The project delivered good results but in order to enable a sustainable long-term institution for agricultural research and policy development, the research project was transformed into a locally registered agricultural policy Institute. Indaba Agricultural Policy Institute (IAPRI) was incorporated in October 2011 under the Companies Act of the Laws of Zambia and is a not for profit company (company limited by guarantee). IAPRI is owned by 10 key Zambian individuals and agricultural related institutions as Guarantors. The board of directors are drawn from the following key public and private sectors; the Ministry of Agriculture (MoA) and Ministry of Fisheries and Livestock (MFL)), Ministry of Commerce, Trade and Industry (MCTI), Central Statistical Office (CSO), University of Zambia (UNZA), Institute for Economic and Social Research (INESOR), Zambia National Farmers Union (ZNFU), Grain Traders Association of Zambia (GTAZ), Agriculture Consultative Forum (ACF), and two independent individuals in the agricultural sector. IAPRI does not have organizational link to Europe and its operations is solely carried out in Zambia hence research and advocacy operations in the EU'S internal market is not affected and the operation is not deemed to present a risk of unauthorized state aid. At inception, IAPRI aspired to become a centre of agricultural policy research excellence, with a vision to have “A Zambia free of hunger, malnutrition and poverty through sustainable agricultural transformation”. The mission is “To provide evidence based policy solutions through high quality research and outreach activities for the transformation of Zambia’s agricultural sector to achieve sustainable broad based pro-poor growth”. IAPRI’s theory of change is anchored on its vision of seeing a Zambia free of hunger, malnutrition and poverty through sustainable agricultural transformation. The Institute will continue conducting several activities including evidence based research aimed at supporting and enhancing the policy dialogue processes and strengthening capacity among public and private stakeholders to effectively carry out agricultural policy research and outreach. Research processes are centred on key thematic areas which include market development and trade, agricultural diversification, agriculture, food security and nutrition, climate change and natural resources management, gender and youth in agriculture and emerging issues. The evidence produced through empirical research is disseminated through different outreach processes including meetings, infographics, documentaries, electronic and print media, twitter and many other fora to have a wider coverage and influence the agricultural policy discussions and decisions in the public and private sector. By doing so, IAPRI influences the public to use its empirical analysis outputs, improve the quality of policy debates and decisions as well as the general governance of the agricultural sector. IAPRI syftar till att erbjuda evidensbaserade policyrekommendationer baserade på högkvalitativ forskning och påverkansarbete för att förändra Zambias jordbrukssektor mot hållbar tillväxt som inkluderar fattiga människor.\n\nDet övergripande målet för IAPRIs policy- och analysarbete och påverkansarbete är att identifiera policies och investeringar som effektivt stimulerar en inkluderande ekonomisk tillväxt och fattigdomsbekämpning. Detta ska nås genom aktiviteter inom tre kärnområden: \n\n1) Genomföra tillförlitlig och oberoende forskning av hög kvalitet, vad gäller jordbruks-, livsmedel- och naturressursrelaterade policyfrågor, i Zambia och regionalt i södra Afrika.\n2) Påverkansarbete för att integrera forskningsresultat i nationella, regionala och internationella program och strategier för att uppnå hållbara jordbruksmetoder som ökar produktiviteten och tryggar livsmedelsförsörjningen och minskar fattigdomen i Zambia.\n\n3) Stöd till att utveckla och stärka kapaciteten för policyforskning, analys, och påverkansabete hos IAPRIs medlemsorganisationer. \n\nDen halvtidsutvärdering som gjordes 2015 visade att IAPRI har etablerats som Zambias ledande  aktör när det gäller policyutveckling och forskning inom jordbrukssektorn. Utvärderingen visade också att IAPRI leverat resultat utöver vad som förväntats och avtalats med ambassaden. \nIAPRI har tagit fram en strategisk plan för 2017-2022 som indelas fyra centrala delar\u002Fpelare:\n\nPelare I – Forskning och policyutveckling: Detta område fokuserar på att integrera forskningsresultat i nationell policyformulering och genomförande, för att främja privata och offentliga investeringar i jordbruks- och livsmedelssektorn för att minska risker och sårbarhet för hunger och undernäring. \n\nPelare II – Påverkansarbete och samverkan: Inom detta område kommer IAPRI fortsätta stärka sitt påverkansarbete, informations- och kunskapsspridning till olika samhällsaktörer och allmänheten.  \n\nPelare III – Finansiell hållbarhet: Detta område inriktas på att skapa förutsättningar och resurser resurser inom IAPRI för att säkerställa institutionens fortlevnad på längre sikt. \n\nPelare IV – Styrning;  Detta område inriktas på IAPRIs verksamhet och organisationen, för att säkerställa IAPRIs effektivitet och kvalitet. \n\nIAPRIs förändringsteori är baserad på visionen om ett Zambia utan hunger, undernäring och fattigdom, genom att utveckla hållbara jordbrukssystem. IAPRI kommer genomföra ett flertal aktiviteter med evidensbaserad forskning inriktad på att stödja och förstärka policydialog och processer, och stärkt kapacitet hos offentliga och privata aktörer för att effektivt utföra policyrelaterad jordbruksforskning och påverkansarbete. Forskningsprocesser koncentreras på tematiska nyckelfrågor som marknadsutveckling och handel, diversifierat jordbruk, livsmedelssäkerhet och nutrition, klimat och naturresursförvaltning, jämställdhets- och ungdomsfrågor inom jordburk. Evidens och resultat som tas fram genom empirisk forskning delas genom olika insatser för kunskaps- och informationsspridning – möten, tryckt och digitalt informationsmaterial, dokumentärfilmer, twitter och andra sociala medier, för att brett nå ut till och påverka diskussioner och beslut om jordbruks policy inom offentlig och privat sektor. Därmed möjliggör IAPRI användandet av forskningsresultat som underlag för den allmänna debatten och politiska ock ekonomiska beslut, och därmed den övergripande styrningen av jordbrukssektorn. IAPRI kommer också fortsätta stärka kapaciteten för forskning, policyutveckling och påverkansarbete hos olika samhällsaktörer, genom att erbjuda utbildningar, stipendier och praktikplatser. Allt detta sammantaget förväntas medverka till att institutet bidrar till ansträngningar att avskaffa hunger, undernäring och fattigdom. \n\nFör att lyckas med målsättningen har IAPRI föreslaget en total budget på 154 miljoner kronor, för att bidra till att genomföra den strategiska planen från 2017-2022. Budgeten fördelas huvudsakligen på löner\u002Fersättningar (40 %), allmänna driftskostnader, exemeplvis forskning, (ca 57 %) och investeringar (3 %). Hållbarhetsfrågor är mycket viktiga. Dock är upplägget vad gäller IAPRIs Business Development Unit (BDU) fortfarande under utveckling och delar av vinsten är planerad att gå till investeringar i byggnader och annat. Det bedömdes därför svårt för Sverige att ge stöd till detta. Det tidigare kärnstödet har därför omvandlats till ett programstöd där svenska medel går alla pelarna i den strategiska planen, förutom pelare III som handlar om finansiell hållbarhet. Sverige kommer emellertid prioritera dialogen kring hållbarhet och ge stöd till IAPRI i dessa frågor. Av den totala budgeten förväntas ca 116 miljoner kronor komma från USAID, DfID genom organisationen KIVU och interna resurser. Budgeten är för IAPRIs egen verksamhet, inga medel kommer att vidareförmedlas \n\nAmbassaden har diskuterat budgeten ingående med IAPRI, särskilt ersättningsnivåerna för IAPRIS ledning och personal. IAPRIs styrelse har därefter gjort en översyn av ersättningsnivåerna och avser att sänka dessa för vissa funktioner. Ambassaden bedömer att styrelsens åtgärder är lämpliga. Activities were implemented through a combination of research, capacity building, and policy influence, supported by outreach and alliance building. During the 20232024 period, the focus was\nnarrowed to climate change and farmer soil health, aligning with Zambia's broader agricultural transformation goals. The Institute worked across five thematic areas namely, climate change food security and nutrition diversification markets and trade and gender and youth while engaging key government ministries, parliamentary committees, regional and international\npartners to influence policy and promote inclusive, climate resilient agricultural growth.\n\nBetween 2018 and 2022, IAPRI played a pivotal role in shaping Zambia's agricultural policy through rigorous research, strategic partnerships, and grassroots engagement. The Institute consistently produced high quality, evidence based results completing over 85% of its planned research and outreach activities each year. The Institute's demand driven research informed\ngovernment's response to emerging policy needs. Highlights included influential policy papers, such as the one on Zambia's Strategic Grain Reserve, and major surveys like the 2019 Rural Agricultural Livelihood Survey (RALS). IAPRI also launched the Grassroots Outreach Programme to connect with local stakeholders and expanded its training initiatives to build technical capacity in areas like GIS, data analysis, and gender integration in research.\n\nThe Sustainable Food Systems Transformation  Evidence to Action component of the Project achieved 79% of its planned activities over two years. Led by IAPRI, the project focused on climate change, agricultural policy, and farmer outreach. It produced 12 research publications, conducted 20 engagements, and reached over 5,000 farmers through media. Notable outcomes included the development of a climate finance toolkit used to train government staff, soil\ntesting and agronomic support for nearly 1,600 farmers, and contributions to national policy discussions on drought response, agricultural marketing, and budget planning.\n\nThe Zambian Climate Finance Toolkit, was designed to strengthen the capacity of government institutions in managing and accessing climate finance. It served as a practical guide for training 17 government staff from the Multi-Sectoral Working Group (MSWG) on climate change. The toolkit includes methodologies for identifying climate finance opportunities, aligning national\nagricultural and environmental priorities with international funding mechanisms, and improving reporting and accountability in climate related investments. It was a key component in enhancing Zambia's readiness to implement the Comprehensive African Climate Change Initiative (CACCI), and it supported evidence based decision making in climate policy and
