Expanded digital Government-to-Person (G2P) payments\nThe contribution supported the transition towards digital social protection payments, improving transparency, accountability and financial inclusion. By October 2025, more than 125,800 beneficiaries had received benefits through digital payment mechanisms. New decentralized payment models and alternative payment platforms were successfully piloted to improve efficiency, reduce payment delays and strengthen the resilience of the national payment system.\n\n4. Strengthened institutional capacity and governance of Mozambique's social protection system\nThe programme strengthened the institutional and operational capacity of the Ministry of Gender, Children and Social Action (MTGAS) and the National Institute for Social Action (INAS) through improvements in financial management, procurement, planning and programme implementation. Capacity development included training 173 government staff in financial management and procurement, alongside technical training on environmental and social safeguards, adaptive social protection and gender-based violence (GBV). Investments in ICT equipment and operational infrastructure further strengthened institutional performance.\n\n5. Improved efficiency, coverage and resilience of national social protection programmes\nThe contribution strengthened implementation of key national social protection programmes, including the Basic Social Subsidy Programme (PSSB), the Child Grant and the Productive Social Action Programme (PASP). Improved beneficiary targeting, strengthened case management, expanded digital delivery mechanisms and enhanced operational systems contributed to more effective programme implementation.\n\n6. Strengthened programme delivery through strategic implementation partnerships\nTo improve implementation efficiency and accelerate programme delivery, the programme established strategic implementation partnerships with the World Food Programme (WFP) and Give Directly for the implementation of the Productive Social Action Programme (PASP). These partnerships expanded programme delivery in cyclone-affected districts and strengthened the Government's capacity to reach vulnerable households more effectively.\n\n7. Strengthened Mozambique's shock-responsive social protection system\nThe contribution enhanced the Government's capacity to respond to crises through strengthened shock-responsive social protection mechanisms. Emergency cash transfer programmes (PASD-PE) were expanded, digital payment systems improved, and preparedness strengthened to respond to Cyclones Chido, Dikeledi and Jude, contributing to a more resilient national social protection system.\n\n8. Strengthened evidence-based policy development and future social protection reforms\nThe programme generated strategic analytical work to inform national social protection reforms, including support for the development of the National Basic Social Security Strategy III (ENSSB III), the review of the Proxy Means Test (PMT), assessment of the e-INAS platform (SPARKS-IT), impact evaluations and analytical work on integrated social protection systems. These investments strengthened the evidence base for future policy decisions and sector reforms.\n\n9. Strengthened donor coordination and strategic dialogue\nThe MDTF continued to serve as an important platform for harmonizing donor support and strengthening policy dialogue between Government and development partners.
