In general, the project will work through study circles, and support women groups, village savings and loans associations with capacity building of women in economic empowerment. The project will start with an eight months inception phase during which several studies will be carried out . These include market analysis, environment and social impact assessment, conflict sensitivity analysis, and a gender and power analysis. The findings from the studies will form the basis for the final design of the project implementation. \n\nWe Effect, the main agreement partner will implement the project in collaboration with Heifer Project International Zambia (HPIZ), Women for Change (WfC), Zambia Land Alliance (ZLA) and eight District Women Associations (DWAs). The budget for the proposed intervention is SEK 75 Million. Significant improvements were noted in both the layout and content of the report under review. Despite inadequacies in the projects monitoring and evaluation systems, efforts were made to report on outcomes, rather than outputs, which had characterized reports in prior years.\n\nYear 4 was an extension year during which WE Effect restructured project implementation. This restructuring was in response to project evaluations and aimed at accelerating the attainment of project outcomes related to economic empowerment for the beneficiaries.\n\nThe results achieved during the year are positive. At the overall objective level, which is To advance womens economic empowerment and ensure their capacity to participate in, contribute to, and benefit from agricultural value chains and processes, in ways that affirm the value of their contribution, respect their dignity, and promote equality and equity in Eastern, Western, Southern, and Central Provinces of Zambia, the following results were noted:\n\nReduction in Gender Stereotypes: Eighty-seven percent (87%) of the targeted 18,904 women and young women reported a reduction in gender stereotypes and discriminatory attitudes and barriers to their economic progression, against a project target of 80%.\n\nIncreased Income: Ninety-one percent (91%) of the women reported increased income from agricultural business enterprises, against a target of 85%. This represents a 65% increase from the baseline of 26% recorded at the beginning of the project in 2020.\n\nIncreased Participation in Marketing: In the downstream functions of the value chains, overall participation of women increased compared to 2023. For example, in 2024, seventy-four percent (74%) of the women participated in marketing, surpassing the target of fifty percent (50%).\n\nNotable results per specific objectives are as follows:\n\nSpecific objective One: To increase womens agency and decision-making power at household and community levels and address barriers to womens economic empowerment\n\nIncreased Decision-Making Power: Eighty-six percent (86%) of the 18,904 women reported increased decision-making power at household and group levels, against a target of 65%. This represents a 58% increase from the baseline value of 28%.\n\nConfidence in Managing Money and Businesses: Seventy-seven percent (77%) of the women expressed confidence in managing money and businesses, against a target of 75%. This is a 51% increase from the baseline of 26% recorded at the beginning of the project in 2020.\n\nSpecific objective Two: Reduce institutional barriers that limit womens economic advancement in agricultural value and market chains.\n\nAccess to Market Contracts: About 43% of female-owned businesses accessed new market contracts over the life of the project, compared to the target of 60%. The underperformance could be attributed to the drought that affected major crops in project areas, which form the bulk of commodities that women trade in, in rural economies.\n\nAccess to Informal Financial Services: Women accessing informal financial services such as credit, savings, and insurance to support their businesses increased. A total of 9,020 women from 566 village savings and loans associations (VSLA) groups accessed informal financial services, against a target of 8,100, reflecting a 111% achievement. This milestone can be attributed to the integration of small businesses with the VSLA model, which inspired entrepreneurs in the rural economy to aim higher, while also removing barriers to accessing financial services. The women managed to record a combined savings value of ZMW 6,541,537, equivalent to SEK 2,523,156 in 2024, against a target of SEK 212,752.\n\nFormal Business Registration: The number of women with formally registered businesses, either as individuals or groups, reached 4,533, surpassing the target of 2,500 by 2,033. This overachievement can be attributed to business management training and focused linkages with the Patents and Companies Registration Agency (PACRA). To sustain this registration, the District Women Development Associations (DWDAs) established business registration help desks at their offices, enabling women business owners to access extended business development services and support for long-term growth. Collaborating with traditional leaders in addressing negative gender norms and providing training in confidence building and managing enterprises has contributed to the observed changes.\n\nSpecific objective Three: To strengthen womens voices and collective power at the community level as well as increase access to, control of and ownership of productive (e.g., physical assets, land) and financial assets among women through women-led cooperatives, land tenure and financial inclusion.\n\nAccess to Formal Financial Services: The percentage of women accessing formal financial services stood at 44%, against the target of 70%. Although the target was not achieved, women accessed formal loans through microfinance institutions (MFIs), agricultural input loans, and some equipment, primarily using their organizations and land certificates as endorsements and proof of residence and land ownership.\n\nCustomary Land Ownership Certificates: The number of women with customary land ownership certificates stands at 5,857, achieving 87.4% of the target of 6,700. This progress is attributed to the establishment of 44 Community Land Advocacy Committees across chiefdoms in the areas of operation. These committees successfully influenced local chiefs to accept and recognize developed bylaws that support land certification, thereby strengthening womens land rights protection.\n\nSpecific Objective Four: Increased resilience to environmental and climate change by women, men and youth (male, female)\n\nAdoption of Climate-Smart Agriculture Practices: Eighty-four percent (84%) of the total project beneficiaries (18,904 women and young women) who owned farmlands reported adopting at least one climate-smart agriculture practice. Some of the practices adopted include intercropping (88%), mulching (64%), ripping (79%), and crop rotation (95%).\n\nCommunity-Based Disaster Risk Management Planning: While the DWDAs agreed and were trained in community-based disaster risk management planning, they did not manage to facilitate the development of these plans at the community level because the capacity building was only done in the last quarter of 2024. However, 5,926 (31%) farmers were insured against extreme weather conditions such as drought and floods in
