MEA's membership base increased from 22 countries in 2019 to 24 country coalitions and from 350 to over 500 organisations in 2023. Under 2024-2025, focus shifted toward quality and accountability: a systematic network-wide audit removed inactive and unverified members, reducing the number to around 300 organisations. Those remaining are confirmed, active and accountable actors, a deliberate choice reflecting a movement that prioritises credibility over size.\n\nStrategic Area 1: Advocacy\n\nMEA's work focused on contributing to a more enabling policy environment that promotes gender transformative approaches has involved active engagement in local, national, and international advocacy to promote the inclusion of men and boys in gender equality policies and programs. By participating in policy dialogues, submitting policy recommendations, and engaging with decision-makers, MEA has contributed to integrate gender-transformative approaches into key policy frameworks at different levels, such as for example; South Africa's National Strategic Plan on Gender-based violence and femicide 2020-2030, the Kenya AIDS Strategic Framework (KASF II) (2020\u002F2021 - 2024\u002F2025) and Ugandas National Plan of Action for Sexual and Gender Based Violence and Violence Against Children. Similar advocacy has taken place in Botswana and Nigeria, with MEA influencing language in the National Gender and Development policy as evidenced in the Universal Peer Review report submitted by Botswana in December 2020 and in the revised National HIV and AIDS Strategic Framework of Nigeria 2019-2021.\n\nA few other examples of what the MEA members advocacy work has led to is that Zimbabwe's Constitutional Court in 2022, effectively outlawed child marriages by raising the legal age of consent from 16 to 18. In 2023, Zambia followed suit by amending its 1918 Marriage Act to raise the minimum marriage age to 18 for all marriages, including those under customary law. In Malawi, MEA members successfully advocated for the launch of an Ending Child Marriage Strategy, leading to the 2023 Penal Code Amendment, which raised the age of consent from 16 to 18.\n\nMEA has further started to build strategic partnerships with regional economic communities, including the Southern African Development Community (SADC), the East African Community (EAC), and the East African Legislative Assembly (EALA). MEA have re-engaged policymakers on critical issues such as the Anti-Cross-Border FGM and EAC SRHR Bill. Together with the Eastern African Sub-Regional Support Initiative (EASSI), MEA has conducted sensitisation sessions with policymakers to enhance the implementation of existing laws and policies, aiming to close the gaps in addressing FGM and other harmful practices. This sustained engagement culminated in the EAC Elimination of FGM Bill (Bill No. 6 of 2025) being gazetted and receiving its first reading in EALA in 2025, the result of systematic coalition-building since 2021 in which MEA, EASSI and UNFPA sensitised legislators and financed consultation processes. MEA networks are present in seven of the eight EAC member states and are central to the Bill's future domestication and implementation. In collaboration with SADC, MEA's efforts have centered on GBV prevention and implementing the SADC Model Laws on GBV and Child Marriages.\n\nMEA have also engaged private sector actors alongside CSOs and policymakers to encourage states to commit to ILO Convention 190 on Violence and Harassment. During the period, six MEA countries have signed and ratified ILO Convention C190: Namibia (2020), South Africa (2021), Nigeria (2022), Uganda (2023), Lesotho (2023), and Rwanda (2024). Beyond national frameworks, MEA contributed directly to the inclusion of positive masculinities as a guiding principle in Article 6 of the African Union's first binding continental legal framework on gender-based violence (AU-CEVAWG), adopted in February 2025. At the G20 Social Summit in November 2025, President Ramaphosa declared GBVF a national disaster in South Africa, a political shift that sustained civil society advocacy, including Sonke's leading role in the Civil 20 (C20), the official civil society engagement platform within the G20, is assessed to have contributed to. At the national level, MEA has shifted from external advocacy to co-designing policy: in Zimbabwe, MEA is collaborating with the Ministry of Women's Affairs on a National Strategy for Male Engagement, and in Eswatini, cooperation with the Deputy Prime Minister's Office has established high-visibility channels for promoting positive masculinities and preventing GBV.\n\nIn terms of engaging men and boys in SRHR an important component has been focused on regional commitment development, where Sonke and MenEngage Africa played an instrumental role in a Technical Working Group that led to the creation of a West and Central Africa commitment. The commitment, endorsed by 24 ministers, focuses on ensuring that adolescents and young people are educated, healthy, and thriving, which is marking a political shift towards prioritizing youth SRHR issues. There has however been a lot of challenges connected to the work focused on SRHR. Country networks have reported difficulties securing sufficient funding and resources due to regressive laws on key SRHR issues such as safe abortion, CSE, and LGBTI rights. Despite these challenges, MEA's research and advocacy on LGBTQI rights yielded concrete results: a study on Uganda's Anti-Homosexuality Act contributed to the Constitutional Court striking down four clauses of the Act in 2024, including the one restricting healthcare access for LGBTQI persons.\n\nMEA have continued to work with faith and traditional leaders to promote gender equality through grassroots mobilisation, working closely with community leaders, faith-based organisations, and traditional authorities. By engaging these key stakeholders, MEA has fostered community ownership of gender-transformative initiatives, ensuring that interventions are culturally relevant and sustainable. In Malawi and Namibia, MEA network partners have been working closely with these religious and traditional leaders to challenge harmful traditional and religious norms related to fatherhood. In several of MEA's country networks, the role of traditional and religious leaders has evolved from passive gatekeepers to active advocates and innovators. Tools like the Engaging Men in the Elimination of Child Marriage manual empowered religious and traditional leaders in countries like Nigeria and Kenya to commit to ending harmful practices such as unsafe abortion and FGM within their communities. This commitment deepened further as the period progressed: in Liberia, the National Council of Chiefs and Elders declared a ban on FGM in February 2023, directly preceded by MEA's policy scorecard mapping FGM legislation across five countries and capacity support to traditional leaders. In Malawi, a traditional leader transformed from a passive witness to the high maternal mortality caused by unsafe abortions into an active lobbyist for a new abortion law now expected to be adopted. In Uganda, traditional leaders in the Lango sub-region documented and disseminated local proverbs adapted to communicate SRHR and GBV prevention demonstrating that traditional leaders can function as innovators in norm change. The MenCare campaign, led by Sonke, has grown throughout the period to link approximately 50 organisations in 18 countries, attracting co-funders including ADA, GIZ, Save the Children and Generation Gender, making it a sustainable platform that continues beyond individual funding cycles.\n\nMEA partners have further actively been engaging men as caregivers and fathers through advocacy initiatives at both local and national levels in 20 countries. Together with key partners, including Equimundo, Save the Children, Rutgers, and MEA Global, MenEngage Africa has developed a series of State of the World Fathers reports and country reports with specific recommendations for shifting norms towards promoting positive parenting, parental leave policies, recognition, and redistribution of care work, with Rwanda and Zimbabwe joining the research initiative in 2023. The cumulative impact of this research became visible when the State of South Africa Fathers Report was cited in the Van Wyk case, a South African labour court case in which the High Court declared parts of labour legislation unconstitutional for discriminating against parents, an unusually clear example of research leading to legal change.\n\nStrategic Area 2: Accountability\n\nMEA further continued its work on strengthening accountability to the sector, meaning that MEA and its country networks shall be held accountable to the SRHR, women's rights and gender justice movements, through policies and practices that are based on solidarity, equality, justice and feminist principles. Through a co-creation process coordinated by the Men Engage Global Alliance Secretariat and in collaboration with women's rights and gender justice partners to align with broader feminist principles, MEA participated in developing the MenEngage Accountability framework in 2023. The purpose of the framework is to ensure that MEA's actions directly respond to the priorities and needs identified by these movements, maintaining a focus on gender equality and social justice. MEA secretariat hosts regular dialogues and capacity-building sessions on Accountability Standards and Guidelines for its members.\n\nThe sessions provide reflection, learning, and improvement opportunities, helping network members enhance their understanding of accountability and to effectively apply the principles in their work. As a result of popularising the accountability framework among members, the secretariat and the regional steering committee have received an increasing amount of reports of sexual harassment and fraud and have investigated several cases from country networks and successfully implemented the recommendations in the investigation reports. This is an unexpected but significant result: an increase in reporting is a sign of norm change that the network's own members are now holding each other accountable in ways that were not previously possible. This shift in accountability culture is further reflected in changes to MEA's own leadership structures: during 2021-2023 a woman was elected as regional steering committee chair for the first time, followed in 2023 by the election of a gender non-conforming person from the LGBTQI community as chair, and the youth steering committee chair is now an LGBTQI person, a change in which voices shape the network's priorities. At the country level, capacity development has been uneven but with clear progress: HANDLE South Sudan, one of MEA's country network secretariats, was previously assessed by Sonke as having limited financial management capacity, but progressed to become a model of financial governance with five new policy documents, a computerised accounting system, and zero errors across two consecutive audits. \n\nStrategic Area 3: Partnerships\n\nThe capacity building has included comprehensive capacity assessments for MEA partners, revealing substantial gaps in understanding and implementing the Gender Transformative Approach (GTA). To address the gaps MEA secretariat carried out in person trainings and linked partners to global dialogues on various topics to facilitate knowledge exchange. The secretariat further conducted strength assessments across MEA country networks to evaluate each networks and member organisations capacitity. The MEA secretariat further provided technical support on GTA implementation to various strategic partners, including Rutgers, Plan Finland, IAMANEH Sweis, Concern Worldwide, and UN Women. The various trainings led to MEA developing a checklist for integrating the transformation of masculinities into project activities.\n\nMEA has throughout the period worked to strengthen youth leadership and meaningful participation, with young people progressively moving from beneficiaries to co-creators of change. Initiatives like the 'Power to Youth' and Generation Gender have empowered young people to participate actively in gender justice advocacy and program implementation. MEA youth developed practical tools including the Media toolkit and the \"Meaningful Youth Participation (MYIP) Checklist\", developed in collaboration with CHOICE for Youth, to help organisations engage with young people as partners, stakeholders, and leaders rather than simply beneficiaries. This commitment to youth leadership has yielded concrete results: youth advocates secured formal seats on district health committees in Uganda, and young people in Malawi successfully drove commitments from health facilities on youth-friendly opening hours and accessibility improvements. MATI training cohorts delivered throughout the period, including the 2024 cohort bringing together 25 activists from 18 countries on \"Building Feminist Peace in Africa\", have generated documented behavioural changes among alumni: a Ugandan medical doctor now mobilises men as change agents in reproductive health, a journalist uses media as an advocacy tool, a MATI 2024 fellow in Malawi documented five cases of child marriage he successfully intervened to prevent, and Tendai Kunyelesa from Zimbabwe contributed to national peace and reconciliation processes and led grassroots projects
