Led by HaV, a consortium of partners from Sweden and the WIO region, will focus on strengthening countries surrounding WIO capacities in long term, sustainable marine management, starting with Mozambique, Madagascar, and the Federal Republic of Somalia, but also planning for Tanzania, Kenya and Comoros Islands to join the program.  \n\n“Blue Growth” aims to \"secure or restore the seas, lagoons and inland waters by introducing responsible and sustainable methods for combining economic growth and food security for all conservation of water resources\" FAO (2015). The program will, through increased cross-sectoral governance and marine management, contribute to achieve improved management, utilization and protection of marine resources in WIO and thereby create sustainable growth, poverty reduction and well-being for people and globally and at country level. \n\nIn order to create good conditions for the exchange of experience, relevant learning, an adaptive approach and a clear local foundation, HaV has initiated a close collaboration with a number of Swedish and regional and local partners in the WIO region for this effort. Exemplen måste pga av den korta tiden ses som ett första steg att uppnå outcome nivå, dvs. en mer konsoliderat och auktoriserad förändring på organisatorisk- och\u002Feller institutionell nivå i länderna.\n\nEtt exempel är landteamet på Zanzibar som har etablerat en ny plattform för samarbete som stärker landets förmåga att driva havsplaneringsprocessen framåt. Det handlar om en grupp med representanter från olika ministerier och myndigheter som regelbundet diskuterar harmonisering och delning av data mellan olika myndigheter. Problemenanalysen som gjordes inom ramen för programmet visade på behovet av ett system som tillåter delning av data mellan myndigheter och möjligheten att kunna samla data för att på ett holistiskt sätt kunna planera för användningen av havet. Organisationerna använder sig även av olika tematisk expertis som erhållits genom deltagande i programmet.\n\nEtt annat exempel är landteamet i Mocambique där implementeringsmyndigheten för havsplanering i Moçambique (INAMAR) välkomnade den huvudsakliga idén för förändringsinitiativet från det moçambikiska ITP-teamet, dvs. att övergå från manuell hantering till en digital plattformsprocedur för att bevilja äganderätt för privat användning av maritimt utrymme. Idén har också fått stöd av den Nationella byrån för geospatial utveckling (ADE), med vilken INAMAR för närvarande utvecklar ett samarbetsavtal. \n\nInom ramen för ett förändringsinitiativ i Kenya integrerades havsplanering och blå ekonomi i verksamheten på State Department for Lands and Physical planning.
