöjligheter. Under de fyra första programomgångarna har förändringsprojekten täckt lokal bearbetning av träd, löv, honung, trädfrön, kaffe och natursköna värden (ekoturism). Ett exempel från programomgång fyra är Oromia Forest and Wildlife Enterprise (OFWE, statligt företag, Wollegga-filialen) vars förändringsprojekt handlade om att minska trycket på skogen genom att göra den lokala kaffeproduktionen mer effektiv och bättre marknadsorienterad. Efter omfattande dialog med intressenter kunde produktionen omstruktureras och en rättvis fördelning av ansvar och intäkter säkerställas. Effektivare metoder för skördebearbetning introducerades samt sätt att börja använda restprodukter för träkolsproduktion. Under omstruktureringen av produktionsgrupperna var ett ytterligare resultat att kvinnors deltagande i processen och värdeskapande ökade avsevärt.
