The programme will also equip communities with tools, systems and know-how to work together to utilize environmentally friendly farming practices and to collectively adapt to climate change. The programme will pilot and implement environmental initiatives and environmentally friendly solutions to combat environmental degradation and climate change. Thus, the programme aims at increasing the resilience of marginalized communities to climate change.\n\nThe programme will support civil society organisations working on the environmental and climate issues in Palestine. Programmet kommer pröva nya metoder och initiativ för miljövänliga lösningar som motverkar miljöförstöring och klimatförändring. Programmet kommer öka motståndskraften mot klimatförändringar hos de marginaliserade lokala samhällena i Palestina.\n\nSida kommer också se över möjligheten till gränsöverskridande samarbete mellan PAIC och israeliska organisationer efter den förberedande fasen (inception phase), då We Effect och deras partners tagit fram mer utvecklade planer om hur ett sådant eventuellt samarbete skulle kunna se ut.\n\nProgrammet kompletterar det arbete med miljö- och klimatfrågor som utförs av Världsbanken och den palestinska miljömyndigheten EQA (Environment Quality Authority) vilket erhåller svenskt stöd.\n\nSida följer upp hela programmets resultat, men lägger särskild vikt vid uppföljningen och dialogen vad gäller: \n1) att We Effect och dess samarbetspartners skall verka i och nå ut till lokala samhällen, samt att för detta arbeta utifrån ett inkluderande \"nedifrån och upp\"-perspektiv.\n2) ansvarsutkrävande (t.ex. rörande Palestinska myndighetens kapacitet som ansvarstagare dvs \"duty bearer\"), \n3) jämställdhet, miljö, klimat och resiliens, \n4) innovation, samt privata sektorns roll för programmet, och\n5) multidimensionell fattigdom.\n\nStyrdokument: \nSida bedömer att programmet är i linje med \"Strategin för Sveriges utvecklingssamarbete med Palestina 2020-2024\". Inom området miljö och klimat efterfrågar strategin arbete för \"Förbättrade möjligheter till hållbar försörjning och hållbart nyttjande av naturresurser\" och \"Utvecklad kapacitet hos myndigheter och civila samhället att bidra till förbättrad miljö samt till ökad motståndskraft mot klimatförändringar\", till vilket programmet i huvudsak bidrar.\n\nDe insatser som genomförs och planeras inom ramen för programmet är anpassade till Palestinas övergripande planeringsdokument; National Policy Agenda (NPA) 2017-2022. NPA nämner vikten av fungerande energi- och vattensektorer som en förutsättning för en fungerande ekonomi. NPA nämner också vikten av lokal samhällsstyrning och kopplingen till att möta behoven i utsatta områden. NPA beskriver möjliga åtgärder för att minska hoten mot miljö och klimat, genom utbyggnad av avloppsvattenrening och sophantering, energieffektivisering och öka andelen förnybar energi. Även den europeiska gemensamma strategin och resultatramverket för stöd till Palestina (European Joint Strategy in support of Palestine 2017-2020) har tydliga prioriteringar vad gäller lokal samhällsstyrning, sophantering, vatten, sanitet och energi, vilket anknyter till programmets arbetsområden.\n\nProgrammets administration: \nWe Effect föreslås vara Sidas avtalspart för programmet och ansvarig för dess administration och uppföljning. De utvalda PAIC medlemsorganisationerna kommer att vara genomförande organisationer för verksamheten i Palestina. Programmet kommer genomföras under överinseende av en styrkommitté (\"Programme Steering Committee\") och en teknisk kommittee (\"Programme Technical Committee\") som leds av We Effect och ARIJ. Det kommer också finnas en rådgivande kommitté (\"Programme Advisory Committee\") som bidrar till verksamheten. \n\nCa 90 procent av Sveriges medel kommer vidareförmedlas av We Effect till verksamhet som genomförs av utvalda PAIC medlemsorganisationer samt till kostnader för revisioner och utvärderingar. Resterande ca 10 procent av budgeten är We Effect förvaltningskostnader för programmet. Sida bedömer att förvaltningskostnaden är hög men tillräckligt kostnadseffektiv med tanke på att det är ett omfattande och komplext program. Alternativet skulle vara mer kostnadsineffektivt; Sverige skulle ingå bilaterala avtal med ett antal organisationer som dels skulle begära ersättning för vissa administrativa omkostnader, dels ta mer arbetsresurser i anspråk. Sverige är i nuläget den enda givaren till programmet.\n\nSida bedömer att den av We Effect presenterade övergripande budgeten avspeglar det aktuella behovet för att genomföra programmet. Sida bedömer också att finansieringsbehovet och budgeten är berättigad och rimlig. \n\nSida bedömer att We Effect har en förvaltningsstruktur och organisation, resurser och expertis för att leverera planerade resultat med god intern styrning och kontroll. Sida bedömer även att det inom We Effect finns resurser och kapacitet att hantera programmets verksamhet, hantera rapportering till och koordinering med givare, samt kunna bedöma genomförandepartners ledningsstruktur och kompetens. Sidas bedömer också att We Effect kunskap och kapacitet att hantera risker är acceptabel. \n\nSom stöd för Sida's bedömningar finns We Effect's programdokument, ett antal av We Effect's styrdokument och systemrevisionen av We Effect (Report on the efficiency audit of We Effect including specific assessments of internal management and control) som genomfördes 2019 av EY. Rights-holders also became more active in environmental decision-making, demonstrating increased civic engagement, greater confidence in engaging local authorities, and growing use of accountability mechanisms such as environmental grievance systems.\n\nAt the institutional level, PAIC members and community-based organisations strengthened their technical capacities, integrated gender-responsive and rights-based approaches into their work, and became more credible and influential actors within the environmental sector. The programme also contributed to stronger local governance through participatory planning processes, community resilience plans, and improved collaboration between local authorities and civil society organisations. Policy-level achievements were more modest, due to structural and political constraints, but included successful policy submissions and increased recognition of civil society expertise by government institutions, helping create entry points for future environmental policy engagement.\n\nThe final evaluation highlighted that the most immediate and visible impacts of ECJP occurred at the community level, where interventions focused on piloting innovative climate-smart solutions and empowering rights-holders to engage in environmental decision-making. It also reported widespread uptake of environmentally sustainable practices introduced by the programme, including composting, eco-gardens, wastewater reuse, and solar technologies.\n\nThe evaluation further pointed to enhanced environmental awareness and civic participation, particularly among women and youth. In Bani Na'im, respondents noted that concepts such as environmental justice, previously perceived as abstract, became tangible through practical interventions such as the wastewater treatment unit and community tree-planting campaigns. In Asira al-Qibliya, youth-led environmental clubs and school gardens facilitated peer-to-peer learning and embedded climate awareness into daily community life. In Jenin, youth and women reported an increased ability to initiate dialogue with local authorities and lead waste management and green economy initiatives.\n\nThis shift from passive awareness to active civic engagement reflects progress along the programmes civic transformation pathway. Moreover, through PENGONs complaint system, 257 environmental grievances were submitted, more than half by women, with 121 cases resolved. This demonstrates growing confidence in institutional accountability mechanisms. According to the evaluation, these examples illustrate a broader shift in attitudes and behaviours, with rights-holders increasingly initiating community-led actions and asserting their rights in the public sphere.\n\nThe evaluation also found that ECJP interventions generated tangible environmental improvements, including pollution reduction, natural resource regeneration, and climate risk mitigation in areas facing acute ecological stress. In Beit Furik, for example, the use of treated wastewater for rose cultivation significantly reduced untreated effluent discharge into local valleys, which had previously contributed to soil contamination and groundwater stress. Implemented by PARC, the initiative introduced a safe reuse model for approximately 90,000 cubic metres of water annually while also improving soil fertility through the nutrient content of treated water. This reduced reliance on chemical fertilisers and promoted more circular water-use practices.\n\nSimilarly, in Asira al-Qibliya, an environmental vulnerability assessment identified dust pollution from nearby quarrying operations as a major concern. In response, community members, supported by PARC and local councils, planted trees across 80 dunams of degraded land using dust-tolerant species to create living green belts. This intervention helped reduce particulate matter, improve microclimatic conditions, and restore ecological cover, while also empowering local womens cooperatives that led awareness activities around environmental restoration.\n\nThe evaluation also demonstrated improvements in livelihoods and household resilience through income-generating activities such as beekeeping, compost production, sustainable agriculture, and local food production. The womens cooperative in Asira al-Qibliya reported increased economic autonomy through local food production and beekeeping, with surplus products sold in nearby markets. PARC supported these efforts by helping identify sustainable packaging techniques and facilitating initial access to retail outlets.\n\nIn Bani Na'im, the introduction of Azolla units and a tree shredder enabled farmers to replace costly chemical inputs with organic alternatives, resulting in higher-quality animal products and measurable cost savings. In Marda, women participating in composting initiatives reported savings on agricultural inputs and began selling excess compost to neighbouring communities. PHG noted that this organic production cycle contributed to household resilience while stimulating informal market activity. These examples demonstrate how environmental interventions also created pathways for livelihood diversification.\n\nThe evaluation further concluded that ECJP generated important social impacts. The programme contributed to greater empowerment, inclusion, and community cohesion, particularly among youth and women. In Bardala, participants highlighted the role of tree planting and rehabilitated public spaces in fostering community pride and collective action. Women reported taking on leadership roles and leading awareness campaigns. In Jenin, rights-holders described ECJP as a turning point in their civic participation, with many young people leading green clubs and environmental initiatives.\n\nAt the policy level, the evaluation concluded that ECJP helped create entry points for civil society engagement in national environmental governance. The programme exceeded its target for joint policy submissions, some of which were formally acknowledged by ministries. However, the depth and sustainability of policy integration remained limited.\n\nThe evaluation noted that proposals such as the pesticide policy paper and the gender-based NDC review were used by the Ministry of Agriculture (MoA) and the Environmental Quality Authority (EQA), respectively. However, these contributions remained largely technical and advisory and did not lead to binding reforms. This highlights an important distinction: ECJP succeeded in securing access and recognition but achieved more limited progress in influencing sustained policy change and accountability.\n\nMore substantial influence was observed in the way ECJP framed environmental justice as a rights-based, gender-responsive, and community-driven issue. Through coordinated submissions under PAIC and the integration of legal, gender, and environmental expertise, the programme modelled a new form of civil society engagement. This approach has since informed other initiatives, including the EU-funded ENDURANCE programme approved in late 2023. Nevertheless, fragmented mandates, political uncertainty, and the absence of formal uptake mechanisms continue to constrain the translation of civil society evidence into policy reform. As such, the evaluation concludes that ECJPs policy influence was foundational, creating space, tools, and visibility for future engagement, while systemic transformation remains a longer-term aspiration.\n\nThe evaluation also found that ECJP contributed to strengthened local governance. The programme enhanced the capacity of local CBOs and LGUs to lead environmental planning and respond to community needs through tools such as Community Resilience Plans, Environmental Vulnerability Assessments, and the Environmental Complaints Manual. In Jenin and Marda, CBOs collaborated directly with local authorities to implement infrastructure improvements, including solar lighting and stormwater management systems. In Asira and Bani Naim, local councils and grassroots associations actively contributed to project identification and oversight, demonstrating increased ownership and coordination capacity.\n\nThis participatory governance model laid important groundwork for future policy alignment. Taken together, the evaluation concludes that these results indicate early signs of community-level transformation through practical innovation, economic empowerment, social inclusion, rights-holder mobilisation, and participatory governance. The direction and nature of these changes are closely aligned with the programmes Theory of Change and contribute to establishing foundations for longer-term systemic impact.\n\nFurthermore, the evaluation found that the programme strengthened institutional systems, built technical capacities, and facilitated partnerships that enabled PAIC members and grassroots CBOs to become more credible actors in the environmental and climate justice sector. PAIC members institutionalised key approaches such as gender mainstreaming, human rights-based approaches (HRBA), and disaster risk reduction, while grassroots organisations evolved from passive recipients into active leaders of local initiatives.\n\nThese developments suggest that ECJP contributed to more than project-level capacity building. It fostered lasting changes in how organisations plan, learn, and collaborate, laying the foundation for stronger civil society leadership in environmental and climate justice. Across all three outcomes, the evaluation observed strong alignment between programme activities and the pathways outlined in the Theory of Change. The combination of institutional strengthening, community mobilisation, and participatory planning contributed to positive behavioural change, improved environmental practices, and increased visibility of environmental justice issues.\n\nFinally, the evaluation found that ECJP was highly relevant to Palestinian national strategies, Sida priorities, and global climate commitments, including NDCs, COP outcomes, and the SDGs. The programme addressed critical environmental and social vulnerabilities, particularly in Area C, through participatory planning and locally tailored interventions. Rights-holders consistently confirmed that interventions responded to real community needs, including access to water, energy, and sustainable agriculture.\n\nUnintended Impacts:\n\nIn addition to its intended results, ECJP generated several positive impacts that were not explicitly included in the programmes logical framework but contributed to broader systemic resilience and institutional positioning.\n\nIncreased institutional legitimacy and donor leverage: Several PAIC members reported that participation in ECJP enhanced their visibility and credibility among public authorities and international donors. For example, LRC indicated that the programme led to new collaboration requests from municipalities and relevant ministries. PAIC members also noted that ECJP contributed to securing new funding opportunities, most notably the ENDURANCE project funded by the EU, which was awarded partly as a result of their involvement in ECJP.\n\nRelevance during periods of crisis: Some ECJP interventions proved unexpectedly effective in helping communities navigate external shocks.
