Coordination\nThe project has supported the implementation of the Statitical act (2018), where ZamStats has the mandate to coordinate the NSS. Establishment of the National Statistics Coordination Committee (NSCC) in December 2022, which now serves as a platform for statistical agencies and senior permanent members from key sectors. The Code of Practice, has been drafted and is now being implemented. Its wider uptake is also being supported by sensitization workshops in the provinces. The National Statistical Release Calendar (NSRC) has been developed and gained buy-in from the sectors in the NSS. Establishment of two National Technical Working Groups (NTWG) (environment and agriculture). The NTWGs were assessed to enhance openness and trust between institutions. Coordination mechanisms, like the NSCC and NTWGs, are seen to have strengthened ownership among the member agencies and engaged sectors in the discussions on statistical activities. The end review meeting with an expressed increased commitment among agencies in the NTWG to sound statistical methodology practices, as a result of learning from ZamStats, including from participation in the Statistics in Action (STAC) training. Sida assesses these results to be to important steps in the implementation of the Statistical act and has strengthened ZamStats' co-ordinating role. The establishments of the additional NTWGs are key to implement and it is important that ZamStats prioritise sufficient resources for their coordinating role.\n\n2. Statistical production:\nThe Household budget survey (HBS) implementation was highlighted by several respondents as a significant undertaking and accomplishment, given its scope and complexity, providing crucial data for various other statistics and feeds into e.g. updating consumer price index (CPI) weight and the household expenditure component of GDP. Implementation of the National Accounts Database System (NADABAS) system is considered a key accomplishment and a precondition for efficient production of statistics by the agency. ZamStats use of NADABAS has supported the production of the official reporting of national accounts. The development of the Quality Report template as a key mechanism for promoting sound statistical methodologies across the NSS, that are aligned with international standards. It comprises a key part, together with the adoption of the National Statistical Release Calendar of setting up a system to promote certification and use of Official Statistics. The STAC training courses are perceived as a central feature of the cooperation project building basic statistical skills, as well as more advanced methodological competency, which is fundamental for ZamStats to fulfill its mandate and credibility. The STAC course has reportedly been requested by 17 sectors within the NSS. The delayed finalisation of the training center finally took place and ZamStats is actively using the center as basis for training and planning. Sida assesses the results in this area to align with the core mandate of ZamStats and the project. The restructuring of ZamStats, as an element of the implementation of the statistical act, will be important to further enhance efficiency and quality in the statistical production.\n\n3. Communication and dissemination\nA range of outreach and awareness activities have been carried out, that have been important for increasing ZamStats visibility and public awareness of statistics. Accomplishments noted include the use of an increased array of social media platforms, conducting TV and phone in programs also in local languages and carrying out statistical literacy programmes, including in the provinces. This has led to increased number of questions from the public to ZamStats, and considered an important result of the various outreach activities. However, results within the communication component were not solid. There have been limited progress of the communication and dissemination component. The outreach activities carried out are not seen as unimportant as such, but the focus on these kinds of activities are seen to come the cost of focusing on more strategic communication. Whereas the communication strategy was submitted to ZamStats management, it has not yet been operationalized. The view of several project members outside of the communication team is that there is little effort to prioritize actions in accordance with the proposed strategy or to expand the communication activities beyond the outreach activities and instead focus on statistical advocacy, as also stipulated by the Act. Some also observed that engagement with the public, including through provincial outreach, remains limited and ad hoc. Sida assesses that results in this area has been meager and it has not been prioritised by ZamStats. As it is an important aspect to enhance statistics in Zambia, communication will continue to be on the agenda in the next phase of the co-operation though mainstreaming instead of a stand alone component as a way to enhance results.\n\n4. Information and Communication Technology\nFinalization of the ICT structure, including the ICT policy and strategy that have been drafted, is considered an overall key results of this component. Other ICT achievements were the configuration of the local server, NADABAS development of a central data logging system (near final) and setup of file servers for each of ZamStats divisions, and significant progress in joining domains to the server. Several informants expressed that the reliability of internal systems had improved over time. This was credited to the increased competency of ICT staff, e.g. handling issues related to national accounts and survey processing and described ICT as an important behind the scenes enabler of other results. Sida assesses this to be of high importance as an enabler and an area that needs further support, and need to be complementary to the World Bank support.\n\n5. Management\nThe management team sees a shift in their own mindset from working in silos to seeing the bigger picture of how the project components jointly contribute to the overall institutional objectives of ZamStats, noting also that strengthened management and leadership aligns directly with the Strategy and the Act. Managers expressed that this has generated a greater sense of commitment and accountability to their management roles, and gave examples of how this has translated into concrete actions to resolve resource allocation issues or provide endorsement for proposed activities. This has reportedly reduced delays in e.g. the ICT component and the HBS survey. Informants from the Coordination component also pointed out that the management component has already improved internal communication. The management team expressed a clear interest and motivation to develop the management component further for carrying it forward into the next phase of the project. This component was introduced at a later stage, following the clear need to support change management within ZamStats to be able to deliver to the renewed mandate. Sida assesses that it has gained in importance and has a strong ownership within the organisation. With the reorganisation, and the introduction of the new board, the management's motivation and capacity to lead the changes needed is
