Sida has been a core donor to Conciliation Resources since 2004. \n\nCR is an international non-governmental organisation (NGO) specialising in peacebuilding. Since its establishment in 1994, Conciliation Resources has been focusing on understanding conflicts, create linkages between the different groups involved, and ensure that people directly impacted by conflict take part in its resolution. CRs research and analysis provided knowledge to understand and share what works in peacebuilding. For example, in 2022, CR produced a new Accord Spotlight on implementing peace accords sustainably, and as part of a global research programme (XEPT), CR contributed to analysing the impact of climate change on conflict in the border regions in central and West Africa to inform peacebuilding responses.\n\nUnderstanding the links between the climate crisis and conflict has been a priority in many contexts during the period. In 2022, Sida provided additional funding to this area. This initiative was designed as a 21 month project supporting local responses on the intersection between climate and conflict in three contexts (the Philippines, Kashmir and the Ugandan border region), and enabling active learning in order to adapt peace practice to evolving climate conflict challenges. A learning that has come out from the pilots is that\npartnering with environment focused organisations is critical to advance any\nwork at the intersection of conflict and climate change. For example, in SE Asia,\nCR's partnerships with the World Agroforestry organisation, the Global Alliance\nfor a Sustainable Planet, and the International Union for Conservation of Nature, seem to have been helpful for CR to guide this work. Despite the fact that CR had to terminate this initiative earlier as a consequence to the 2023 Sida budget cuts, the pilots have served as a foundation for more strategic work on the intersection conflict-climate across the organisation.\n\n\nThe following are Outcome Harvesting case examples provided to Sida. The give a valuable insight to CR's work over time and what its assessed contribution is. \n\nHorn of Africa Programme - example from Ethiopia\n\nOutcome: Ugaaso Womens Dialogue Space was invited into leadership positions in several regional policy initiatives\n\nChange that occurred: The Somali Non-State Actors Coalition (SONSAC), Coalition for Womens Voice in the National Dialogue (CWVND), and Jigjiga City Administration (JCA) created more space for womens leadership and voices to be included in the design and implementation of policy development and implementation initiatives. In the first case, SONSAC appointed Ugaaso Womens Dialogue Space (WDS) as Chair of their Board in January 2024. In the second case, the CWVND elected Ugaaso as a member of its national steering committee in September 2023. In the third, the JCA included Ugaaso as a member of their advisory council in February 2024.\n\nSignificance: These changes enable Ugaaso to infuse womens perspectives into various initiatives undertaken by SONSAC, the CWVND and JCA. This will facilitate implementation of political and social policies that better reflect the interests of women and marginalised groups. The SONSAC and JCA changes are particularly significant given they reflect sustained changes in fundamental governance arrangements for the respective institutions and set an important precedent for womens inclusion, rather than a one-off change in individual behaviours or relationships. The increasing popularity and growing network of Ugaaso will also provide it with a platform from which to broaden its influence and advocacy efforts, thereby having a catalytic effect on womens inclusion and participation in governance and peace processes.\n\nContribution: These recent developments build on years of engagement by CR and its partner KasmoDev to support women from the Somalia Regional State to convene, organise and influence more effectively. In 20192020, CR and KasmoDev convened three strategic dialogues for women from across political divides to discuss barriers to womens political participation. Based on the outcomes of these discussions and a subsequent report that was finalised in 2020, CR and KasmoDev launched the first WDS in early 2021, with the first meetings bringing together members of all registered political parties, MPs, representatives of religious groups, government officials, civil society members, including victims and survivors groups, members of Jigjiga University, and women from the diaspora. This was later formalised when the WDS decided to register Ugaaso as a CSO to ensure the sustainability and continuity of their efforts in mid-2023. CR and KasmoDev have since facilitated experience-sharing visits both within Ethiopia and abroad, enabling Ugaaso members to learn from others who have experience in advocating for womens inclusion. We have also assisted Ugaaso with conducting analytical work to assess the progress made by women and the challenges they face to inform their engagement with key institutions, including those relating to this change.\n\n\n\nSouth Caucasus Programme - example from Armenia\u002FAzerbaijan\n\nOutcome: Civil society partners in Armenia and Azerbaijan are improving collaboration and strengthening their cohesion and unity\n\nChange that occurred: Civil society partners in Armenia and Azerbaijan more actively communicate, collaborate, deconflict plans, strategically engage each other's networks, and when useful, deliver joint activities much more more before the project started, and particularly more so than before the military campaign in 2023, catalyzed by partner events or all-consortium events that fostered mutual interest and deeper engagement.\n\nSignificance: The fact that some actors in the CR-led consortium have initiated expanded direct contacts, and have pooled thinking, energies and sometimes partnered on activities marks a major shift in the internal cohesion and unity of effort among sub-groupings within these parts of Armenian and Azerbaijani civil society. It does not involve all partners equally and emerged partially in response to CRs leadership and the engagement opportunities it structured for consortium partners that some partners acted on more than others. The increase in interaction among peacebuilding stakeholders has meant more cohesion between the strategies of actors working in different spheres of activity (especially advocacy and community work) and in different geographies.\n\nContribution: CR has been able to leverage its role as consortium lead and grant manager to encourage greater collaboration between consortium members from each side. CR created or supported structured opportunities within the consortium to foster mutual awareness and relationships. These included co-hosting events, hosting voluntary online dialogues, and championing development evaluation activities that provided venues for sharing information about activities and mutual learning. The dynamic resembles a virtuous cycle, where actions taken by the consortium and by some of its partner agencies created positive self-reinforcing actions. Some partner activities are undertaken that prepare the ground for other activities by other partners and there is less clear duplication of
