Följande är ett axplock av resultat från de olika länderna, som insatserna bidragit till:\n\n- I Republiken Kongo: validering av en nyligen utarbetad nationell STI-policy och en STI strategi och aktionsplan 2023  2026.\n\n- I Ghana: framtagande av en nationell handlingsplan, som bygger på landets nationella STI-policy, dess \"STI for SDG Roadmap\", och resultaten\u002Frekommendationerna från projektverksamheten.\n\n- I Namibia: framtagande av National Programme on Research, Science, Technology and Innovation (NPRSTI II 2022-2027)för att implementera den reviderade STI-policyn i linje med UNESCOs rekommendations nyckelområden.\n\n- I Sierra Leone: validering av regeringen av den första nationella STI-policyn någonsin i Sierra Leone, i linje med UNESCOs rekommendation, med specifika mål relaterade till kön jämlikhet och vetenskaplig frihet och ansvar; och inrättande av ett nationellt vetenskapsråd.\n\n- I Tanzania: revidering av den nationella STI-policy och Tanzanias National Innovation Framework, med nya områden som inhemsk kunskap, öppen vetenskap och jämställdhet.\n\n- I Zimbabwe: utvecklande av handlingsplan som belyser STI-prioriteringar (humankapital, kön jämställdhet, hållbar finansiering och infrastruktur, internationellt samarbete).\n\nDen oberoende utvärderingen bekräftar slutsatsen att betydande resultat uppnåtts, och pilotprogrammet i sin helhet lett till följande övergripande resultat:\n\n\"made remarkable contributions to the strengthening of the STI policies and systems of the pilot countries towards the achievement of SDGs.\"\n\nUtvärderingen fann att pilotprogrammet svarade mot ländernas behov och stödde dem i utvecklingen och förstärkningen av STI-system och policyramar för SDG. Man fann att programmet integrerade UNESCOs rekommendation i policy och åtgärder och skapade medvetenhet om, och utvecklade kapacitet för implementering och rapporter mot rekommendationen.\n\nUtvärderingen fann dock att projektdesignen var ambitiös och krävde resultat i ett en stor mängd av output-områden, trots dess pilotkaraktär och korta varaktighet. Trots detta beskriver UNESCOs slutrapport gedigna resultat mot alla fem output-resultat i samtliga länderna. Resultat på det sjätte output-området beskrivs separat.\n\nResultatramverket visar på måluppfyllelse på den överväldigande majoriteten av mätbara mål. En avvikelse som noteras är i antal monitoring reports från afrikanska medlemsstater som lämnats till UNESCOs generalkonferensen, där målet inte nåddes. Detta visar på önskvärdheten i uppföljande insatser.\n\nUtvärderingen fann också att förseningar initieringen av projektaktiviteterna på landnivå (vilka skedde framförallt på grund av pandemin, men även pga sen rekrytering) resulterade i tidsförlust och missade möjligheter (t ex kunskapsutbyte och nätverksutvecklingsåtgärder på regional nivå).\n\nSidas huvudsakliga bevekelsegrund när stödet till pilotprogrammet bereddes var synen på UNESCO som en potentiell strategisk partner inom forskningssamarbetet i allmänhet, och i arbetet med att främja akademisk\nfrihet som en central komponent av forskningssamarbetet i synnerhet. Samarbetets upplägg, med en inledande pilotfas följt av en fakultativ huvudfas, var menat att erbjuda möjligheter för Sida att på ett resurseffektivt sätt pröva och utvärdera programmets\nföresatser. Inom arbetet med akademisk frihet går det att genom utvärderingen konstatera att bl a arbetet med akademisk frihet har gett effekt genom att främja förståelsen för denna i projektländerna.\n\nOm programmet visade sig kunna skapa det mervärde som Sida hoppades, var tanken att det skulle finnas goda förutsättningar för ett långsiktigare strategiskt samarbete organisationerna emellan. Utvärderingen visade också att länderna var i behov av UNESCO:s fortsatta stöd för att omsätta policy till praktiken, genomföra planerade åtgärder\nplanerar, vidareutveckla STI-kapaciteten och utöka nationella och regionala STI-nätverk. Utvärderingen drog därför slutsatsen att det finns behov av att fortsätta programmet med en andra fas. Sida delar denna bedömning: för att uppnå starkare och mer hållbara resultat på kontinental och systemisk nivå hade den uppföljningsfas av programmet som planerades för behövts. Sida anser dock att bestående resultat i de områden som i beredningen pekades ut, vad gäller både att stärka STI-system i de berörda länderna och att synliggöra den akademiska frihetens roll i detta
