The UNDEF-secretariat, under UNOP, will manage the Swedish contribution according to the financial rules and regulations of the United Nations. \n\nThis intervention “Strengthening the voice of civil society” to be implemented by the United Nations Democracy Fund (UNDEF), will contribute to the two strategy objectives; \"Inclusive democratic societies\", and \"Equal rights for all\" with a focus on the first objective and the result \"Increased democratic participation and influence\". UNDEF aims to support projects that promote democracy through the strengthening of capacity of citizens and civil society including enhancing the relation between civil society and government bodies, the inclusion and participation of marginalized segments of society and vulnerable groups, and enhanced south-south cooperation.\n\nIts specific objective is to support projects that strengthen the voice of civil society, promote human rights, and encourage the participation of all groups in democratic processes. Its work is driven by demands from civil society organizations worldwide. Styrelsen inkluderar också två representanter för internationella civilsamhällesorganisationer, för närvarande CIVICUS och Transparency, Accountability & Participation Network. Sverige representeras i styrelsen av den permanenta missionen vid FN i New York på ambassadörsnivå och av Sidas ansvariga handläggare. Genom styrelsen kan Sida och Sveriges regering påverka styrningen av fonden.\n\nDen rådgivande styrelsen träffas två gånger per år. Under dessa möten presenterar UNDEF den årliga budgeten. Baserat på budgeten öppnar UNDEF en årlig utlysning och presenterar sedan en kortlista med projekt i april varje år för godkännande av styrelsen.  Sverige har sedan 2006 bidragit med över 250 MSEK och bidragit med 15 MSEK årligen 2015 - 2017, och genom en kostnadsförlängning 2018 - 2019 med 25 MSEK\nårligen. Detta har möjliggjort stöd till mer än 800 projekt i 140 länder i Afrika, Latinamerika, Asien och Östeuropa. Den totala budgeten för insatsen är cirka 10 MUSD årligen.\n\nSida kommer att underteckna avtalet med United Nations Office for Partnerships (UNOP) för Sveriges räkning. Genom en årlig utlysning för direktstöd till lokala civilsamhällesorganisationer i det globala syd, stödjer UNDEF projekt vilka stärker civila samhällets röst, främjar mänskliga rättigheter och alla människors deltagande i demokratiska processer, samt ett ökat syd-syd samarbete.\nBidragen spänner mellan USD 100 000 till USD 300 000, med ett begränsat antal i senaste utlysningen 2019\u002F2020, på upp till USD 400 000 (fyra-åriga projekt). Sökande måste ansöka om en summa inom detta spann, och inom något av UNDEF:s åtta fokusområden; i) community activism; ii) rättsstatens principer och mänskliga rättigheter; iii) media och yttrandefrihet; iv) ungdomars deltagande; v) kvinnors egenmakt\u002F\njämställdhet; vi) stärka civilsamhällets kapacitet att interagera med stater och myndigheter; vii) verktyg för kunskap, samt viii) valprocesser. Årligen erhåller 40 - 70 sökande organisationer bidrag från UNDEF.\n\nRapporter över resultat och finansiell uppföljning presenteras årligen för styrelsen och alla beslut som påverkar styrningen av fonden eller andra strategiska frågor måste godkännas av styrelsen. Utöver den årliga rapporteringen till styrelsen ska UNDEF under detta avtal årligen tillhandahålla Sida en narrativ och en reviderad finansiell rapport. Anledningen till detta arrangemang är att Sverige bedömt att UNDEF:s rapportering till styrelsen inte till fullo möter Sidas avtalsvillkor. Sida ser dock positivt på möjligheten till mer biståndseffektiv och utökad användning av UNDEF:s rapportering till Sverige under avtalsperioden.\n\nHär utöver utför UN Board of Auditors revision av UNDEF som en del av den övergripande revisionen av FN, inklusive FN:s fonder och program. UN Office of Internal Oversight Services (OIOS) utför dessutom revisioner (performance audits) av UNDEF med ojämna mellanrum. Den senaste gjordes 2016. En ny revision ska genomföras 2020 - 2021. UNDEF är ansvarig för hantering, styrning och kontroll av bidragen genom individuella avtal och uppföljningsplaner med alla samarbetspartners. Throughout the year, UNDEF worked closely with partners at local, regional, and global levels, focusing on capacity building, mentoring, and providing platforms for knowledge sharing and collaboration.\n\n- In 2024, UNDEF began launching Round 18 projects, ultimately funding 25 projects, and\nprepared the call for proposals for Round 19 for publication in early 2025, as agreed at the\nAdvisory Boards meeting in November 2024. The Round 19 call for proposals in February 2025\nyielded 2,277 proposals from civil society organizations across 139 countries.\n\n- In Round 19, the most prominent theme among submitted proposals was Youth Engagement.\nThis was followed by Womens Empowerment, Strengthening Civil Society Capacity for Interaction\nwith Government, Rule of Law and Human Rights and Climate Action.\n\n- In 2024, UNDEF had 106 active projects from Rounds 13 through 18. UNDEF typically carries 2-\nyear projects over a 3-year period, with the last year providing time to gather final reports, for\nevaluations and closure processes.\n\n- In 2024, UNDEF completed 32 projects. This number varies from year to year depending on the\nnumber of projects initiated in previous years, the length of such projects and if they are\nextended or not.\n\n- In 2024, UNDEF completed and published six post-project evaluations. An additional three\nevaluations were ongoing in 2024 but had not yet been published as of 31 December 2024.\n\n- In 2024, UNDEF continuously updated its interactive lesson learned platform with new lessons\nfrom evaluation reports and other project information. This tool is used to enable learning being\nlinked to the wider project cycle and the work of program officers. All new partners must reflect\nlessons learned from previous UNDEF projects in their project proposals, and address how they\nwill consider these lessons.\n\n- Partnerships with UN Entities - The inter-agency working group on democracy support, formed in 2023, continued to \ncollaborate to add coherence to and strengthen democracy work within the UN system and amplify impact in 2024. This\ngroup consists of 10 UN entities and is managed by UNDEF. In 2024, the group collaborated extensively to drive dialogue in\nmultilateral spaces and major global events, such as:\n\nHigh-Level Political Forum (HLPF) - At the High-Level Political Forum (HLPF), UNDEF as part of UN Office for Partnerships, played\nan active role in advocating for SDG 16, highlighting its critical role in creating an environment where all other SDGs can be achieved. The Office facilitated a video message from the UN Deputy-Secretary General to launch the 2nd Global Report on SDG 16  a collaborative effort by UNDP, UNODC and OHCHR.\n\nOn 10 September 2024 UNDEF as part of the UN Office for Partnerships hosted a discussion on \"Navigating AI for Governance and Citizen Engagement\" at United Nations Headquarters, ahead of the International Day of Democracy. The event highlighted the impact of artificial intelligence (AI) on democratic processes, civic engagement, and governance. The discussion, organized in collaboration with UNESCO, UNODC and UNDP, brought together leading experts from civil society, academia, and the United Nations, diving into AI's potential as a game-changing tool for enhancing good governance and the challenges of its fast-paced\nevolution.\n\n- Deliberative Democracy: A gathering for breaking the gridlock - Building on its pioneering project on deliberative democracy and technical handbook, UNDEF has continued to develop its work on citizens assemblies providing financial and technical\nsupport to partners and raising awareness with community of practice at global levels. The Fund hosted a webinar with UNDP as part of its Human Development Report Series on this topic and are building on this technical cooperation on this emerging area of work moving forward.\n\n- Engagement with academia- UNDEF has continued to engage with six New York based universities around its various\noutreach events and opportunities for student engagement. The 2024 International Day of Democracy, as well as high-level UNGA events such as the SDG Lounge session on Growing Local solutions events saw strong student participation. In 2024 through UNDEF leadership participation in high-level events, UNDEF engaged with IE Universitys Center for the Governance of Change (CGC). In 2024 IE University participated in the International Day of Democracy event focused on AI for governance. \n\n- UNDEF continued to support its network of past and present civil society partners. The Fundhosted two opportunities for networking on the sidelines of the Commission for the Status ofWomen and the High-level Political Forum. Both of these events provided opportunities for civilsociety partners to connect, share experiences and engage with the UN system.\n\nFor specific results from the many projects funded - please see
