förbättra villkoren för konstnärer att skapa, visa och distribuera sina verk utan att utsättas för hot och repressalier, och\n2) att förbättra möjligheterna för alla människor att fritt sprida och ta del av den konst och kultur som de själva önskar. \n\nDessa mål har brutits ner till fem delmål:\n1) Konstnärers rätt till frihet\u002Frättvisa rättegångar och yttrandefrihet skyddas vid hot\u002Ftrakasserier av statliga eller icke-statliga aktörer\nUnder programperioden har minst 422 konstnärer fått juridiskt stöd, 6 rättsfall har drivits i domstol och ett globalt nätverk av pro bono-jurister har utökats och består idag av 72 jurister i 30 länder.\n\n2) Konstnärers rätt till liv och säkerhet är skyddad vid hot\u002Ftrakasserier av statliga eller icke-statliga aktörer\n993 konstnärer med anhöriga har fått skydd i en fristad under programperioden. Nätverket med fristäder och residens har ökat, särskilt i globala syd, till åtminstone 350 stycken. Samtidigt ökar antalet ansökningar, under perioden har Kulturrådets samarbetspartners hanterat 17 000 ansökningar. Det är ett stort glapp mellan behovet och resurser, och läget är fortsatt kritiskt som en följd av det geopolitiska läget. \n\n3) Stärkt kapacitet hos skyldighetsvärare att respektera, skydda och uppfylla rätten till konstnärlig frihet.\n945 fall av censur har kartlagts, jämstäddhetsperspektiv i datainsamling och forskning blir vanligare. Bland påverkansaktörer på mellanstatlig och statlig nivå ökar medvetenheten om konstnärlig frihet. Detta följer delvis av att Kulturrådets partners och andra organisationer har samarbetat och systematiserat sitt arbete. \n\n4) Bygga nätverk av stärkta konstnärer och förändringsagenter för konstnärlig frihet.\nProgrammets partnerorganisationer har etablerat nya samarbeten och nätverk under programperioden. Organisationerna har anordnat eller deltagit vid konferenser, som Safe Haven, 9th Summit of Arts and Culture, ICORNs generalkonferenser och nätverksmöten. Detta har bland annat resulterat i ökad samordning kring metodutveckling och systematiserad data insamling. \n\n5) Kulturorganisationer, människorättsorganisationer och skyldighetsbärare har stärkt sin kapacitet att förespråka och försvara kvinnors konstnärliga frihet i sina insatser. \nInsatserna har fokuserat på att integrera jämställdhetsperspektiv. Resultaten pekar på en ökad representation av kvinnor och icke-binära i ledarskapspositioner och bland mottagare av stöd, men pekar också på ett fortsatt behov av insatser för att jämställdhetsarbetet
