In 2025, a total 87,143 (32,954 adolescent boys and young men, representing 38%, and 54,189 adolescent girls and young women, representing 62%) adolescents and youth were reached by the mentorship approach.\n\nA total of 2,811 AGYW from the safe spaces in Nampula and Zambezia were economically empowered. This included:\n(i) Strengthened the employability skills of 1,004 AGYW between 17-24 years old, in and out of school in partnership with the National Institute of Employment (INEP).\n(ii) Gender Transformative Leadership and Financial Literacy to 2,811 AGYW.\n(iii) Establishment and strengthening of 181 Savings Clubs.\n(iv) Strengthened digital entrepreneurship opportunities for 120 AGYW from the safe spaces resulting in increased financial autonomy and informed decision making.\n\n\n\nOUTCOME 2 - INCREASED AVAILABILITY OF QUALITY INTEGRATED ASRH SERVICES FOR GIRLS AND YOUNG WOMEN\n\nA total of 361 child marriage cases and 90 violence against children (VAC) cases have been identified in nine districts in Nampula and Zambezia. All cases have been referred to services, such as social workers at the district level (SDSMAS) and then, when needed, to the police department for family and minor victims of violence (GAFMVV).\n\nA total of 354 girls identified also received individualized psychological support as well as support through the self-help group (led by the ICDP psychologist based in the district).\n\n\nOUTCOME 3: SCALED UP AND STRENGTHENED DELIVERY OF ACCURATE, RIGHTS-BASED, AND QUALITY SCHOOL-BASED COMPREHENSIVE SEXUALITY EDUCATION (CSE) AND SCHOOL-RELATED GENDER-BASED VIOLENCE (SRGBV) PREVENTION PROGRAMS\n\nComprehensive Sexuality Education (CSE) full package: To support teachers in classroom delivery, various CSE materials have been produced and adapted. The box of these materials are being allocated to each school to support teachers to ensure they are providing quality CSE instruction, based on data, facts, and evidence.\n\n\n\nOUTCOME 4: CAREGIVERS, COMMUNITY AND RELIGIOUS LEADERS ARE ENGAGED IN GENDER AND SOCIAL NORMS CHANGE TO BETTER SUPPORT ADOLESCENT AND YOUNG PEOPLES EMPOWERMENT AND AGENCY AROUND SRHR AND TO PROMOTE UPTAKE OF SERVICES (10-24 ADOLESCENTS AND YOUTH)\n\nSMS BIZ saw an 8% per cent increase in users, reaching over 955,111 users (compared to the 883,900 in the previous year), with information on sexual and reproductive health and rights60 per cent (573,066) male and 40 per cent (382,044) female. The distribution of the subscribers per age group is as follows: 7% were from the age group of 15-19 years; 32% from the age group of 20-24; 43% from the age group of 25-30; 10% from the age group of 31-34; and 8% from the age group of 35.\n\nAs part of community outreach designed by the Adolescent and Youth Participation Platforms, the Festivals of Colors reached close to 4,100 young people in Nampula and Zambezia provinces through talent shows, live radio debates, and edutainment encouraging behavior change to prevent child marriage, teen pregnancies and to promote mental health and education, while fostering youth-led discussions in schools, communities and with local authorities to address child rights violations and explore local solutions.\n\nOver 55,000 community members, including religious and community leaders, parents, and caregivers, were engaged through the Social and Behavior Change (SBC) component of RAPARIGA BIZ to promote SRHR for AGYW and address harmful norms related to GBV and child marriage. These dialogue-based platforms strengthened community accountability, increased awareness, and contributed to growing demand for adolescent-friendly services, including SAAJ, with 129 communities publicly committing to end these practices.\n\nApproximately 807,000 people were reached through SBC media interventions, particularly 48 community radio broadcasts, amplifying key messages on SRHR and GBV prevention. These platforms reinforced positive norms, expanded access to information, and contributed to increased awareness and acceptability of SAAJ services among adolescents and their families.\n\nMore than 6,300 boys and men were engaged as champions of positive masculinity, promoting gender equality and supporting the rights of AGYW. Their active involvement helped shift attitudes, reduce resistance to change, and strengthen community support for SRHR, contributing to increase demand for and uptake of SAAJ services.\n\n\nOUTCOME 5: INCREASED GOVERNANCE, COORDINATION AND EVIDENCE TO IMPROVE THE ASRHR OF AGYW\n\nRegarding the enabling environment, the Programme supported the design and dissemination of the National Action Plan on Demographic Dividend. In collaboration with the Ministry of Youth and Sports and the Ministry of Planning and Development, this document was presented in regional meetings in the North (Nampula), Centre (Dondo, Sofala), and South (Matutuíne, Maputo Province). At the strategic level, the action plan was part of the presentation delivered by the UN during the First Multisector Committee for the Support of the Development of Adolescents and Youth (CIADAJ) Session in November 2025 led by the Minister, entitled Demographic Transition and Demographic Dividend: Status, Challenges and Opportunities.\n\nTwo important documents were approved last year by Parliament and published in the Bulletin of the Republic. The documents include the 5-Year Government Plan for the period of 2025-29 and the National Development Strategy (ENDE 2025-44). The documents highlight training, education, and employment as key to development. These documents were approved with contributions from the Programme, through the National Youth Council (CNJ), which led the consultations in Maputo and in other provinces for the design of these documents. Consultations in Maputo, Cabo Delgado, Nampula, Zambezia, Gaza, and Tete were supported and ensured that topics such as education and employment for the youth were included in both documents, which were achieved successfully.\nFor example, out of the 5 pillars of the ENDE, pillar II on Economic Structural Transformation, on page 596, number 212 (iv) highlights recommendations on promotion of training, development, and employment for the youth. Additionally, page 647 of the 5-Year Government Plan points out that to ensure employment, entrepreneurship, self-employment, and dignified work, there was a need to expand technical and professional training, paid and unpaid pre-professional traineeships for the youth, aligned with the needs of the productive sector.\n\nThe programme supported the realization of the CIADAJ, National Seminar, including all provincial directorates of Youth, Employment, and Sports. One of the key topics of the Seminar was the assessment of the Youth Employment Strategy, an exercise led by the Ministry of Youth and Sports. In the event, participants were recommended to adopt mechanisms to improve the employability environment for young people.\n\nIn partnership with Africa Adolescent and Youth Network (AfriYAN), roundtables in 4 provinces of Mozambique (Cabo Delgado, Nampula, Zambezia, and Maputo) were organized in the scope of the 30th anniversary of the World Programme of Action for Youth (WPAY). The exercise was useful to feed three main exercises, namely, to gather key messages for the High-Level Session on Youth during the General Assembly of the United Nations, the design of the Country Programme Document (CPD 2027-2030), and the 4th Cycle of the Universal Periodic Review (UPR). These consultations resulted in concrete contributions produced by civil society organizations (CSO) to feed the delegation that went to the UN General Assemblys parallel session on youth. Equally, contributions from the consultations were used for the next CPD, as well as the contribution for the preparation of the CSO shadow report on UPR, whose exercise for Mozambique held in May
