Organisationens syfte är att arbeta för uppfyllelse av grundläggande medborgerliga och politisk rättigheter i enlighet med Helsingforsavtalet från 1975 och FN:s konvention om medborgerliga och politiska rättigheter (ICCPR). Organisationen har sitt huvudkontor i Stockholm och har kontor i fyra regioner där man är verksam. CRD är verksamma på fyra kontinenter i mer än 30 länder och samarbetar med över 200 organisationer som arbetar med mänskliga rättigheter (MR-organisationer). \n\nCRD:s vision är en värld av demokratiska samhällen i vilka vi alla kan åtnjuta medborgerliga och politiska rättigheter. CRD samarbetar med och stöder människorättsförsvarare som arbetar i några av världens mest repressiva regioner över fyra kontinenter. CRD utökar utrymmet för människorättsförsvarare att verka genom att förbättra säkerheten och kapaciteten hos partners och genom att öka medvetenheten och ansvarsutkrävande i förhållande till medborgerliga och politiska rättigheter. Genom förespråkande, rättstvister och offentliga kampanjer främjar CRD människors rättigheter i de länder där respekten för de mänskliga rättigheterna är som svagast.\n\nSidas bedömning är att CRD har en särskild kompetens för, och lång praktisk erfarenhet av, att arbeta med människorättsförsvarare för att främja mänskliga rättigheter och demokrati i Sverige och internationellt. Med expertis inom juridik, säkerhet och IT utgör CRD en värdefull partner till Sida och kommer att kunna bidra till måluppfyllelse inom Strategin för stöd genom svenska organisationer i det civila samhället 2016-2022 (CSO-strategin). Som ny strategisk partnerorganisation (SPO) till Sida inom CSO-strategin kan CRD även spela en roll som katalysator för att ytterligare stärka strategigenomförandet då organisationens kompetens och unika arbetssätt kan inspirera och bidra till det gemensamma lärandet inom den befintliga grupp av SPO som Sida samarbetar med. \n\nCRD har sex lokalkontor och fyra regionkontor i Asien, Afrika, Västra Balkan och Sydamerika, samt ett kontor för påverkansarbete i Bryssel. Kontoren består av 1-3 anställda, förutom kontoret i Belgrad som har närmare 10 anställda. CRD arbetar mycket nära sina partners som ofta är små och ibland informella och verksamheten utgår ifrån ett rättighetscentrerat arbetssätt med människorättsförsvarares verklighet och prioriteringar i fokus. Fyra målområden styr stödet till alla partners - säkerhet, kapacitet, medvetenhet och ansvarsutkrävande. Stöd ges i form av utbildningar, tekniskt- och ekonomiskt stöd, plattformar för nätverkande och mentorstöd.  \n\nCRD OCH SIDAS SAMARBETE\nCRD har i dagsläget ett flertal stöd från andra samarbetsstrategier och kommer i samband med detta beslut att bli en ny SPO till Sida. Erfarenheter från Sidas samarbete med CRD visar att CRD har utvecklats inom flera områden. Sida har bland annat noterat att CRD utvecklat sina metoder att stötta små och organisatoriskt svaga partners genom flexibla stöd, samt utvecklat kapacitetsstärkande stöd inom påverkansarbete och organisations-\u002Ffinansiell hantering. Det är framsteg som Sida ser positivt på. Samtidigt har Sida också bedömt att det finns en del områden som är mindre tillfredsställande, bland annat har Sida noterat bristande förmåga att rapportera mål på outcome-nivå och att det saknas ett systematiskt arbetssätt att arbeta med perspektivintegrering.  \n\nANSÖKAN FÖR 2020-2023\nSida avser att finansiera den här insatsen under \"CSO-strategin\". Insatsen inkluderar sex geografiska- och två tematiska program. Det övergripande målet för insatsen är att \"bidra till stärkta globala, regionala och nationella mänskliga rättighetsrörelser genom säkerhet, kapacitet, påverkansarbete och medvetandegörande för att ändra förtryckande maktstrukturer och på så sätt säkerställa att myndigheter hålls ansvariga för att respektera demokrati och mänskliga rättigheter\". \n\nAnsökan baseras på CRD:s strategi för 2020-2022. CRD:s förändringsteori utgår från människorättsrörelsens styrka att förändra förtryckande maktstrukturer och att säkerställa att stater hålls ansvariga att respektera demokrati och mänskliga rättigheter. Insatsen fokuserar på ökad medvetenhet, kapacitet och organisering för att stärka människorättsförsvarares möjlighet att kollektivt utmana förtryck. Detta ska uppnås genom kunskapshöjande aktiviteter som hjälper individer att börja utmana förtryckande handlingar. Stärkt kapacitet och säkerhet för MR-organisationer förväntas skapa organisationsstrukturer som i sin tur behövs för att skapa plattformar för effektfullt människorättsarbete.\n\nCRD engagerar, interagerar och samarbetar med en mängd olika typer av aktörer som kan vara formella och informella. Det kan vara individer,  nätverk, koalitioner och traditionella formella MR-organisationer. I regioner där CRD arbetar för att öka säkerheten och kapaciteten hos aktörer, samarbetar CRD primärt med människorättsförsvarare som:\n- verkar självständigt, i nätverk eller i formella organisationer;\n- verkar i repressiva kontexter där de medborgerliga och politiska rättigheterna kränks;\n- har begränsad kapacitet att utföra MR-relaterad verksamhet på grund av bristfällig förmåga att organisera sig;\n- har, eller har potential att, påverka MR-situationen i en lokal- eller regional kontext.\n\nSidas bedömning är att CRD erbjuder relevant och flexibelt stöd till en rad olika typer av aktörer för att stärka respekten för mänskliga rättigheter genom ansvarsutkrävande, organisering och strategiskt påverkansarbete. \n\nI ansökan planerar CRD verksamhet i ca 25 länder, inom sex regionala program och två tematiska program som fokuserar på rättshjälp och säkerhet. Verksamheten fördelas på ca 95 partnerorganisationer och hundratals utsatta individer. Merparten av organisationerna är befintliga partners, medan andra tillkommer under insatsperioden. Verksamheten, både i form av innehåll och storlek, är i huvudsak en fortsättning av pågående verksamhet. \n\nMålen är formulerade på en övergripande nivå eftersom de ska inkludera verksamheten i 25 länder med sina specifika kontexter. De fyra målområdena som presenterats ovan är fokuserade på aktörers kapacitet och medvetande, vilka anges som förutsättningar för att bidra till det övergripande målet, att \"bidra till stärkta globala, regionala och nationella mänskliga rättighetsrörelser genom säkerhet, kapacitet, påverkansarbete och medvetandegörande för att ändra förtryckande maktstrukturer och på så sätt säkerställa att myndigheter hålls ansvariga för att respektera demokrati och mänskliga rättigheter\",  som i sin tur är i centrum för alla aktiviteter som planeras inom insatsen. Målformuleringar och indikatorer för respektive geografiskt- och tematiskt program kommer att färdigställas under insatsens första sex månader, efter konsultation med samarbetspartners i varje region. \n\nEtt av CRD:s huvudsyften är att bygga långsiktigt hållbara nätverk av människorättsförsvarare genom att stötta partners att vara innovativa och flexibla, samt att skapa tillgång till en variation av resurser som finansiellt stöd, nätverkande och möjligheter till kunskaps- och erfarenhetsutbyte. \n\nSida bedömer att ett av CRD:s mervärden är att partners kan dra nytta av varandras erfarenheter, kunskap och nätverk. \n\nANSÖKT BELOPP\nAnsökan samt CRD:s egeninsats, har en total budget på 210 969 572 SEK.  Från Sida söker CRD därmed ett bidrag på totalt 192 304 000 SEK. CRD har ansökt om en stor budgetökning för sin totala verksamhet från ca 100 MSEK för 2020 till 127 MSEK för 2021. Enligt ansökan skulle bidraget från Sida öka med 34% från 2021 till 2022 och med 14% från 2022 till 2023. \n\nANDRA SIDA-STÖD\nCRD får stöd för sin verksamhet från olika avdelningar på Sida om sammanlagt 54 MSEK. CRD:s beroende av Sida-finansiering är stort. För närvarande motsvarar det 54% av CRD:s totala inkomst för 2020, vilket kommer att öka i och med detta beslut. \n\nAndra inkomstkällor 2020 som överstiger 1 MSEK inkluderar Arvsfonden 4,3 MSEK, Utrikesdepartementet 6,6 MSEK, Myndigheten för ungdoms- och civilsamhällesfrågor 2,2 MSEK, Open Society Foundation 7 MSEK och Postkodslotteriet 12,5 MSEK. so-called foreign agents law in Kyrgyzstan, a law which has led to increased repressions and attacks against Human Rights Defenders. Through partnering with lawyers from the country, CRD provided support in legal, fiscal and operational matters for representatives of 66 CSOs in total. Additionally, CRDs support enabled the partner organisation to provide a total of 163 individual consultations related to different aspects of the new legislation. The involvement of experienced lawyers and accountants provided CSO staff with tailored advice and practical solutions. As a result, CSO staff gained capacity in navigating complex legal and financial systems, improved their ability to adapt to changing legislation, increased networking and peer support.\n\n- There was a noticeable increase in requests for psychosocial and legal support with CRDs Emergency Fund, driven by a rise in arbitrary arrests, harassment, imprisonment, and other forms of persecution against Human Rights Defenders (HRD). In response to this, CRD was able to provide rapid assistance to 1,459 HRDs across 34 countries during 2024. As a result of CRDs Emergency Fund support, these HRDs are able to continue their human rights work with improved security.\n\n- Through the support of CRD to its partner in Serbia, the Serbia Crime and Corruption Reporting Network were able to expose corrupt links between state actors and organized crime through investigative reporting, which generated large public interest and interaction, with stories viewed over a million times and extensively republished by other media outlets.\n\n- In Georgia CRDs partner organisation Georgian Democracy Initiative litigated seven cases at the European Court of Human Rights, primarily focusing on violations of freedom of expression and assembly, prohibition of torture and advocated for a justice system that is more effectively promoting greater accountability and transparency in the country. In doing so, they sought to restore individual rights, protect critical media, and defend the rights of civic activists and discriminated
