It is primarily researchers who benefit from the program, but the applications that will be developed by researchers are expected to contribute to the conditions for poor people to improve their lives. The program also includes a support to a global program for interdisciplinary research to deepen our understanding of how to develop and scale responsibly (inclusive, rights-based, ethical and sustainable), evidence-based artificial intelligence (AI) and data science methods that support response and recovery of COVID-19 in low-income and middle-income (LMIC) countries. Both the AI4D Africa and AI programs for the COVID-19 response are collaborations with the Canadian Government's State Research Assistance Company, International Development Research Center (IDRC).\n\nIDRC and Sida have since 2017 been discussing co-financing of a program proposal with the aim of entering into a partnership with the AI4D program to strengthen and stimulate research for responsible AI development in Africa. .\n\nThe AI4D program proposal has been developed by IDRC in dialogue with Sida and is a four-year program with a budget of 20M Canadian dollars (approximately 141MSEK). During the preparation, the world was affected by the COVID-19 pandemic and it is proposed to co-finance the two-year program proposal “The COVID-19 Global South AI and Data Innovation Program” as a component of the effort. It is proposed that Sida contribute to the financing of half of the AI4D Africa program's costs during the 2020-2020 activity period and to the AI ??and COVID-19 program with 40% i.e. 28,6MSEK during the 2020-2022 activity period. Sida's agreement with IDRC is four years and for a total of approximately 106MSEK. Among the most significant results has been the programmes ability to attract substantial additional funding and expand in scale. Sidas early support contributed to establishing AI4D as a credible platform, which in turn enabled the mobilisation of large commitments from other donors, most notably the UK Foreign, Commonwealth and Development Office and USAID, allowing the programme to continue and expand into a second phase beyond Sidas funding period. This development represents a major catalytic effect of the contribution which has strengthened the long-term sustainability and reach of the initiative.\n\nIn line with the programmes envisaged results in teh field of policy, AI4D-supported partners have played a visible role in AI governance processes at continental and national levels. This includes direct involvement in the drafting of the African Union AI Continental Strategy, as well as technical contributions to national AI strategies in countries such as Nigeria, South Africa and Kenya. The programme has also resulted in regional policy dialogue on AI and data governance, including engagement with Francophone African countries, as well as participation in African Commission working groups.\n\nWith regard to capacity development, the programme has supported the training and professional development of a growing number of African researchers and practitioners in AI. For example, the ACTS (Kenya) capacity programme supported 56 beneficiaries (22 MSc students, 24 PhD scholars and 10 early career academics) from 22 African public universities in 18 countries, who produced 51 publications. Capacity building results also include the establishment of a first Masters degree programme in AI in Burkina Faso through the CITADEL lab, which trained three cohorts, while also sending seven thesis students to continue their research abroad. In addition, AI4D-supported university laboratories such as the Responsible AI Lab at KNUST in Ghana delivered targeted skills initiatives, including women-focused STEM camps and digital coding programmes.\n\nIn the area of innovation, the programme has supported the development of a number of AI-based solutions addressing development challenges in different sectors. Within health, the Hub for Artificial Intelligence in Maternal, Sexual and Reproductive Health supported ten subgrantee innovators from seven countries who developed chatbots, predictive analytics tools and image analysis algorithms. In agriculture and food systems, AI4AFS-supported projects included the development of AI tools in Nigeria to improve disease detection and irrigation management for pepper crops. In public service delivery, the CITADEL lab in Burkina Faso collaborated with government actors to develop a speech-to-text application aimed at improving access to public services for low-literacy citizens. In the education sector, the RobotsMali initiative produced and translated 180 open-source childrens books into the Bambara language using AI-supported tools and distributed these materials to more than 300 primary school. While much of this remains at early stages of deployment, it illustrates concrete progress in developing applied research and contextually adapted innovation.\n\nThe AI4COVID component of the contribution also produced tangible results during the pandemic period. For example, governments and public health authorities in multiple African countries used AI-based tools developed by the Africa-Canada Artificial Intelligence and Data Innovation Consortium to monitor outbreaks, identify geographic hotspots and support vaccine delivery strategies. In Senegal, programme-supported researchers were contracted by UNESCO to carry out national AI readiness assessments and support the translation of international ethical AI recommendations into
