The Fund seeks to move from global commitments to local implementation by strengthening national institutions, policies, financing systems and partnerships that enable implementation of the CRPD and disability-inclusive SDGs.\n\nA defining feature of the Strategy is the transition from consultation to OPD co-leadership. Across the portfolio, programmes combined technical assistance, practical implementation tools and institutional capacity development, demonstrating continued progress in translating CRPD commitments into institutional practice. Examples of results include: \n\n- In Cambodia, more than 4,500 stakeholders strengthened their capacity to design and implement disability-inclusive policies and services, with 87 percent reporting improved knowledge and skills following training and technical support.\n\n- In Eswatini, disability indicators were integrated into the national Health Management Information System (HMIS) and Education Management Information System (EMIS), while more than 300 health professionals were trained in neonatal disability screening.\n\n- In Guatemala, government institutions, municipalities and OPDs jointly developed disability-inclusive planning tools, accessibility standards and disability data systems to support more inclusive public planning and service delivery.\n\nThe Accelerating Disability Rights in Cambodia programme illustrates these results particularly well. In addition to large-scale capacity development, the programme strengthened six Provincial Disability Action Councils and established 18 District Disability Action Councils, contributing to stronger local ownership and increased budget allocations for disability inclusion. As a result, access to inclusive services increased from 4,995 persons with disabilities in 2021 to 46,487 in 2025, demonstrating how strengthened institutional capacity translated into improved service delivery.\n\nOutcome 2: Gaps in achieving the essential building blocks or preconditions to CRPD implementation are addressed.\nThe reporting demonstrates continued progress in strengthening the policy, governance and institutional foundations required for implementation of the CRPD. Across 36 country programmes, the Fund contributed to 98 regulatory and systems changes, while 22 countries established or strengthened formal mechanisms for OPD participation. In total, 1,323 stakeholders participated in the design, reform and implementation of disability-inclusive policies and systems. Examples of results include: \n\n- In Zimbabwe, the Government operationalised the National Disability Policy through a costed Action Plan, disability-inclusive budgeting tools and strengthened public oversight.\n\n- In Ecuador, the national manual for sexual and reproductive health and gender-based violence services was revised to align with CRPD standards through close collaboration with the Ministry of Health and organisations of persons with disabilities.\n\n- In Fiji, technical assistance supported review of employment legislation and development of proposals to strengthen protection against disability-based discrimination in the labour market.\n\nZimbabwe provides a good example of how policy and institutional reforms can translate into improved public services for persons with disabilities. GDF supported implementation of the National Disability Policy through a costed Action Plan, disability-inclusive budgeting tools and new auditing guidelines adopted by the Office of the Auditor General. Building on these reforms, integrated one-stop centres and mobile outreach services improved access to gender-based violence services for more than 550 women and girls with disabilities during 2025, illustrating how stronger governance and financing systems can lead to better services for rights-holders.\n\nOutcome 3: National development plans and monitoring processes include disability mainstreaming.\nDisability inclusion became increasingly integrated into national development planning and monitoring during 2025. Across the portfolio, 25 countries advanced disability-inclusive UN development and humanitarian programming, 31 countries strengthened disability-inclusive national development planning for the SDGs, and 39 countries established or reinforced formal mechanisms enabling organisations of persons with disabilities (OPDs) to participate in national planning and monitoring processes.
