Both organizations are newly established renewable energy and energy efficiency centers within the SADC and EAC areas, which, among other tasks, work to coordinate member states' implementation of energy efficient lighting and equipment standards. UNIDO has supported their emergence and establishment. UNIDO and the Austrian Development Agency (ADA) support the development of the centres, i.e. through seconding staff to SACREEE. UNIDO has well-developed routines for planning, financial control and reporting. UNIDO has made a request for support from Sida based on a project document. The project document, with the results framework and budget, has been prepared with consultancy support, financed by Sida.\n\nThe contribution will lead to increased market introduction of energy efficient lighting and other electrical equipment that will reduce energy intensity in the member countries. This, in turn, leads to reduced CO2 emissions, reducing costs for final consumers as well as energy suppliers, as well as enabling more and more sustainable investments in new and renewable technologies within the SADC and EAC energy systems. In addition, the initiative creates a foundation for long-term strategic work on energy efficiency through capacity support for the above regional organizations as well as in the member countries. In the member states, the establishment of standards and testing requirements will be developed outside this contribution, but where the regional centers have a coordinating and supportive role. The same goes for setting up national platforms for \"Code of Conduct\" with the private sector, where the regional contribution will be providing methods and information, training and networking forums.\n\nIn addition to the agreement with UNIDO, it is decided to set aside 1 million Swedish kronor within the Swedish regional SSA strategy for Sida's monitoring and for sharing lessons learned. For this reason, the total sum and the annual sub-totals are different in the agreement with UNIDO and in this decision. The purpose is to improve: - Monitoring of the EELAA contribution and its development impact. - Sharing lessons learned among the sub-Saharan African countries, mainly countries where Sweden has cooperation strategies, regards energy efficiency with special focus on energy efficient lighting and appliances. Vidare skapar insatsen en grund för ett långsiktigt strategiskt arbete med energieffektivisering genom att bidra till fördjupad kompetens inom ovanstående regionala organisationer samt metodstöd till genomförandefasen i medlemsländerna, genom att upprätta s.k. Minimum Energy Performance Standards (MEPS). Medlemsländerna deltar via gängse etablerade strukturer för standardiseringsprocessen vilket leder till utveckling och efterlevnadskontroll av nationella standarder. Centrala institutioner i medlemsländerna, så som test-laboratorier och tullverk, erbjuds kompetensutveckling och den regionala insatsen bidrar också med investeringsstöd för testutrustning baserat på det samlade regionala behovet. \n\nDenna regionala insats stödjer privatsektorsamarbete genom att tillhandahålla metoder och information, utbildning och forum för nätverkande. Utöver denna regionala insats bedöms att särskilda marknadsdrivna \"Code of Conduct\" insatser i medlemsländerna bidrar till en snabbare marknadsförändring. It has achieved 600,000 MWh in energy savings (€61 million), cut 480,000 tonnes of COe, and supported 910 new electricity connections, 250 MWh of renewable energy generation, and the creation of 173 jobs, with projections of 32 million MWh, €3 billion, and 24 million tonnes of COe savings by 2030.\n\nThe project strengthened regional institutions such as SACREEE and EACREEE, positioning them as centers of excellence in energy efficiency. It also addressed market quality issues by introducing harmonized Minimum Energy Performance Standards (MEPS) for lighting and cooling appliances, supported by enhanced testing and surveillance capacities.\n\nThe key achievements contributing to the market transformation are:\nOutcome 1 - Regional coordination was significantly strengthened through the establishment of a strong coordination platform led by EACREEE and SACREEE, supported by national focal points across 21 countries. This ensured harmonized implementation, effective governance, and alignment of activities at both regional and national levels. The initiative also reached over 1,500 stakeholders through awareness-raising, capacity-building, and knowledge-exchange activities. Despite the challenges posed by the COVID-19 pandemic, activities continued effectively through a timely shift to virtual meetings and webinars. Furthermore, the programme stimulated strong national-level interest in EELA initiatives in Kenya, Zimbabwe, Zambia, Uganda, and Mozambique. Kenya launched its national window in 2024, while Zimbabwe and Zambia began implementation in January 2025.\n\nOutcome 2 - Regionally harmonised Minimum Energy Performance Standards (MEPS) for lighting and cooling appliances were developed and adopted across both EAC and SADC. In SADC, three MEPS were adopted covering lighting, air conditioners, and refrigerators, while in the EAC two MEPS (lamps and luminaires) were adopted and two additional standards for refrigerators and air conditioners remained in draft form. The initiative also facilitated national adoption of MEPS in 11 member states, strengthening regulatory alignment across the region. To support enforcement and prevent substandard products from entering markets, two regional compliance frameworks were introduced  one for SADC and one for EAC. In addition, Public Procurement Guidelines were developed to help governments stimulate local demand for energy-efficient appliances and support wider market transformation toward energy efficiency.\n\nOutcome 3 - Capacity was significantly strengthened through the distribution 21 portable testing kits for lighting across member states, and through the establishment of two regional reference laboratories in Uganda och Moçambique. Furthermore, training programmes including an e-learning platform developed in collaboration with the Kafue Gorge Regional Training Center (KGRTC) in Zambia, were designed to build skills among policymakers, regulators, and technicians. The program trained 102 staff and engaged over 10,827 stakeholders through workshops, webinars, and the e-learning platform.\n\nOutcome 4 - Awareness was raised through stakeholder forums, the launch of the EELA Awards, targeted publications, and participation in global energy forums, all of which helped increase visibility and mobilize governments, private sector actors and consumers. Using equipment provided under Outcome 3, national laboratories conducted a market surveillance exercise, compiling data from 14 member states in and sharing the results with stakeholders online. An initially planned online or smartphone-based application for product monitoring and consumer awareness was reassessed and replaced with a database of products available on the market\n\nOutcome 5 - Incentive mechanisms were put in place through the piloting of a Technical Assistance and Co-financing Facility aimed at supporting private-led investment in energy-efficient appliances. Through this facility, €800,000 in support was provided as TA and co-financing, and leveraged to generate an additional €353,000 in private sector investment. Technical assistance helped develop seven investment-ready project proposals, with five energy service companies receiving support to further refine their proposals and design technical and commercial terms, while two hospitals received guidance through preliminary energy audits that identified renovation measures. Five Energy Performance Contracts (EPCs) were signed, leading to 3,120 new energy-efficient installations, the creation of 173 new jobs, 910 new electricity connections, energy savings of 1,249 MWh, the installation of 250 kW of new renewable energy capacity, and the avoidance of 737 tonnes of COe emissions.\n\nOutcome 6 - Expansion to the ECOWAS region was initiated through preparatory work aimed at extending the EELA model and laying the foundation for broader replication.
