Benchmarking och erfarenhetsutbyte mellan teamen har visat sig mycket värdefullt och detta har därför fått ett allt större utrymme inom programmet.\n\nResultat på kort sikt (outcome-nivå):\n\n- Tillämpning på verkliga problem: Deltagarna har, med stöd ifrån programmet, använt sina nya insikter för att angripa verkliga problem som påverkar viljan att betala skatt och förtroendet för skattesystemet negativt i sina respektive länder.\n\n- Praktiskt problemlösningsarbete: Samtliga team har varit framgångsrika i att lösa delar av sina identifierade problem och har därigenom bidragit till utvecklingen av sina skatteförvaltningar.\n\n- Genomförda förändringar: Resultaten har oftast bestått av väl underbyggda rekommendationer till ledningen, men i flera fall har åtgärder även implementerats under programåret, vilket gett påtagliga kortsiktiga effekter.\n\nResultat på medellång sikt: \n\n- Bekräftade institutionella förändringar: En enkät genomförd 2024 med ledningsrepresentanter från samtliga fyra programomgångar sedan 2020 visar att 89,3 % uppger att teamens arbete, rekommendationer och analyser har lett till implementerade förändringar. Ledningen har observerat effekter såsom ökade skatteintäkter, förändrade arbetsrutiner, kulturella förändringar samt organisatoriska förändringar.\n\n- Institutionalisering av arbetssätt: Insikter kring frivillig regelefterlevnad och användningen av PDIA håller på att integreras i ordinarie verksamhet inom flera skatteförvaltningar.\n\n- Hållbarhet och spridning: Tidigare deltagare använder metodiken i sitt fortsatta arbete och har även spridit den internt till kollegor. Flera har dessutom befordrats till ledande positioner.\n\nLångsiktiga effekter:\n\nÄven om långsiktiga effekter påverkas av många externa faktorer, visar programmets förändringsteori att uppnådda resultat på kot- och medellång sikt sannolikt bidrar till ökad frivillig regelefterlevnad och därmed stärkt inhemsk resursmobilisering. Sedan starten har programmet haft totalt 91 deltagare och närmar sig nu en kritisk massa av ambassadörer som bär med sig kunskapen i sina fortsatta uppdrag. För att ytterligare stärka resultatens hållbarheten har Sida beslutat att förlänga programmet med en coachutbildning 2025, där utvalda tidigare deltagare får ledarskapskompetens för att kunna coacha andra i sina egna organisationer.\n\n\n\nTax Inspectors Without Borders (TIWB)\n\nInom komponenten för TIWB har aktiviteter genomförts tillsammans med myndigheter i Kosovo, Sierra Leone, Liberia, Kenya och Ukraina under 2024. Exempel på resultat:\n\n- Kosovo har förbättrat sin kunskap om hur man identifierar och utreder internprissättningsärenden inom banksektorn samt fått ökad förståelse för behovet av mer resurser till sådana utredningar.\n\n- Sierra Leone har genomfört en självutvärdering av digitalisering (digital transformation maturity model, DTMM), stärkt sin kunskap om verktyget och stöttat Liberia i deras process, vilket har lett till ett informellt lokalt samarbete mellan ländernas myndigheter. Liberia har ökat sin kompetens kring DTMM och förbättrat sin förmåga att genomföra självutvärderingar inom sin skattemyndighet.\n\n\nFact-finding mission Kenya\n\n2024 undersöktes möjlighet för fortsatt och förnyat samarbete mellan Skatteverket och Kenya Revenue Authority (KRA). Bakgrunden är två tidigare samarbeten med lyckade resultat. Resultatet ifrån detta fact-finding mission var, utöver slutrapport, ett utkast på ett projektförslag. Fact-finding mission finansierades med en del av budgeten för ICBP.
