MISA Zambia played an important role in drafting the implementation guidelines and advocating for strong protection for journalists. The ATI Act now provides a solid foundation for investigative journalism, ensuring that journalists can access critical information without depending on political approval. While the law is still in its early stages of use, it marks a major step forward in holding the government accountable.\n\n- MISA Zambias advocacy shaped key legislation. This includes the focus on the Cyber Crimes and Cyber Security Bills, where MISA Zambia raised concerns about provisions that could threaten press freedom. The efforts of MISA, other media organisations and civil society led to the withdrawal of the proposed bill for further consultations. MISA Zambia also pushed for reforms to the Independent Broadcasting Authority (IBA) and Zambia National Broadcasting Corporation (ZNBC) Bills. A key priority was ensuring that ZNBC, the national broadcaster (and dominated by the agenda of the ruling party) operates as a true public service broadcaster. The updated ZNBC Bill now includes provisions for IBA oversight, marking an important step toward fairer media coverage.\n\n- The establishment of the Media Self-Regulation Council of Zambia (MSCZ), supported by this project and led by MISA Zambia, has changed the regulatory landscape in Zambia by providing a viable and progressive alternative to the government threatened establishment of statutory regulation. By mobilising the media sector and formalising a coalition of 120 media outlets and media stakeholders including the Media Owners Association of Zambia and the Catholic Media Services under the media self-regulation code of ethics and borrowing from the best practices from democratic countries in the region and internationally a strong framework is now in place. The MSCZ has directly received and resolved four cases related to media misconduct, reinforcing its role in protecting press freedom and upholding ethical journalism.\n\n-  The Media Legal Defense Fund has also provided legal support to affected journalists, demonstrating the projects success in building a more responsive and robust media regulatory system and protecting freedom of speech. In collaboration with MISA Zambia, over 60 media rights violations were documented and resolved using the Notification Early Warning System (N.E.W.S.), a legal protection protocol launched under this project, with cases actively pursued in court. One of the cases for example included the unfair dismissal of a journalist who took a picture of citizens queuing up for food aid. The Journalist won the case with the support of MISA.\n\n-  By the close of the project in 2024, MISA Zambias membership had expanded significantly from 50 in 2018 to 245 members. This growth reflects increased confidence in MISA Zambia's role as a key defender of media rights, shown through the number of media rights violations reported and effectively addressed by the organisation.\n\nOutcome 2: Targeted media partners and practitioners have strengthened financial, technical, and editorial capacity, enabling them to produce editorially sound, relevant, and engaging governance programming (including current affairs, investigative journalism, news, accountability and election coverage) that demand answers from decision makers\n\n- The MOTO initiative filled a sector-wide gap by providing female journalists with training, mentorship, and resources, including small grants and guidance from experts like BBC journalists. This support enabled them to produce powerful investigative stories on issues such as social justice and corruption. Over 52 investigations were been produced by the Moto women journalists over the lifetime of the project. One of the journalists at Radio Icengelo in Kitwe investigated the the Senseli mine tragedy in Chingola. Her report uncovered details about the 2023 disaster, which claimed over 30 lives during illegal mining operations. Another example is a journalist from Kasempa Radio who produced a deep-dive investigation into the rise of poaching in northwestern Zambia, exposing alleged complicity by law enforcement. Her work not only demonstrated strong research skills but also showed the power of collaboration, as she worked with fellow journalists to bring the story to life. Through these efforts, the project has not only contributed to policy change but has also strengthened the practice of investigative journalism, ensuring that important stories often buried are told, and all voices are heard.\n\n- The endline results emphasise that partner stations have greatly benefited from BBC Media Action's mentoring and training, particularly in enhancing the quality of news production for radio. \n\n- In in-depth interviews, staff and management in radio stations reported that the mentoring deepened their understanding of governance processes and strengthened their ability to frame these topics for radio news. They are now more adept at identifying governance and accountability angles, conducting thorough research, and systematically verifying information before going on air. \n\n- The endline findings (2024), indicate a positive shift in stations' financial and editorial capacities. This has translated into more robust governance programming that holds decision-makers accountable, engages the public, and fosters transparency. For instance, in financial capacity, partner station staff report that the training and mentoring in financial management have equipped media practitioners with the tools to manage operational budgets effectively. This has resulted in improved financial reporting and budgeting processes.\n\nOutcome 3: Audiences expoosed to BBC Media Action supported partner station programmes (compared to those not exposed)\n\n- The Endline survey reveals that 85% of listeners across the 12 supported stations report that BBC Media Action-supported programmes provided ordinary people with the opportunity to demand answers from decision-makers. This demonstrates the effectiveness of the programmes in fostering public accountability and giving citizens a platform to engage with local leaders and hold them accountable for their actions.\n\nOutcome 4: Young people in two localities are increasingly effectively engaging in dialogue on local development issues and to demand answers from decision makers\n\n- The project made progress in increasing youth participation in decision-making processes in the target provinces by addressing systemic gaps and creating new platforms for meaningful engagement. Prior to the intervention, youth involvement in governance was largely confined to school councils, which accounted for 51% of youth engagement in 2022, signalling limited access to decision-making spaces. By 2024, this picture had changed in the target areas with a more balanced distribution of youth participation across various channels: 29.6% in Ward Development Committees, 26% in School Councils, and 23.6% in Indabas, reflecting the project's success in expanding opportunities for youth to engage in local governance. A key driver to this shift which this project contributed to was the introduction of Youth Advisory Boards by BBC Media Action partner Restless Development, which served as a bridge between community leaders and young people, and aimed at improving and creating channels for direct communication and collaborative problem-solving. \n\nHealth \n\nOutcome 1: Young women and men in the intervention areas have the knowledge, understanding and confidence to make informed, voluntary decisions to improve their SRHR.\n\n- Individuals exposed to Tikambes media content were 1.6 times more likely to correctly identify key SRH practices compared to those unexposed. Social media also played a major role, with Tikambe's Facebook page reaching 2.1 million users and providing accessible content such as doctor chats and Q&A sessions to address common concerns.\n\n- Increased knowledge led to changes in health seeking attitudes. Young people exposed to Tikambe's interventions were 1.9 times more likely to seek SRH services, such as STI testing and contraceptive access\n\nThese findings highlight Tikambes impact on not just attitudes, but also practical behaviors essential for healthier SRHR outcomes.\n\n\n\nOutcome 2: Young women and men have a more supportive enabling environment to realise their SRHR through key gatekeepers (including parents, traditional, civic and religious leaders) and NGO\u002FCSO networks supporting them to make informed voluntary decisions that can improve their SRHR\n\n- Tikambe facilitated community dialogues involving parents, religious leaders, and traditional leaders to discuss cultural and religious beliefs that often-restricted conversations about SRHR. By Year Two, these efforts began to show results. Young people started questioning restrictive gender roles, and key gatekeepers began supporting more open conversations. By Year Three, 42% of Tikambe audiences reported receiving SRHR support from gatekeepers, including parents (25%) and religious leaders (12%). Chiefs in Chibombo and Kasama hosted SRHR discussions, signaling a shift in leadership perspectives.\n\nOutcome 3: Harmful and discriminatory social and gender norms (around decision making in relationships) are questioned by those exposed to foster an acceptance of healthier SRHR behaviours (including acceptance of gender equality)\n\n- The Endline survey shows that 39% of those exposed to Tikambe now actively question social and gender norms in decision-making, compared to 22% among the unexposed. While progress is evident, further efforts are needed to deepen these changes in areas with deeply entrenched norms.\n\nOutcome 4: Relevant institutions and services responsible for implementing SRHR policies\u002Fstrategies\u002Fprotocols improve provision of SRHR information and services for young women and men\n\n- During the extension phase, the project successfully facilitated 480 completed referrals to youth-friendly health services, representing a significant achievement in connecting young people with essential SRHR resources.
