Overall, 572 HRDs (248 males, 213 females, 85 other and 26 organisations) received protection grants through emergency protection support while a total of 885 individuals (160 males, 226 females, 110 Others, 389 undisclosed) indirectly benefited from the protection grants extended to HRDs. Relatedly, a total of 52 grants (31 males, 21 females) were extended to HRDs through the hub-cities initiative.  \n\nHub Cities: AfricanDefenders continues to maintain safe spaces for human rights defenders across the African continent, boosting of 8 cities that have so far supported 118 HRDs. These safe spaces are in secure locations of; Kampala, Tunis, Accra, Pretoria, Johannesburg, Cape Town, Praia and Abidjan.\n\nAdvocacy and Policy engagement programme\n\nDefendDefenders facilitates the effective engagement of HRDs with regional and international human rights mechanisms- the African Commission on Human and Peoples Rights (ACHPR) and the United Nations Human Rights Council (UN HRC). During this period, we attended and supported human rights defenders to engage at all 3 sessions of the UN HRC in Geneva, and the ACHPR sessions. \n\nUN Human Rights Council DefendDefenders contributed to advocacy engagements at the United Nations Human Rights Council during the 52nd, 53rd and 54th sessions. At the 52nd session, DefendDefenders made seven oral statements at the session. Following sustained advocacy by DefendDefenders along with other NGOs ahead of the sessions, the Council renewed the mandate of the Commission on Human Rights in South Sudan. DefendDefenders also organised a side event on South Sudan that two HRDs from South Sudan who were facilitated to attend the session participated in.\n\nThe UN Human Rights council (HRC) convened an emergency session and resolved to condemn the grave human rights violations in Sudan since the 25 October 2021 coup and most recently, since the breakout of a military conflict between the countrys ruling military coalition on 15 April 2023. The session and the eventual resolution followed an appeal led by DefendDefenders and over 90 other Sudanese, African, and international non-governmental organisations on 26 April 2023 to the members of the HRC to convene a special session on the human rights implications of the conflict, with a view of documenting violations and holding perpetrators accountable.\n\nAhead of HRC53, DefendDefenders alongside 34 other international NGOs called upon the HRC to extend the mandate of the Special Rapporteur on Eritrea, and to maintain focus on the Eritrean governments continued human rights excesses. During the session, we reinforced our advocacy with a statement before the HRC and hope the council will vote for a resolution on the same.\n\nDD also continued advocacy for an investigative mechanism on Sudan as the only antidote to human rights violations that continue to define the conflict that has so far claimed the lives of nearly 3000 people and displaced millions. To reinforce this effort, DefendDefenders organised a side-event on the sidelines of HRC53 with human rights defenders from Sudan to highlight the plight of the Sudan people and the urgent need for unified international intervention.\n\nThe UN Human Rights Council on its 53rd session, adopted a stronger resolution that extended the mandate of the Special Rapporteur on Eritrea and condemned the ongoing human rights violations committed by Eritrean authorities at home and abroad. \n\nFollowing DD's and other relevant actors sustained advocacy before and during the session, for an urgent intervention on the Sudan situation, the council finally acted  resolving to constitute an investigative mechanism on Sudan, which will enable continuous investigation of rights violations for purposes of accountability. \n\nAfrican Commission on Human and Peoples Rights\n\nDefendDefenders supported two staff to participate in the ACHPR75 where they appealed for the commission to do more to end violence and conflict on the continent. In a statement to the session, they also challenged the ACHPR to do more to protect HRDs, highlighting the tragic assassination of Eswatini HRD Thulani Maseko as an example of the ever-present danger faced by HRDs on the continent.\n\nAfricanDefenders and DefendDefenders supported the participation of 40 HRDs from all over Africa including pro-democracy activists, artist-HRDs, young pro-democracy activists, environmental and climate justice campaigners, women HRDs, plus other marginalised and minority groups to attend the proceedings but also avail them with advocacy opportunities.\n\n Research\n\nDefendDefenders conducted and published two research outputs  the first, Against All Odds which documents the resilience of South Sudans women HRDs in light of shrinking civic space, and the second - Looking Back, which reflects on the impact of the Universal Declaration on Human Rights(UDHR) and the UN Declaration on HRDs on the situation of HRDs in Africa.  Both explore the monumental work of HRDs in defending human rights and advocating for greater civic space in their countries.\n\nClaiming Spaces\n\n DefendDefenders in collaboration with the South Sudan Human Rights Defenders Network (SSHRDN), hosted the 13th edition of Claiming Spaces: Tactical Tools for Human Rights Defenders from 15 to 17 November 2023 in Juba, South Sudan. The event brought together HRDs from all over South Sudan, who, over the course of three days, were trained in areas of strategic advocacy, well-being, protection mechanisms and safety. Following the opening session, a joint report of DefendDefenders and SSHRDN, Against All Odds: Assessing the Consequences of Shrinking Civic Space on Women Human Rights Defenders, was launched. \n\nInternational Human Rights Day\n\nOn 8th December DefendDefenders celebrated 75 years of the Universal Declaration of Human Rights, 25 years of the Declaration on Human Rights Defenders, and 18 years of DefendDefenders.The celebration was attended by Ugandas Minister of Justice and Constitutional Affairs Norbert Mao, 13 Ambassadors or delegates, heads of UN bodies, human rights defenders and civil society leaders in Uganda.   The Minister?committed?that his ministry would publish a National Action Plan on Human Rights by March 2024, and invited HRDs and human rights stakeholders to further discuss the Human Rights Defenders Bill currently before the Ugandan Parliament.??\n\nCapacity Building for HRDs\n\nIn 2023, DefendDefenders strengthened the capacities of 411 (W)HRDs (218 females, 192 males, 1 Other) through 30 capacity building events\u002Ftrainings. Out of these, 42 HRDs capacity was built as master trainers in physical and Digital security; Monitoring, Documentation and Reporting (MDR), Advocacy, SAFETAG auditing (Junior), wellbeing and resource mobilization to enable them to continue rolling out similar trainings to other individual HRDs. \n\nUnder the advocacy and policy engagement objective DefendDefenders contributed to advocacy engagements at the United Nations Human Rights Council during the 49 th, 50th and 51st session of the UNHRC. At the 49th session, for example, a resolution was adopted on South Sudan renewing the mandate of the Commission on Human Rights in South Sudan.  A total of 12 (W)HRDs were supported by DefendDefenders to engage at the HRC sessions in 2022.\n\nSimilarly, DefendDefenders and AfricanDefenders engaged in the 71st and 73rd sessions of the African Commission on Human and Peoples Rights (ACHPR). At the 71st session, DefendDefenders and AfricanDefenders submitted 6 oral statements on respective thematic issues during the session.\n\nDefendDefenders has also continued working on HRD work visibility and protection amplified. In this regard, in 2022 DefendDefenders recognized and profiled 12 human rights defenders as HRDs of the month, amplifying and drawing more attention to their outstanding work in the East and Horn of Africa subregion. In addition, DefendDefenders amplified voices and visibility for 42 HRDs through their engagement in different forums at the UNHRC and ACHPRs. These were able to highlight the HRDs situation and advocate for intervention of different mechanisms for the protection of human rights.\n\nUnder the capacity building objective DD contributed to strengthened technical and organisational capacity of the subregional networks and national coalitions and increased capacity of HRDs and their organisations to effectively respond and mitigate imminent risks. In 2022, DefendDefenders strengthened the capacities of 1306 (W)HRDs (649 females, 642 males, 15 transgenders) through 86 capacity building events\u002Ftrainings.
