CHAI in collaboration with Family Health and Nutrition (FHN), provided technical assistance and financial support for community engagement during the pre-planning phase of the annual budgeting process for Ministry of Health (MoH). This ensured that the district plans address the voices and needs of the communities. Over 700 communities participated in the 2022  2025 Medium Term Expenditure Framework (MTEF) planning cycle. CHAI provided financial support and participated in the epidemic preparedness for the Poliomyelitis outbreak and Covid-19 vaccinations. 507,098 children were vaccinated against Poliomyelitis in 2022 in Eastern and Southern provinces.\n\nObjective 2: Adoption of IPCHCS approach in the provision of SRMNCAH&N Services and Improved Human Resources\nCHAI worked with the MoH to ensure the Integrated People-Centered Health Care Services (IPCHCS) principles are integrated into the revised Community Health Strategy document. By the end of year two, the IPCHCS approach had been scaled up to 498 facilities and surrounding communities across the 27 program districts. Together with the MoH, CHAI recruited and deployed the Newborn and Child Health Officer to work closely with the child health unit in coordinating child health interventions on the program. In addition, CHAI continued supporting MoH to finalize the workforce load analysis that started in the first year of the program. Preliminary results at 1st level hospitals in Eastern and Southern provinces indicate a shortage of 22 medical doctors, 39 pharmacists, and 57 pediatric nurses. In the coming year, CHAI will work with MoH to validate these results with the view of influencing the recruitment, deployment\u002Fredeployment of healthcare workers in Eastern and Southern provinces.\n\nObjective 3: Improve Program Performance, Monitoring, and Resource Allocation\nDashboards for the training database were developed to make it easier for district program managers to plan trainings. Furthermore, CHAI supported MoH to develop and configure data validation rules and integrity checks in the DHIS2. This will improve the quality of the Health Management Information System (HMIS). In readiness for the implementation of Results Based Financing (RBF) on the program, CHAI finalized the development of the harmonized RBF model and implementation manual. RBF indicators to be incentivized on the PeaCe health program were selected and costed. All development partners supporting the health sector to implement RBF as a mode of service delivery will use the guidelines and structural arrangements stipulated in the harmonized model.\n\nObjective 4: Improve Documentation, Dissemination and Learning\nCHAI commissioned two research studies during the period under review, with guidance from the PIC. The first study is a systematic review of interventions to improve the timely initiation of antenatal care in the first trimester. The second is a cross-sectional mixed methods study investigating the availability of alternative feeds for managing severe acute malnutrition. Data collection for both studies was finalized, analysis and report writing are underway and will be finalized in year three of the program. Bridging the gap from knowledge to action by implementation of the data to policy (D2P) training program at sub-national levels in Zambia. Six policy briefs were developed through a consultative process with key stakeholders. The policy briefs were used to engage policymakers including parliamentarians at a policy forum held at provincial level. The briefs were about adolescent SRHR, newborn and child survival, early childhood survival and depression after intimate partner violence. CHAI published knowledge products and stories on strengthening SRMNCAH&N services using the IPCHCS model in Zambia across different social media platforms and on the WHO website. Furthermore, CHAI made presentations on IPCHCS, gender, SRMNCAH&N and Navision at various conferences including at the Zambia Health Research Conference (ZHRC), the International Conference for Family Planning (ICFP) held in Thailand and the Global Health Conference (TGHNC) held in South Africa. CHAI also supported the MoH to build capacity of frontline officers in quality improvement and initiating Quality Improvement (QI) projects in 9 districts across the two provinces addressing teenage pregnancy, improving early initiation of antenatal care and many others.\n\nObjective 5. Improve Financial Accountability for PeopleCentered RMNCAH&N Service Delivery.\nCHAI continued to support strengthening MoH public financial management linking budgeting, budget execution and monitoring to sustain people centered SRMNCAH&N service delivery. Together with the MoH joint quarterly technical supportive supervision to troubleshoot technical issues and provide one-on-one support on Navision were conducted. Quarterly compliance monitoring visits integrating the internal auditors at national and sub-national levels were conducted to ensure adherence to financial management regulations. CHAI supported MOH in digitalizing the quarterly report in Navision to reduce the time it takes to collate reports from districts to national level. In 2023, CHAI will deploy and orient the focal point persons on the digitized tool to ensure effective utilization of the report.\n\nObjective 6: Crosscutting areas\nGender transformative programming remained a key priority for the program. Using preliminary findings from the gender analysis, CHAI supported the MoH to develop training manuals for training Health Care Workers (HCWs) and Community-Based Volunteers (CBVs) in gender transformative programming. The training materials were validated and approved by MoH. In 2023, CHAI will conduct a trainers training to establish a pool of trainers at national level. Furthermore, to ensure full integration of gender transformative approaches in its operations and programs, CHAI conducted a training for all 62 CHAI Zambia staff in gender transformative programming. A gender committee was established to ensure gender is mainstreamed in all workplace policies.
