In addition to further development of the Sida supported IR project, the programme now also consits of ILO’s Better Work, Vision Zero Fund and SCORE (productivity improvement training) programmes. \nThe Better Work Programme is a unique partnership between the International Labour Organization (ILO) and the International Finance Corporation (IFC). It was launched in August 2006 in order to improve labour standards and competitiveness in global supply chains. The programme assists enterprises improve practices based on core ILO labour standards and national labour law. It does this with a strong emphasis on improving worker-management cooperation, working conditions and social dialogue. Enhanced respect for labour standards helps enterprises meet the social compliance demands of global buyers, improves conditions for workers, and helps firms become more competitive by increasing productivity and quality.          \nThe Vision Zero Fund (VZF), an initiative of the Group of Seven (G7) countries, aims at preventing work-related deaths, injuries and diseases in sectors operating in or aspiring to join global supply chains (GSCs). VZF’s main objective is to increase collective public and private action aimed at fostering and enhancing concrete occupational safety and health (OSH) prevention activities in businesses operating in low- and middle-income countries. \nSCORE (Sustaining Competitive and Responsible Enterprises) is an ILO programme that promotes productivity, competitiveness and decent work in emerging economies. In Ethiopia, SCORE will provide productivity trainings with a focus on improving resource (both human and material) productivity and efficiency of workers and key processes in the production system. The training module will include, among others, Lean and Kaizen principles and practical use in actual factory set-up, flow improvement, productive maintenance, continuous quality improvement, waste elimination to reduce cost and environmental safeguard.\nThe intervention will be implemented in two phases. The proposed Project Document describes the first phase of the project (2019-2023), which will focus on the textile and apparel sector. During the reporting period, the programme continued to face challenges due to political and civil conflict in Ethiopia and AGOA suspension resulting from the conflicts. \n\nIntegrated Summary of Evaluation Validated Results\n\nThe final evaluation confirms that the ONEILOSIRAYE Programme delivered strong and measurable results across factory, sectoral, and national levels.\n\nAt the factory level, evidence shows clear progress in improving workplace compliance, safety, gender equality, and productivity. Seventyone percent of participating factories successfully implemented sound humanresource and occupationalsafety systems, surpassing the 70% target. Unionisation also expanded, with membership rising from 8% to 16%, and access to justice improved significantly as the number of workers receiving legal aid increased from 11 in 2021 to 605 in 2024.\n\nOverall compliance trends were positive: general noncompliance fell from 19% to 9.5%, while genderrelated noncompliance dropped from 6% to 1.3%. Factory managers and workers reported a noticeable strengthening of zerotolerance approaches to harassment and improved workplace cooperation.\n\nAt the sectoral level, the programme contributed to stronger socialdialogue mechanisms and enhanced representation across the garment and textile sector. Fiftythree factories established registered trade unions, and 143 lawenforcement personnel were trained to respond more effectively to genderbased violence. More than 600 workers accessed legal support through newly established call centres and grievance mechanisms in major industrial parks, contributing to improved dispute resolution and broader engagement of workers and employers in structured dialogue. These efforts reinforced wellbeing and strengthened the foundations for inclusive sector governance.\n\nAt the national level, the programme advanced key labourpolicy reforms and institutional capacity. Major documentssuch as the revised national OSH Directive, the updated Occupational Disease List, and the draft minimumwage mechanismwere finalised and progressed to ministerial review.\n\nLabourinspection systems were significantly strengthened through the training of 150 inspectors, 424 conducted inspections, and the development of a new Labour Inspection Information Management System. The programme also facilitated closer alignment between the Ministry of Labour and Skills and the Ministry of Health by helping identify and resolve legal inconsistencies related to workplace health and safety.\n\nThese improvements contributed to broader system strengthening across ministries, universities, regional labour authorities, trade unions, and industrialpark institutions, supporting longterm sustainability and the continued advancement of decent work.\n\nInstitutional Strengthening:\n\nMinistry of Labour and Skills (MoLS): Strengthened through the rollout of the Labour Inspection Information Management System (LMIS), updated inspection workflows, and extensive OSH, labour law, and dispute resolution training. The Ministry now leads implementation of the national OSH Directive and Occupational Disease List.\n\nMinistry of Industry (MoI): Integrated womens leadership programming and co-led national daycare standard development. MoI trainers deliver workplace cooperation and gender trainings independently.\n\nKaizen Excellence Centre (KEC): Fully embedded SCORE into national SME support services, created a quality assurance team, trained 50 staff, and developed a revenue-generating model. A national training facility was established for broader regional use.\n\nCourts, Labour Relations Boards, and Regional Authorities: Built capacity through training on arbitration, conciliation, OSH directives, and the labour proclamation. Regional labour bureaus gained tools for industrial relations and inspection.\n\nCETU (Trade Unions): Gender policy revised, union leaders trained on gender-responsive CBAs, and peer learning established.\n\nHawassa Industrial Park Investors Association (HIPIA): Strengthened in collective bargaining, service delivery, and market promotion to buyers. Hired staff (data verifier, housing support, orientation officers) to enhance worker retention.\n\nUniversities (Bahir Dar, Hawassa): Established legal aid centres, conducted research, and rolled out labour dispute settlement training manuals.\n\nAssessment:\n\nThe programme made substantial progress in improving worker wellbeing, particularly in safety, gender equality, and access to rights. Significant advances included the finalisation of national OSH frameworks, strengthened factory OSH systems, expanded legal aid services, and strong outcomes from womens leadership programmes. Gender equality measures were widely adopted, and grievance resolution improved notably. However, gains in worker income and representation were more limited: union density and the number of CBAs remained below targets, and structural constraints on wagessuch as the absence of a minimum wagepersisted despite ongoing policy dialogue. Growth has been described as being inhibited by factory resistance, turnover of union leaders and low capacity of workers.\n\nIndustry productivity and competitiveness showed the strongest and most consistent achievements, surpassing nearly all targets.
