Arbetet med ökad vattentrygghet relaterar också till andra frågor där vattenbrist kan vara en bidragande orsak till svåra levnadsförhållanden som driver på migration samt risker för vattenburna sjukdomar med stor påverkan på hälsa och välstånd.\nGWP:s strategi för 2020--2025\nGWP:s strategi,Mobilising for a Water Secure World, löper mellan 2020-2025. Utifrån målen som definieras i strategin vill GWP bidra till att betydande framsteg görs för vattenrelaterade SDGs i 60 länder och i 20 gränsöverskridande områden och därmed nå en sammanlagd befolkning på över 4 miljarder människor. GWP har också för avsikt att stimulera och verka för att 10 miljarder Euro från statliga och privata källor investeras i vattenrelaterade aktiviteter under strategiperioden.\nStrategin är indelad i tre huvudområden inom vilka aktiviteter ska implementeras:\n1. Vattenlösningar på utvecklingsutmaningar i enlighet med SDG-målet 6.5\u002F integrerad vattenresursförvaltning på alla nivåer, när så är lämpligt genom gränsöverskridande samarbete;\n2. Klimatresilient utveckling;\n3. Gränsöverskridande vattenförvaltning. \n\nStrategin har även tre tvärgående perspektiv: bidra till jämställdhet, mobilisera unga samt engagera privatsektorn. \n\nEfter varje huvudområde presenterar GWP visionen om måluppfyllelse för strategin.\n\nFör område 1: Mer än 100 vattenrelaterade policies, lagar, institutionella arrangemang som inkorporerar principerna om IWRM antagna på regional, nationell och lokalnivå. Mer än 30 godkända investeringsplaner och budgetåtaganden kopplade till policyer, planer och strategier som integrerar vattensäker utveckling. GWP har influerat mer än 780 Euro i mobiliserad kapital för vattenrelaterade investeringar.\nFör område 2: Mer än 25 länder har tillgång till klimatfinansiering för att implementera vatteninformerade nationella anpassningsplaner och integrerade planer för översvämning och torka. Investeringar på mer än 1 miljard Euro som direkt stöder klimatresilient vattenhantering och infrastruktur som baseras på inkluderande och effektiva vattenförvaltningssystem.  \nFör område 3: Mer än 20 nya avtal, åtaganden och arrangemang för gränsöverskridande vattensamarbete genom GWP:s roll som facilitator av gränsöverskridande dialog. Mer är 20 institutioner för gränsöverskridande vattensamarbete stärkta eller etablerade med stöd från GWP med mandat att koordinera vattenresursförvaltning över gränser. \n\nArbetet att genomföra GWPs strategi beskrivs i en affärsplan. Den första gällde för åren 2020-2022 och den nuvarande gäller för 2023 -2025. Affärsplanen innehåller också mätbara mål för verksamheten. I den första affärsplanen förutsågs kraftigt ökande finansiering för GWP vilket inte har realiserats. Planen för 2023-2025 har därför anpassats till ett mer realistiskt budgetscenario.\nGWP:s arbete genomförs främst via organisationens nätverk där det ingår 77 ackrediterade nationella vattenpartnerskap (CWP) och 13 regionala vattenpartnerskap (RWP). Finansieringen ska stärka ländernas motståndskraft mot klimatförändringar genom vattenrelaterade åtgärder.  \n-Genom programmet Water, Climate and Development Program (WACDEP) upprättat av African Ministers Council on Water (AMCOW) och som genomförs av GWP har flera länder fått hjälp att ta fram planer för klimatanpassning samt att få finansiering för dessa planer från andra finansiärer (GEF).\n- GWP genomförde kapacitetsutveckling för övervakning av översvämningar i realtid i Botswana, Moçambique, Sydafrika och Zimbabwe, vilket förde dessa länder ett steg närmare operationalisera ett system för översvämnings-prognoser och tidig varning i sina avrinningsområden.\n- GWP har även bidragit till att ta fram planer för att hantera torka i Armenien och Kosovo.\nCap-Net (som drivs av GWPO) och det bredare GWP-nätverket har under flera år samarbetat kring kapacitetsutveckling för hållbar förvaltning av vattenresurser och för att utforma och implementera behovsbaserad kunskap för vattenprofessionella runt om i världen. Några exempel från 2023 är: Gemensam organisation av distanskursen om beslutsstöd och åtgärder mot översvämningar och torka samt tidig varning i Volta Basin, i samarbete med Volta Basin Authority och WMO och samarbete kring den virtuella utbildningskursen om övervakning av IWRM på kommunal nivå i Centralamerika.\n- Afrikanska unionens kommission och den internationella högnivåpanelen om vatteninvesteringar för Afrika lanserade en handlingsplan för att öka finansieringen till vattensektorn och klimatresilient infrastruktur vid ett sidoevenemang till COP28 som GWP Southern Africa stod värd för i december 2023.\n- GWPO utvecklade också en framgångsrik ansökan till GCF som resulterade i ett bidrag på 1,5 miljoner USD från \"Project Preparation Facility\" till GWP Southern Africa för ett regionalt vatteninvesteringsprogram som omfattar 13 länder i Southern Africa Development Community, SADC.\n- Programmet WACDEP-G genomfördes i Benin, Kamerun, Tunisien, Uganda och Zambia och bidrog till att främja jämställdhet genom att strategiskt integrera jämställdhetstransformerande planering och beslutsfattande i klimatresilienta vatteninfrastrukturprojekt.\n\nExempel på resultat som bidrar till att Stärka vattenresursförvaltning genom global policypåverkan, normativ dialog och kapacitetsstärkande insatser är;\n- Under enbart 2023 har GWP globalt medverkat till att 55 olika lagar och föreskrifter för vattenförvaltning har förbättrats, att 22 nya planer och strategier tagits fram för olika avrinningsområden, samt hjälpt till med att ta fram 17 investeringsplaner, strategier och budgetåtaganden.\n- GWP var en katalytisk närvaro vid FN:s vattenkonferens 2023 och engagerade sitt omfattande nätverk i att leda och sammankalla 26 officiella sidoevenemang. Tillsammans med sitt nätverk lämnade GWP in eller samarbetade med andra organisationer för att lämna in över 35 åtaganden till Water Actions Agenda.\n- I Medelhavsområdet har GWP i samarbete med EU, GEF och NEP, ordnat ett regionalt toppmöte om Vatten-Energi-Livsmedel-Ekosystem (WEFE) som hölls i Marocko i juni 2023 och samlade 160 deltagare från 15 länder. Efter toppmötet har GWP med stöd av GEF inlett utarbetandet av en WEFE nexus-strategi i Medelhavsområdet med källa till hav-ansats och startat en dialogprocess som omfattar tekniska utvärderingar, handlingsplaner och investeringsvägledning för att främja framsteg på nationell nivå i flera Medelhavsländer.\n- Genom SDG 6 IWRM Support Programme hjälper GWP regeringar i att ta fram nationella planer för integrerad vattenresursförvaltning som möjliggör mätning mot SDG-indikatorn. GWPs roll är att bidra med råd och stöd för samverkan mellan olika aktörer samt medverka i utformningen och genomförandet av de beslutade handlings- och investeringsplanerna. \n- Under 2023 hjälpte GWP regeringarna i 67 länder att underlätta samråd med flera intressenter för att fastställa statusen för SDG-indikator 6.5.1 om IWRM, vilket involverade över 2 600 intressenter i processen. GWP lanserade också ett nytt onlineverktyg för att samla in synpunkter från flera intressenter om indikatorn på IWRM Action Hub, ett verktyg som användes av 13 länder.\n- GWP hjälpte regeringarna i Nordmakedonien, Nicaragua, Botswana, Paraguay och Tunisien att formulera handlingsplaner som baseras på resultaten av SDG-indikator 6.5.1 övervakning och representerar lämpliga svar från flera intressenter på utmaningar inom vattenresurshantering.\n- GWP, som en del av sitt bidrag till SDG 6 IWRM Support Programme, slutförde en studie med Tanzanias vattenministerium för att belysa värdet av vatten för Tanzanias ekonomi i tre sektorer, och drog slutsatsen att dessa tre sektorer ensamma bidrar med minst 3,31 procent till ekonomin. Denna studie var den första i sitt slag och skapar en modell för andra länder att följa.\n- Även på uppdrag av SDG 6 IWRM Support Programme genomförde GWP en Learning Journey om finansiering av vattensäkerhet genom sin Community of Practice på IWRM Action Hub, med över 350 deltagare genom online-evenemang, blogginlägg, onlinediskussioner med mera, för att komma överens om fyra nyckelbudskap om hur man kan öka finansieringen av vattensäkerhet, med stöd av konkreta exempel och fallstudier.\n- Programmet Global Water Leadership in a Changing Climate (GWL) har arbetat i tio länder med att sammanföra viktiga intressenter och beslutsfattare från två pelare inom vattenförvaltning - vattenresurser samt vatten och sanitet - för att utveckla holistiska, integrerade policyer och planer för att förbättra den nationella vatten- och klimatresiliensen. Några exempel från 2023 är GWL:s arbete i Uganda för att stärka kapaciteten för klimatfinansiering hos olika intressenter och i Rwanda gavs stöd till två distrikt för att integrera vatten i markanvändningsplaner.\n- GWP har även arbetat globalt med att stärka jämlikhetsaspekter och hänsyn till kvinnors behov i framtagande av vattenförvaltningsplaner i partnerländerna. GWP genomförde under 2023 ett pilotprojekt med en checklista för jämställdhetsintegrering i Uganda, Kamerun och Libanon för att säkerställa att jämställdhet är en central del av övervakningen och uppnåendet av SDG 6\n- GWP har bidragit till att främja gränsöverskridande samarbeten samt stärka arbete kring kopplingarna mellan vattenresursförvaltning och konfliktförebyggande. Ett exempel är att GWP Södra Afrika gav stöd till Mocambiques och Zimbabwes regeringar i förhandlingen om ett avtal mellan länderna om Savefloden och även i etablerandet av en gemensam förvaltningsorganisation för floderna Busi, Save och Pungwe. Arbetet skedde med stöd av GEF och IUCN med GWP som implementerande partner.\n- Ett exempel på resultat för förbättrad vattenkvalitet och minskade föroreningar och utsläpp, från t.ex. plast, jordbruket, läkemedel, avloppsvatten från städer, med en källa-till-hav ansats är att GWP i Öst- och Central Europa har GWP genom sitt nätverk bidragit till processer för att mobilisera kapital för
