The partners will cooperate closely with partners in Zambia, including the United Nations Development Programme in Zambia, UNDP Zambia, Diakonia, Action Aid Zambia, Transparency International Zambia and Global Water Partnership., GWP. The Ministry of Green Economy and Environment (MoGEE) will together with the Zambian Environmental Management Agency, ZEMA, be SEPAs main counterpart in the Zambian administration. SEPA and the project team will also engage with the Ministry of Mines and Minerals Development, industry organisations like Zambia Chamber of Mines, and other industry representatives.SEPA, SMHI and SGU are Swedish authorities, representing the Swedish public administration model, and are all engaged in development cooperation with support from Sida. SEPA is an active member in the  Public Agency Hub and a central assessment of SEPA has been undertaken.UNDP globally and UNDP Zambia already cooperates with SEPA within the global Environmental Governance Programme (EGP) since 2014 which focus on integrating environment and human Rights into the governance of the mining sector. The guideline addresses environmental rehabilitation, biodiversity restoration, mine waste management and sustainable post-mining land use. An important actor-level change is that the Ministry of Mines and Minerals Development and the Minerals Regulation Commission have assumed ownership of the process and integrated its development into their ongoing efforts to strengthen mining governance (ZAMNEX annual report 2025, p. 6). This demonstrates increased institutional commitment and leadership by government actors, while ZAMNEX increasingly plays a technical support role.\n\nA second important result was advancement of the National CSR Guiding Framework for Zambia (ZAMNEX annual report 2025, p. 910). During the reporting period, the CSR platform expanded significantly, growing by 440 per cent in terms of participating individuals and institutions. The platform now includes representatives from government, the mining industry, traditional communities, civil society and academia (ZAMNEX annual report 2025, p. 910). This represents a positive change in stakeholder engagement and collaboration, with key actors increasingly participating in structured dialogue on social and environmental governance issues in the mining sector.\n\nA third result was progress towards establishing an Impact-Based Early Warning System for mining-affected areas (ZAMNEX annual report 2025, p. 1113). The programme facilitated collaboration between technical agencies, local stakeholders and mining communities to improve climate risk management and preparedness. This contributes to increased institutional capacity to manage environmental and climate-related risks affecting both ecosystems and communities.\n\nThe programme also demonstrates an evidence-based approach. Development of the Mine Closure Plan Guideline has been informed by international benchmarking, expert reviews and field-based studies, while the ongoing case study in North-Western Province is generating local evidence to inform future policy recommendations (ZAMNEX annual report 2025, p. 68). Similarly, development of the Impact-Based Early Warning System combines technical climate analysis with stakeholder consultations and field missions (ZAMNEX annual report 2025, p. 1113).\n\nProgress on gender equality has been made, although challenges remain in achieving balanced participation. Constraints include the limited pool of qualified experts in specialised fields and the ministry-led nomination process, which supports ownership but can restrict gender balance. To address this, ZAMNEX has engaged strategic partners such as civil society organisations, SADC Women in Mining and the Association for Zambian Women in Mining, ensuring that gender perspectives and the voices of women miners are reflected in programme activities. During 2025, gender considerations have primarily been integrated through expert reviews of key frameworks and through inclusive fieldwork practices, including representation of vulnerable groups and the use of gender-competent experts (ZAMNEX annual report 2025, p. 13-14).\n\nOverall, the results achieved during 2025 demonstrate progress towards strengthened environmental governance of Zambia's mining sector and contribute to the strategy objective of strengthened management and sustainable use of natural resources and ecosystems, including
