The selection of Saferworld as a partner followed a competitive selection process based on a 2018 mapping that was done by Sida's Helpdesk on Human Security and Humanitarian affairs.  From this mapping, the Embassy sent out a call for concept notes to six international organisations identified in the mapping. The concept notes were assessed based on a selection criteria designed by the Embassy by a panel of both staff from the Embassy and the Peace and conflict unit at Sida. Following this assessment, the Saferworld programme came top. \n\nThe programme was aimed at contributing to more peaceful, secure and resilient communities in Uganda through addressing four key conflict drivers; a) competition over natural resources, b) the refugee influx, inadequate transitional justice processes and volatile and flawed electoral procedures. The programme was designed as a five year programme but since Saferworld was a new partner to the Embassy in Kampala and to manage risks, the grant agreement provided for three years and a possibility of extension contigent on performance.\n\nThis programme started in 2021 and ended in December 2023. It was implemented by Saferworld in partnership with Trans-cultural Psychosocial Organisation (TPO).  It integrated Mental Health and Psychosocial Support (MHPSS) to address trauma and enhance peace building. Saferworld led the partnership and provided technical leadership on conflict and gender sensitivity while TPO provided technical leadership on Mental Health and Pyscho-social Support (MHPSS) integration.\n\nThe programme was implemented in four regions covering 14 districts namely Yumbe, Terego and Obongi in West Nile,Kikuube, Kasese and Buliisa in Western Uganda, Nakapiripit, Amudat, Karenga and Moroto in Karamoja sub-region, and Nwoya, Lamwo, Adjumani and Amuru in Northern Uganda. It worked with organisations at regional levels namely Karamoja Development Forum (KDF), Rural Initiative for Community Empowerment West Nile (Rice-West Nile), Gulu Women Economic Development and Globalization (GWED-G), Mayank Anti-Corruption Coalition (MACCO) and Rwenzori Information Centre Networks (RICNET).\n\nImplementation\n\nThe first year of activity implementation happened without challenges. Programme implementation started off with a six months inception phase during which community assessments were done. The assessments guided the refinement of baseline target, results indicators, risk matrix and provided Saferworld a better understanding of the context.\n\nIn the second year (2022-2023) however, Saferworld began to experience challenges characterised by numerous staff exits. During an Embassy field visit in May 2022, the Embassy found out that over five staff had left the organisation. Saferworld had not shared this information with the Embassy. When asked, Saferworld explained that some staff had left due to restructuring while others were voluntary exits. Saferworld's partner Organisation, TPO, also raised the same concern and how it disrupted activity implementation and co-ordination with time lost during recruitment processes. The huge number of exits was concerning for the Embassy because most of the staff that left were senior and critical to effective implementation of the programme, the exits were within short time intervals and Saferworld was not providing adequate responses.\n\nThe Embassy decided to do a Human Resource Review to understand the reasons for the high staff turnover, and how best to address the issues to ensure efficient implementation of the programme. The review was conducted between October and November 2022. The review revealed human resource challenges in the institution following the transition which included laying off of staff and inadequate support from the Saferworld HQ team to the Uganda Office which created unresolved conflicts and an unhealthy work environment. (See additional information in the report in Trac). Saferworld agreed to the findings and submitted a management letter to implement recommendations in the report.  \n\nIn 2023, the Embassy received a whistle blower allegation concerning financial reporting and procurement processes at Saferworld. Following the allegation, a forensic investigation was commissioned by the Embassy. Following the forensic investigation and annual audit report, the Sida reclaimed ineligible costs from Saferworld for ineligible costs. (see details in trac on Statement of audit report 2022).\n\nAn End Term Evaluation was conducted in April 2024 and a final report submitted in May 2024. Despite the challenges, the End term Evaluation showed that the programme had delivered results at all outcome levels.(see statement on ETE in trac). Below are results that were achieved by the programme. \n\nResults \n\nOutcome 1: Communities at risk of and\u002For affected by conflict identify, prioritise, analyse, monitor and take coordinated action to respond to local conflict issues and their root causes, through existing and\u002For new community peace building structures.\n\nThrough this programme, Saferworld and TPO established 56 Community Action Groups(CAGs)with a total of 840 members  (449 male, 391 female) and 34 Community Based Therapy groups (CBTs) at the community level. The CAGS were a mechanism through which Saferworld and TPO supported communities with training and technical assistance to identify, monitor and take action on conflicts while the CBTs, were used to provide psychosocial and financial support to individuals and communities. The results presented under this outcome area stem from done by the Community Action Groups and Community Behavioral Therapy Groups.\n\nStrengthened conflict identification and resolution at community level. The Community Action Groups (CAGS) were instrumental in identifying and resolving conflicts in all the four regions of Northern, Western, West Nile and Karamoja. In West Nile region, CAGS established community dialogues and talking circles to provide a platform for refugees and community leaders to openly discuss tensions arising from increased demand for land following the refugee influx in the region. The recommendations from these discussions informed a scoping study that was conducted by one of the regional organisations called Mayank Anti-Corruption Coalition (MACCO) in December 2022. The study provided evidence to support advocacy for expanded land access. In May 2023, as a direct outcome of the dialogue process, advocacy and follow-up engagements, host communities gave 2,125 acres of land to the Office of the Prime Minister (OPM) and the local government for refugees. Refugee households were subsequently allocated plots of land for settlement and cultivation. By the end of the programme, this work has led to reduced land disputes, increased agricultural production for refugee households and promoted peaceful co-existence between refugees and the host community.\n\nIn Karamoja sub-region, peace dialogues facilitated by CAGS, informal leaders, security forces, and Area Land Committees addressed tensions arising from sharing of natural resources. The dialogues led to conflicting communities reaching formal agreements on joint grazing and shared access to water resources. As a result, tensions between communities were reduced, enabling improved peace, increased trade, free movement of people, and shared use of pasture,wood and water sources. Communities also reported a noticeable decline in cattle theft and road attacks, contributing to enhanced safety and stability in the region.  \n\nIn Western Uganda, CAGS successfully supported the resolution of a two-year land boundary conflict between two families by bringing the case to the knowledge of local leaders and Area Land Committees. CAGS also supported the mediation processes, until the families reached an amicable agreement. Follow up by Saferworld's partner before the end of the programme showed that the families were co-existing harmoniously, demonstrating the effectiveness of community-led land dispute resolution mechanisms.\n\nEnhanced awareness on land ownership processes and procedures in the community. Most land in rural Uganda is owned communally and communities are not aware of the processes and procedures of ensuring security of tenure. As a result, some community members would sell land without consulting their family members thus leading to conflicts. Given the numerous land conflicts and cases that the CAGS interfaced with, the CAGs , area land committees and local leaders with financial support from Saferworld conducted awareness sessions on land tenure, land acquisition processes and security of tenure. The CAGS also developed and sensitised communities about land agreement forms to encourage community members to document land transactions. Through this, community members gained knowledge on land tenure systems in Uganda, how to own free hold land and acquire customary certificates of title for communal land, how to protect land from third parties including fraudulent transactions and procedures of resolving land disputes such as illegal sales when they arise. Following these sessions, in Western Uganda, a community obtained a caveat on communally owned land that had been sold illegally to a private individual without community consultation.\n\nStrengthened role of women in peace-building processes. The peace building space in Uganda is traditionally dominated by men. The programme was right from inception intentional on ensuring that women participate in programme implementation. Out of the 56 CAGS established under the programme, 19 of them were women led while women held positions on the executive committees of 37 CAGS. Through targeted trainings for women on conflict prevention, peace-building, and mental health and psychosocial support (MHPSS), women gained the skills and confidence to meaningfully participate in peace processes. As a result, they actively contributed to conflict resolution at family, community, and district levels. They played an instrumental role in promoting the use of written land transaction agreements, raising awareness on the risks and consequences of Gender-based Violence (GBV) and establishing antiGBV clubs in schools. This progress marked a shift in these regions where cultural norms have historically restricted womens participation in peace processes.\n\nEnhanced individual capacities in peace-building knowledge and skill, leading to meaningful employment. The programme contributed to building the capacities of individuals on conflict identification and peace processes through the Community Action Groups (CAGs). The CAGs played a central role in mediating and resolving interclan land disputes, community and family conflicts. Their demonstrated effectiveness elevated their credibility and trust within local systems. As a direct result, by the end of the programme, 12% of CAG members were recruited into formal positions within district structures, including as parasocial workers, women councillors, chairpersons, and members of Area Land Committees. Others secured gainful employment with Civil Society Organisations (CSOs) and in the private sector, applying the skills acquired through the programme. \n\nImproved mental health and livelihoods through Cognitive Behavioral Therapy (CBT) Groups. The programme created 34 CBT groups of 408 individuals to provide Mental and psychosocial support. The individuals in the  groups were taken through a 10 week CBT which included counselling, home visits and referrals to health facilities. The therapy restored hope among individuals, reduced trauma and strengthened family support systems. Start-up kits for income generating activities were also provided to each CBT group and by the end of the programme, several enterprises had started in the different regions including farming and selling farm produce.This created better socio-economic well being and also improved social cohesion in the community since members are working as a group. \n\nOutcome 2: Formal and informal authorities responsible for building peace, security and justice at local, district and national levels, consult more with communities on identified conflict issues, support community peace building structures in responding to conflict issues, and incorporate community concerns into their related responses.\n\nAt the duty bearers level, the programme enhanced the capacity of district authorities to conduct dialogues with communities which resulted into positive community-centred responses to land and natural resource conflicts.\n\nThe dialogue meeting organised between communities, Local government authorities and Uganda Wild Life Authority (UWA)  on human-wild life conflicts, yield positive results in several regions. In  Karamoja sub-region, the UWA allocated rangers to protect the food basket in Nampaya farmland following reports of wild animals destroying food crops in the area. In Western Uganda, the local government and UWA responded to community complaints by constructing an electric fence along the boundary of Murchison Falls National park and recruiting scouts to support in surveillance and deterrence of stray animals. In Northern Uganda, Uganda Wild Life Authority started allowing local communities to have access to the national game park once a week to collect firewood, herbs and grass.\n\nThe programme also supported district authorities to hold mediation meetings to resolve inter-boundary land conflicts between communities.In Northern Uganda, a land boundary conflict erupted between two communities living along the Uganda and South-Sudan border in May 2023. The conflict displaced over 3,000 people, led to the destruction of  420 houses and caused the disappearance of over 100 cattle. The conflict was resolved with support from Saferworld which provided physical spaces for dialogue for leaders from the conflicting communities and government authorities from the two districts of Yumbe and Moyo and South Sudan. The resolutions passed from the dialogue enabled the displaced communities to return to the contested land. \n\nIn West Nile, the programme supported meetings for government authorities, refugee community leaders and host community leaders to resolve conflicts arising out of land transactions with refugees at community level. Following the meetings, government authorities in West Nile declared that all land transactions between refugees and host communities are to be witnessed by the Local council leaders, Refugee Welfare Councils, area land committees and relatives of all who signed on the land agreement form. This helped to reduce incidents where individuals entered into land transactions with out consulting community members. \n\nThe programme strengthened platforms for dialogues on economic issues with the government and the private sector, leading to meaningful solutions and commitments in Northern and Karamoja sub-regions. In the agricultural sector, commercial farmers in Nwoya district were supported by the programme to engage directly with the Ministry of Agriculture and the National Planning Authority to present challenges that they encounter including production and transport challenges for their goods. The engagement resulted in commitments by the Ministry to improve access roads, expand power infrastructure, and provide farm inputs. Similarly, in the Karamoja subregion, the programme facilitated engagements between district leaders, civil society, miners, and mining companies to address exploitation and poor working conditions of labourers in marble and limestone mining. These discussions led to mining companies doubling the price paid to labourers for marble stones and also improved supervision by sub-county officials of mining companies. \n\nThe programme strengthened local policy frameworks and enforcement mechanisms for environmental protection and gender sensitive investment. In Karamoja sub-region, Saferworld and partners facilitated community dialogues that highlighted severe environmental degradation caused by widespread tree cutting, charcoal burning, and unsustainable biomass use. These engagements empowered LC1 leaders and Community Action Groups (CAGs) to initiate the formulation of a bylaw to curb charcoal production and promote environmental management.With technical support from the programme, local leaders drafted a bylaw against commercial charcoal burning and committed to collaborate with police to monitor and prevent illegal transportation of charcoal. At the district level in Northern Uganda, the programme supported Amuru District Local Government to develop a gender and conflict sensitive investment policy framework. The policy aims at protecting women's land rights amid commercial agricultural expansion, enhancing co-ordination between investors and district authorities and improving linkages between local enterprises and larger firms. Following the passing of the policy, Amuru District now maintains a more accurate and uptodate investor database, contributing to more transparent and accountable investment governance.\n\nThe programme supported the establishment community centred dispute resolution processes to address justice concerns. Most communities in Uganda prefer to address their justice concerns before Local Council Courts (LCCs) which are closest to the communities,managed by community members and use the local language compared to the higher formal courts. As a result, these community courts are often clogged with cases and yet with limited technical and operational capacity. In West Nile, the case backlog before these structures made the community lose trust in the system as their issues were not resolved timely, hence escalating conflicts. The LCC courts also handled cases outside of their mandates and at times sat on days when the communities were unable to attend leading to adjournment of cases. Through the programme, Saferworld and RICE-WN facilitated a dialogue between the LCCs, judicial officers from high courts and the community on their mandates, the referral system to higher courts and the concerns of the community. Following this dialogue, the LCC in one  sub-county agreed to allocate two days per week (Tuesday and Thursday) to listen to the cases to reduce the backlog. In another sub-county, the leaders passed a resolution that all land related conflicts be handled by February 28th every year or referred to a higher court. This resolution led to the quick handling of cases and gave certainty to parties about the justice referral process in the event the matter is not concluded.  \n\nImproved mental health awareness and support at District level. The capacity building trainings for health workers on mental health and training of trainers resulted into transmission of the knowledge acquired to other health workers and using platforms such as places of worship and community outreach to raise awareness on mental health. As a result, there is improvement in health seeking behaviour for mental health cases within the community as the people seeking treatment at health facility have increased, positive attitude towards mental health at community and health facility level because of reduced stigma and improved well-being of clients. \n\nOutcome 3: CSOs work together to influence relevant peace, security and justice processes and decision-making at district\u002Fregional and national levels.\n\nThe programme contributed to advocacy on legislative and policy reforms at national level. Saferworld and TPO supported Civil Society Organisations to review the Transitional Justice Bill and to push for reforms on funding for mental health in Uganda. Follwoing the advocacy on Mental Health, the parliament increased allocation to mental health with in the Health budget in the 2023\u002F2024 national budget. Additionally, the research work conducted by CSOs on human-wild life conflicts provided a foundation for the issue paper that was presented on the floor of parliament in April 2023. Following the presentation, the house tasked the Minister for Tourism, Wildlife and Antiquities to ensure electric fences are installed and to also look into other mechanisms to counter the problem in all national parks in Uganda. \n\nUnintended outcomes: The programme contributed to a number of unforeseen positive outcomes at community level, such as helping to reduce the stigma on mental health, addressing alcohol abuse, and decreasing the incidence of SGBV, particularly domestic violence. Programme staff reported changes in communities and leaders attitudes towards mental health and those suffering mental health issues. In Western and Northern Uganda, community members reported that the programme had a positive impact in reducing alcohol abuse and alcoholism with some communities successfully advocating for bars to only sell alcohol in the afternoon and not in the morning.The reduction in alcohol abuse  along with awareness raising around gender equality and womens rights  has partly been attributed to the projects contribution to reducing SGBV, particularly domestic violence, in Western and Northern Uganda and in Karamoja. \n\nThrough the programme, the CAGs were involved in addressing teenage pregnancy and early marriages through school clubs.They also discussed with parents on their role in raising children, formed clubs in schools where they discussed adolescent sexual and reproductive health issues with the students and pupils (both male and female), addressed stigma and discrimination for teenage mothers and substance abuse. As a result, in West Nile, teenage pregnancy reduced by about 50% among the students in host communities, 5 teenage mothers were returned to school by their parents and two girls were rescued from early marriages and returned to school. six young men that were using marijuana were enrolled into vocational school and successfully completed their studies.\n\nThere was also a reported increase in enrolment of children in school at the beginning of the 2023 academic year compared to 2022 as a result of sensitisation and awareness creation of the community members including parents and guidance on benefits to the family and society at large. This has also been confirmed based on observation and confirmation with the surrounding schools and parents.\n\nThe programme contributed to building knowledge and skills for individuals implementing the programme.  As a result of their increased capacity and leadership in their communities under the project, a considerable number of CAG members have reportedly been absorbed by districts as para-social workers,
