The region is one of the most affected when it comes to climate change. Drought, deforestation and desertification intensify ongoing conflicts and contribute to new ones. This project is based on the experience gained by UNOPS following the implementation of a similar program (RREP) in Sierra Leone. Following the Government's Sahel initiative, Sida analyzed various energy projects in West Africa to assess alternatives for the project. The above-mentioned RREP project was deemed particularly relevant and a dialogue was therefore initiated with UNOPS to develop a similar project in Liptako Gourma, of which this project is the result.\n\nThe project will be coordinated with another program which is also a result of the Government's Sahel initiative; Cross-border cooperation in Liptako-Gourma, the purpose of this program is development and stabilization in Liptako Gourma. Through geographical coordination and cooperation, Sida expects greater impact for both contributions through.\n\nThe project will help increase the supply of renewable energy in the Liptako Gourma region. It will also contribute to the socio-economic development of the targeted communities. Furthermore, the project will contribute to the development of the legislation and regulations that affect the provision of off-grid energy services by private actors in the three countries. Finally, the effort will support the ALG in its efforts to promote renewable energy and sustainable rural electrification.\n\nThe total project budget is 76 550 000 SEK.\n\nThe project has a transformative approach and is structured around five components.\n\n1. Institutional support for the creation of national platforms for the coordination of renewable energy initiatives and the development of system support for the mapping and monitoring of energy resources.\n\n2. Procurement, installation and commissioning of two mini-grids in each country.\n\n3. Support for improving regulations and policies concerning the energy sector in the three countries\n\n4. Support for local private actors in the renewable energy sector and the development of models for operating mini-grids in an economically sustainable way.\n\n5. Local development of income-generating activities as a result of the increased supply of energy. Initially, an investment will be made in the Clean-Cooking sector.\n\nThe project constitutes an exploratory first phase in planned larger program, it extends over three years. In the subsequent program, other donors and financiers will be invited to help scale up the effects in the entire region by building on the first phase financed by Sweden. The idea is that within the framework of the initiative described here, one should learn, for example, which business models work in order to then be able to apply these on a larger scale. Resultatuppdatering sammanfattar även det underlag som ligger till grund för beslut om förlängning.\n\nBakgrund och kontext\n\nInsatsen Rural Electrification through Renewable Energy Systems in the Liptako Gourma Region verkar i Liptako-Gourma-regionen, ett gränsöverskridande område mellan Burkina Faso, Mali och Niger som under hela projektperioden präglats av utvecklingsmässiga, politiska och säkerhetsrelaterade kriser. Regionen kännetecknas av låg elektrifieringsgrad på landsbygden, begränsad tillgång till grundläggande samhällsservice såsom hälsa och utbildning, hög fattigdom och låg ekonomisk tillväxt. Området är ett av Sahelregionens mest konfliktdrabbade, med närvaro av väpnade grupper, omfattande internflyktingar och kraftigt begränsad rörlighet för både civilbefolkning och offentliga institutioner.\n\nProjektet har påverkats av militärkupper i samtliga tre samarbetsländer. Dessa politiska förändringar har lett till återkommande institutionsförändringar, omorganisationer inom energisektorn, fördröjda beslutsprocesser samt periodvis förändrade relationer till internationella aktörer och givare. Säkerhetsläget har i praktiken begränsat tillträdet till flera projektområden och gjort det nödvändigt att anpassa arbetssätt, bland annat genom ökat beroende av lokala aktörer, reducerad närvaro i fält och justerade tekniska lösningar.\n\nMot denna bakgrund har projektet successivt behövt ompröva både omfattning och genomförandemodeller, särskilt för de mest kapitalkrävande infrastruktursatsningarna. Resultatbedömningen måste därför förstås i ljuset av denna kontext, där projektets bidrag inte enbart mäts i färdigställd fysisk infrastruktur utan även i institutionell kapacitet, policyförändringar, lokalt ägarskap och förmåga till anpassning under extrema förhållanden.\n\n\n\nUppnådda resultat per komponent\n\nKomponent 1: Institutionellt stöd och samordning (UNDP)\n\nI Burkina Faso resulterade projektets stöd i antagandet av ett nytt dekret i oktober 2023 som formellt etablerade ett nationellt samrådsramverk för energisektorns aktörer. Under 2024 operationaliserades denna struktur genom att underkommittéer inrättades, inklusive en särskild underkommitté för landsbygdselektrifiering. Dessa organ har haft mandat att identifiera strukturella hinder för off-grid-lösningar, analysera privata aktörers villkor och föreslå konkreta åtgärder för att underlätta genomförandet av decentraliserade energilösningar.\n\nI Mali bidrog projektet till att återaktivera den intersektoriella samordningskommittén för landsbygdselektrifiering, som tidigare haft begränsad funktion. Under 2024 genomfördes möten och arbetsprocesser som resulterade i förslag till nya arbetsformer och tydligare ansvarsfördelning mellan berörda myndigheter. I Niger ledde motsvarande process till att ett nytt förslag till dekret för en nationell samordningsplattform för off-grid-energi validerades i juni 2024.\n\nUnder denna komponent ligger även utveckling av ett energiinformations- och planeringssystem. Under 2024 tecknades avtal för att utveckla nationella digitala plattformar för planering, upphandling och uppföljning av mini-grid samt för att vidareutveckla den regionala ECOWREX-plattformen. Detta innebär att berörda institutioner nu har tillgång till strukturerad energidata och analysverktyg, vilket väsentligt stärker deras kapacitet att fatta evidensbaserade beslut och samordna framtida investeringar.\n\n\n\nKomponent 2: Off-grid och energiinfrastruktur (UNOPS)\n\nKomponent 2 är projektets mest resursintensiva och tekniskt komplexa del. Ursprungligen planerades sex mini-grids i de tre länderna vilket senare omprioriterats till att istället omfatta en större mini-grid i Burkina Faso och installation av solpaneler för energiförsörjning på ett antal vårdinstanser i Mali och Niger i regionen Liptako-Gourma. Detta p.g.a. av otillräcklig finansiering som rapporterats om tidigare. Byggnationen av mini-grid i Ouada i Burkina Faso har påbörjats och under 2024 uppnåddes följande delresultat:\n\nSlutförda tekniska och geotekniska studier, genomförd och godkänd miljö- och socialkonsekvensbedömning, undertecknade kontrakt för design, byggnation och teknisk översyn, tekniska och elektriska påbörjades arbeten under fjärde kvartalet 2024.\n\nI dagsläget har solpaneler och ställningar börjat komma plats i Ouada där totalt 300 kW produktionskapacitet med en batterikapacitet på 1 000 kWh och ett mini-grid på 18km ska installeras. Även om anläggningen ännu inte är i drift, har projektet därmed nått ett avgörande skede. Detta arbete tillsammans med installation av solenergiförsörjning på utvalda vårdinstanser utgör majoriteten av det återstående arbete för insatsen och kommer att färdigställas under 2026.\n\n\n\nKomponent 3: Regulatoriska reformer (UNDP)\n\nI samtliga tre länder genomfördes DREI-analyser som identifierade centrala investeringsrisker för förnybar energi och mini-grid. Under 2024 omsattes analyserna i praktiken genom att nationella handlingsplaner för riskreducering togs fram och validerades. Projektet genomförde även riktade kapacitetsutvecklingsinsatser för berörda myndigheter, vilket stärkte deras förmåga att analysera finansiella och regulatoriska risker, prioritera reformåtgärder och föra strukturerad dialog med privata aktörer och finansiärer. Detta innebär att institutioner som tidigare saknade verktyg för systematisk riskhantering idag har både metodstöd och handlingsplaner för att främja investeringar i decentraliserad förnybar energi.\n\n \n\nKomponent 4: Stöd till privat sektor inom förnybar energi (UNOPS)\n\nInom komponent 4 har projektet bidragit till förbättrade förutsättningar för privat sektor, även om direkta investeringar ännu är begränsade. Ett konkret resultat är genomförandet av ett privatsektorforum i Burkina Faso under 2024, där nationella och internationella aktörer samlades för att diskutera affärsmodeller, finansiering och drift av mini-nät. Forumet resulterade i ökad synlighet för de särskilda risker och hinder som privata aktörer möter i Liptako-Gourma, stärkt dialog mellan offentliga institutioner, privata företag och finansiella aktörer samt förbättrade förutsättningar för framtida partnerskap.\n\n\n\nKomponent 5: Inkomstgenererande aktiviteter och produktiv energianvändning (UNDP & UNOPS)\n\nUnder 2024 identifierades, i nära samarbete med lokalsamhällen, produktiv användning av energi kopplade till lokala värdekedjor såsom jordbruk, handel och förädling.\n\nI Burkina Faso distribuerades 150 individuella utrustningskit till kvinnor och ungdomar för inkomstgenererande verksamheter.
