This project was a logical continuation of the previous Swedish funded technical assistance. In the wake of the full-scale invasion the financial sector support program adapted to the changing needs and fluid situation on the ground. In line with this, the World Bank has under this program provided assistance to authorities in launching a war risk insurance mechanism in Ukraine (the relevant law developed with assistance of the project lodged with Parliament in December 2024), improved the regulatory framework for capital markets, housing finance mechanisms (given that damages and losses in housing sector are the largest according to WBs RDNA assessment), as well as promoting a cashless economy and higher take-up of digital financial services to deepen financial intermediation and inclusion.\n\nThe World Bank considers Ukraine's EU candidate status and the process of EU accession negotiations to be key drivers of financial sector reform processes. World Bank Sida funded technical assistance programs is also stated by the World Bank to have played a critical role in advancing reforms in Ukraine's non-bank financial sector. These reforms have enhanced regulatory capacity, market stability, and financial inclusion, contributing to building a transparent, resilient, and investor friendly non-bank financial sector in Ukraine, aligned with EU\ndirectives and standards. Non-bank financial sector became better supervised and regulated leading to its cleanup from nonviable institutions.\n\nWith technical assistance from the Sida funded project and supported by Development Policy Loan operation of the World Bank Ukrainian authorities imposed and enforced strict rules of related party lending and conduct related party diagnostics, implemented EU-compliant\ncredit risk assessment, banks capital structure, prudential norms and banks liquidity measures, leading to much stronger, resilient and transparent banking sector.\n\nThe financial safety nets were strengthened which facilitated a cleanup of the banking sector and allowing to conduct bank resolutions since 2017 without involving state capital. The Deposit Guarantee Fund became financially and operationally resilient. SOB corporate governance was strengthened with the introduction of majority independent Supervisory Board.
