Asia hosts a great variety in terms of ethnic groups, cultures, ecosystems, economics and government structures across its sub-regions. Nevertheless, many countries have one thing in common, in that their economies and livelihoods depend heavily on the agricultural sector.In the Asia-Pacific region, around 1 billion people (25,7 per cent) are involved in agriculture.  Family farmers produce 80 per cent of the total food needed to ensure food security in the Asia- Pacific region. (Worldwide, farms of less than 1 hectare account for 72 per cent of all farms, but make up 8 per cent of all agricultural land.) In February 2019, the organisation submitted a first version of the project proposal \"Strengthen Communities Capacity and Build Support and Collaboration to Phase Out Pesticides and Promote Agroecology for a Toxic-Free Asia\" to the Embassy. With the proposal, PANAP aims to take a regional approach to work on these issues. The proposal is estimated to approximately a sum of 17.5 MSEK for a period of 4 years, including an inception and implementation phase.The project aims to reduce the harm caused by highly hazardous pesticides by improving the health and income of farmers, women, youth, agricultural workers and indigenous peoples’ as well as protecting the environment through agroecology. The Project has developed Three interlinked objective to achieve the overall goal with the Project. Immediate objective 1:  Strengthened awareness of small-scale farmers, women, men, girls and boys, indigenous peoples and agricultural workers on the health and environmental impacts of pesticides; and increased capacity to take action on pesticide reduction and implement alternatives to pesticide use.  Outcome 1.1: Increased capacity among communities to carry out participatory research and monitoring through CPAM, providing important evidence base of the impacts of pesticides.Outcome 1.2:  Strengthened women's and men´s capacity and knowledge on impact of pesticides on ecosystems; and health and awareness raised of the benefits of agroecology Immediate objective 2: Reduced use of pesticides and enhanced biodiversity, health benefits and economic returns through agroecology initiatives Outcome 2.1: Awareness created of benefits of agroecology and capacity built among men and women farmers to practice agroecology Immediate objective 3: Pesticide policies at local, national, regional and global levels support the calls and demands of women and men small holder farmers and workers for progressive bans of highly hazardous pesticides and the promotion of agroecology Outcome 3.1: Provided relevant scientific evidence and input to decision-makers at local, national and regional levels to reduce and ban the use of highly hazardous pesticides as well as misuse of pesticides.  Outcome 3.2:  A regional level platform for CSOs, NGOs, regional networks and scientists to exchange knowledge and advocate for agroecology and pesticide reduction and linking up to current regional platforms. The project will take a bottom-up approach; firstly, by engaging communities through participatory research focusing on the management and use of pesticides and its impacts on health and ecosystems. Secondly, by enhancing communities' knowledge and awareness of the impact of pesticides, creating motivation to reduce the use of pesticides and move away from pesticides in favor of agroecology. Thirdly, use the documented and evidence based research to provide important input to decision-makers to take action for a sound management of chemicals in the region.   The project aims to strengthen the regional collaboration on sound chemical management and work with capacity building at national and local level in Cambodia, Lao PDR, Vietnam, Bangladesh and India.",{"lang":211,"value":218},"Kemikalieproduktionen i världen ökar kraftigt. På 50 år har den ökat från under 10 miljoner ton till över 400 miljoner ton per år. Kemikalieanvändningen har starkt bidragit till ett ökat välstånd i många av världens länder, men har även orsakat svåra skador på människors hälsa och i miljön. \n\nI Asien ökar produktionen och användningen av kemikalier och farliga bekämpningsmedel i både det storskaliga och det småskaliga jordbruket i snabb takt.  Överanvändning, okunskap och brister i regelverk, uppföljning och hantering av farliga bekämpningsmedel leder till miljöföroreningar, minskad biologisk mångfald och påverkar människors hälsa.  Handel och produktion av bekämpningsmedel och farliga bekämpningsmedel har gradvis flyttats från Europa till Asien. Kinas förvärv av Syngenta, världens största agrokemiska företag som står för mer än 20% av den globala marknaden för bekämpningsmedel, påskyndar försäljning och användning av bekämpningsmedel i regionen. Dessutom har den starka drivkraften från regeringarna i regionen för ökade investeringar i grödor som palmolja, te, kaffe, bomull, gummi, ris och grönsaker, resulterat i en ökning av användningen av bekämpningsmedel och därmed också till ökad exponering.  Farliga ämnen som endosulfan  och paraquat (båda kategoriserade som mycket farliga bekämpningsmedel, Highly Hazardous Pesticides (HHP) som är begränsade i USA eller Europa är fortfarande tillåtna för bred användning i Kina och andra asiatiska länder, på grund av svag kontroll och brist på sund hantering av kemikalier. Felaktig hantering av bekämpningsmedel på nationell nivå får även konsekvenser i andra länder och resulterar i nedbrytning av ekosystem, förorening av vattenvägar och allvarlig förlust av biologisk mångfald.\n\nKonsekvenserna för småskaliga jordbrukare, jordbruksarbetare, kvinnor, barn och ursprungsbefolkningar är stora, eftersom de är direkt beroende av välfungerande ekosystem för sin överlevnad.  Allvarliga hälsoproblem  som huvudvärk, illamående, hudsjukdomar är vanliga samtidigt som mer långsiktiga skador som cancer och påverkan på människans fortplantning har påvisats. Med en försämrad hälsa begränsas män och kvinnors tillgång till arbetstillfällen och försörjningsmöjligheter, vilket ofta bidrar till en nedåtgående spiral av fattigdom och  ökad sårbarhet.  I många länder i Asien är tillgång till information om effekter och korrekt hantering av bekämpningsmedel också bristfällig, vilket innebär att användningen är ett brott mot rätten till information, hälsa och en god livsmiljö. En förskjutning mot agroekologi som alternativ kan bidra till minskade föroreningar, utsläpp av växthusgaser samt öka mäns och kvinnors motståndskraft mot klimatförändringar.\n\nOrganisationen Pesticide Action Network (PAN) är ett globalt nätverk av civilsamhällesorganisationer som 1982 etablerades som en reaktion på den ökade användningen av bekämpningsmedel i jordbruket och dess negativa påverkan på människors hälsa och på miljön.  Nätverkets syfte är att arbeta för att reducera och avlägsna och förbjuda farliga bekämpningsmedel samt främja hållbara alternativ som agroekologi som ett holistiskt, vetenskapligt förhållningssätt och en rörelse för att få till stånd  ett hållbart jordbruk. PAN är representerade och har regionala centra i Asien och Oceanien, Afrika, Latinamerika, Nordamerika och Europa. \n\nOrganisationen Pesticide Action Network Asia and the Pacific (PANAP) med säte i Malaysia är PANs  regionala centra  i Asien och Oceanien.  PANAPs vision är ett samhälle som bygger på demokratiska värderingar och förespråkar kulturell diversitet, social rättvisa,  jämställdhet samt rättvis fördelning av produktiva resurser och en hållbar miljö. Organisationens målsättning är att stärka gräsrotsorganisationers och folkrörelsers kapacitet i syfte att  reducera farliga bekämpningsmedel,  främja agroekologi  och trygga matsäkerhet. Organisationen arbetar för att öka befolkningens kunskap om sin rätt och tillgång till mark och resurser och kemikaliers inverkan på hälsa och miljö.  PANAP arbetar för att säkra bönders, jordbruksarbetares och ursprungsbefolkningars rättigheter.  Ett speciellt fokus har varit på kvinnor och barn.  PANAP består idag av 108 partnerorganisationer och har ett etablerat nätverk av 400 regionala och globala civilsamhällesorganisationer i regionen.  PANAP har 26 års erfarenhet av att dokumentera användning av bekämpningsmedel och dess effekter på hälsa och miljö, vilket har bidragit med konkret input till viktiga beslut på nationell och global nivå. PANAP har bland annat varit tongivande i Stockholm, Rotterdam och Basel konventionerna och SAICM processen. \n \nMellan 2008-2019 finansierade Sida Kemikalieinspektionens regionala  program ” Towards a Non-Toxic South East Asia” i Sydostasien. Det övergripande målet med programmet var att bidra till minskade risker med kemikalier för människors hälsa och miljö genom förbättrad kemikaliekontroll och hållbar jordbruksproduktion.  PANAP var en av genomförande organisationerna i programmet och uppvisade goda resultat.  När programmet avslutades i slutet av 2018 bestämde sig PANAP för att lämna in ett separat projektförslag till Ambassaden för att fortsätta sin verksamhet.  \n\nI februari 2019 lade organisationen fram en första version av projektförslaget \"Strengthen Communities Capacity and Build Support and Collaboration to Phase Out Pesticides and Promote Agroecology for a Toxic- Free Asia\" till ambassaden. Förslaget beräknas till  ett belopp på 17, 6 MSEK för 4 år, inklusive en inlednings- och implementeringsfas.\n \nProjektets övergripande syfte är att minska användningen av pesticider och främja användningen av agroekologiska metoder samt att verka för stärkta regelverk för reglering av användningen av bekämpningsmedel på nationell, regional och global nivå. Projektet har utvecklat tre resultatområden som är kopplade till flera resultat och ett antal aktiviteter på regional, nationell och lokal nivå för att uppnå projektets övergripande mål.  \n\n 1) öka medvetenheten bland småskaliga jordbrukare, män, kvinnor, flickor och pojkar, ursprungsfolk och lantarbetare om hälso- och miljöeffekter från bekämpningsmedelsanvändning, och att stärka deras förmåga att minska sin egen användning av bekämpningsmedel, \n\n2) minska användningen av bekämpningsmedel och öka den biologiska mångfalden,  inkomst och hälsa från jordbruket genom att främja agroekologiska metoder, \n\n3) lagar och regler som rör bekämpningsmedel ska skydda och  stödja manliga och kvinnliga småskaliga jordbrukare och lantarbetare för successiv utfasning av de farligaste bekämpningsmedlen samt främja agroekologi. \n\nPANAP har utvecklat en nerifrån och upp strategi för att svara upp mot och uppfylla projektets övergripande mål. För det första genom att engagera samhällen i forskning med fokus på hantering och användning av bekämpningsmedel och dess effekter på hälsa och ekosystem. Det här kommer att förbättra samhällets kunskap och medvetenhet om effekterna av bekämpningsmedel, skapa motivation för att minska användningen av bekämpningsmedel samt fasa ut bekämpningsmedel till förmån för agroekologi. Den dokumenterade och evidensbaserade forskningen kommer att  ge viktig input till beslutsfattare för att vidta åtgärder för en sund hantering av kemikalier i regionen.\n\nPANAP genomför projektet tillsammans med lokala organisationer i fyra länder: Indien, Bangladesh, Laos och Vietnam. Urvalet av länderna är baserat på ländernas höga fattigdomsnivå och ett återkommande problem med bekämpningsmedel i jordbruket. Samarbetsorganisationerna kommer att utbilda män och kvinnor  i datainsamling kring pesticidanvändning och dess effekter, stötta dem i datainsamlingen och utbilda dem i agroekologiska metoder. Den insamlade datan kommer att sammanställas i rapporter som kommer att användas för politiskt påverkansarbete på delstats- nationell, regional och global nivå, särskilt i relation till processer kopplade till Basel, Rotterdam och Stockholmskonventionerna och ASEAN.  \n\nAmbassaden har varit i nära dialog med PANAP sedan februari 2019 för att  1) förbättra projektförslaget 2) för att utvärdera organisationens interna ekonomiska kontroll 3) för att ge stöd till organisationen för att stärka styrning och kapacitet i förvaltning och intern kontroll.  Det slutliga projektförslaget inkom till ambassaden den 29 maj 2020.  Projektförslaget består av en uppstartsfas och genomförandefas.  Under uppstartsfasen  avser organisationen att ytterligare stärka partnerskap, etablera \"baselines\" och vidareutveckla resultatramverk, aktiviteter, indikatorer och budget för projektet. To strengthen the awareness and capacity of the target groups on the impacts of pesticides to take action on pesticide reduction and\nalternatives.\n\nCommunity Based Pesticide Action Monitoring (CPAM) training empowered communities to document pesticide related issues and use and engage\ngovernment officials at various levels using evidence from the ground. These trainings have strengthened grassroots advocacy with farmers  especially\nwomen farmers, indigenous communities, youth and CSOs. CPAM findings have provided data from the ground on the use and effects of pesticides which are\nimportant efforts to inform campaigns and policy advocacy strategies to phase out hazardous pesticides. The regional CPAM trainings guided the local level\ntrainings that supported the active participation of women and men farmers in the pesticide monitoring, exceeding the indicator reaching 6,225 respondents\nagainst the target of 4,000 respondents. With the availability of the data from the CPAM findings and documentation, now publicly accessible through CPAM\npublic landing page, the hope is that more researchers, government officials and CSOs will have the opportunity to use the information available.\nPANAP developed the Irene Fernandez Womens Leadership Training (WLT) module and organized three regional WLT sessions as an initiative to empower\nrural women. These trainings enhanced women's leadership skills, deepened their understanding of the political dimensions of pesticide use, and\nstrengthened their awareness of their rights, encouraging them to pursue practical and sustainable alternatives in agriculture and community life. To\nensure wider accessibility and impact, the WLT module was translated into Vietnamese and Bangla, with selected sections made available in Malayalam\nand Laotian. Over 2921 women are now involved in knowledge sharing on agroecology and in the campaigns on pesticide reduction.\n\nObjective 2. To enhance the biodiversity, health benefits, and economic returns through Agroecology initiatives.\n\nAgroecology initiatives promote practices that reduce dependency on agrochemicals and restore ecological balance, soil improvement and fertility and\nbiodiversity. PANAP and partners have continued to train farmers, organise learning exchanges and other initiatives that have led to measurable benefits,\nincluding increased farm biodiversity, improved soil health, and better wellbeing. Through farmer trainings at the local level, the establishment of Field Learning Sites, and communityled exchanges, PANAP and partners empower smallholder and indigenous farmers, especially women, to adopt sustainable,\nclimate resilient farming methods that strengthen food security and community wellbeing. Notably, agroecology farms reported increased biodiversity and\nimproved soil carbon levels, demonstrating tangible environmental benefits. Up to 2024, 8531 farmers (6707 women) were trained in agroecology and 66% or\n5655 of trained farmers are continuing to practise agroecology.\n\nObjective 3. To drive pesticide policies or actions at local, national, regional, and global levels for the phaseout of Highly Hasardous Pesticides (HHP) and the promotion of agroecology.\n\nThe outreach of the Campaign to Protect Our Children (POC) from Toxic Pesticides, alongside broader youth engagement has deepened public\nawareness and institutional understanding of the longterm impacts of pesticides. More than 150,000 people with 146 organisations with 37 schools\nand 19 villages committed to Pesticide Free School. Strategic dissemination of evidence based materials, including briefing papers on HHPs, the need for a\nglobal alliance to address HHPs, documentation on how these pesticides are being used in Asia and targeted reports on chlorpyrifos, paraquat, and their\nalternatives, has supported government officials and has helped equip policymakers in making more informed, progressive reforms on pesticide\nregulation at the regional and global levels. PANAP has focused on the urgent need to phaseout of HHPs in the global and regional efforts on policy advocacy. PANAP inspired PAN International to support human and fund resources to join the global team in the Strategic Approach to International Chemicals Management (SAICM) and Basel, Rotterdam and Stockholm Convention (BRS) processes. In the SAICM beyond 2020 process, PANAP worked to keep important targets on phase out of HHPs, double standards and on alternatives and agroecology to replace these HHPs in the text for discussion and adoption in the International Conference on Chemicals Management. PAN influenced and convinced government officials and other CSOs to support the targets in the new framework  the Global Framework on Chemicals (GFC). These were to phase out HHPs in agriculture effectively prevented all illegal trade and traffic of chemicals and waste notify, regulate or prohibit the export of chemicals they have been prohibited nationally implement policies and programmes to increase support to safer and more sustainable agricultural practices, including agroecology, integrated pest management and the use of nonchemical alternatives, as appropriate. PAN supported the African resolution on HHPs which was adopted in the International Conference on Chemicals Management (ICCM) 5 and we advocated in The Bonn Declaration a paragraph on 'Enhancing the safe production of food, feed, and fiber by preventing, or where not feasible minimising, the adverse impacts of pesticides on health and the environment. PANAP has been following all the technical committees reviewing pesticides for recommendation for possible inclusion in the Stockholm and Rotterdam Conventions. For this project, our focus was on Chlorpyrifos, a children's brain harming and bee harming pesticides. Briefing papers on chlorpyrifos, fact sheets and letter of appeals on chlorpyrifos were sent to the Asian governments particularly, in partners countries and a broad awareness campaigns were also initiated in many countries during the POC campaign. At the end of this project, the decision of the technical committees was to advance chlorpyrifos for inclusion in the Stockholm and Rotterdam Conventions during the Conference of Parties in 2025. In 2024, the U.N. Environment Assembly (UNEA) sixth session adopted a resolution on HHPs called for action by 2035 to phase out the use of the HHPs.\n\nThis was the collaborative efforts of PAN including PANAP that discussed with government delegates that this was a needed action and that the African\nresolution should be supported. It was finally adopted in UNEA and it reinforces the agreement last year of the GFC, and the formation of a Global Alliance on\nHighly Hazardous
