The improvements in voter registration, material procurement, and gender-sensitive training aligned well with the programs objectives. For instance, by improving voter registration the accuracy and efficiency also improved. Furthermore, by providing ballots and forms, this contributed to transparency and efficiency.\n\nHowever, challenges such as the incomplete implementation of the aims targeting inclusiveness for vulnerable group limited the success of the program. For instance, the UN Women production of a documentary on women in elections and the development for procedures for IDPs to vote were both not fully implemented. \n\nTo conclude, the program successfully worked to increase transperancy and efficency, while the objective for inclusiveness was not fully successfull. \n \n\nObjective 2: The capacity of the National Electoral Board of Ethiopia (NEBE) in conducting public outreach and external communication, including engagement with media and other key electoral stakeholders, is enhanced.\n\nThe project fostered a collaborative, multi-stakeholder framework for electoral support. In fact, the project managed to involve more than 400 internal and external electoral stakeholders. This helped to increase trust in the electoral process and expose different actors to one anothers experiences.\n\nHowever, challenges remained in fully enhancing NEBEs capacity for public outreach and external communication, particularly in terms of media engagement and the awareness of electoral information. In the light of low media scrutiny during the national election in 2020 and the terminal reports assessment that more targeted efforts to the media was needed, Sida deems that a more holistic approach of NEBEs work would have been more successful. To conclude, by ensuring that all actors are equipped with necessary information to engage effectively in the electoral process, the project would be better positioned to promote transparency, inclusiveness, and accountability in future elections.\n\n\nObjective 3:  The capacity of the National Electoral Board of Ethiopia (NEBE) and other key stakeholders to identify, manage and respond to electoral violence enhanced.\n\nTo begin with, the context for this objective was highly challenging due to rapidly changing political, security, and electoral conditions. This impacted dramatically the elections and the project implementation. Security issues affected multiple regions during the implementation period, and elections were only held in June 2021, although areas like Tigray and Benishangul Gumuz were unable to participate due to ongoing conflict. This led to frequent changes in work plans and delays in preparations for NEBE and other electoral stakeholders, including civil society and political parties.\n\nFurthermore, although the program completed a conflict mapping, the terminal report by UNDP assesses that the actions to prevent and mitigate electoral violence should have been reassessed. While NEBE led the coordination of national electoral efforts, there are other bodies responsible for security management in Ethiopia. The report concluded that NEBE may not be the most appropriate body to gather, hold and respond to security-related information. The report assessed that it may have been advantageous to re-evaluate this project component at an earlier stage.\n\nDue to these reasons, Sida concludes that the objective is partly achieved. NEBE showed a capacity to respond to increased violence that threatened elections. However, to fully identify, manage and respond to electoral violence, SIDA believes that NEBE mandate would then have to be to be modified.\n\nConclusion:\n\nThe final evaluation report conducted in late 2021 concludeded that 88% of the stakeholders were satisfied with the results of the program. Furthermore, the evaluation also assessed that one year before the end of the program,  45% of the goals were achieved, 35% were partly achieved, 8% were yet to be implemented, 12% were not achieved. \n\nBased on the evaluation report, together with the individual assessment of each objective, Sida concludes that the program was successful with many of its goals achieved or partly achieved. The results of SEEDS programs is therefore viewed as satisfactory.
