IA hade tänkt att då övergå till en rullande strategiprocess fr o m 2022, då tanken var att årligen formulera treåriga strategiplaner som alltså naturligen kan revideras vid nästa strategiuppdatering. På detta sätt var tanken att IA skulle kunna verka mer agilt och vara snabbare i sin respons på frågor och utmaningar som uppstår. Med anledning av den starka påverkan Covid 19-pandemin visat sig ha på det civila samhället har IA beslutat sig för att snabba på övergången till rullande strategi och börja direkt. Därför kommer IA redan från 2020 att övergå till treåriga strategiplaner som revideras varje år. På så sätt får IA en strategiprocess årligen med en treårig horisont. Sida behöver formellt årligen godkänna varje ny strategi eftersom en rullande strategi per definition blir ny men det är en ganska enkel övning. Frågan är indikerad som en dialogfråga. \n\nStrategin syftar till att uppnå tre strategiska mål: achieve, convince och amplify.\n\nAchieve:\n\nIA ska uppnå resultat som är hållbara och inkluderande och till gagn för medborgare. IA vill genom applikationen DevelopmentCheck skapa en återkopplingscykel som stärker hållbarhet och medborgarnas möjlighet att ta del av och påverka beslut i samhället. Man betonar särskilt vikten av att nå de mest marginaliserade. Enligt IA:s resultatramverk siktar det här målet framförallt mot att förändra människors beteenden, både rättighetsbärare och ansvarstagare. IA siktar på att påverka så att ansvarstagare och rättighetsbärare gemensamt bidrar till att åtgärda minst 50 % av de problem som rapporteras (s k fix rate).\n\nAmplify:\n\nIA siktar mot att bygga partnerskap för att öka, pröva och utvärdera sina aktiviteter. Genom att samarbeta med andra organisationer kan IA:s metod användas, spridas och utvecklas. Genom att testa innovationer i pilotprojekt får man idéer som sedan skalas upp, ibland med hjälp av större partner, och genererar erfarenheter i större skala som därefter systematiskt utvärderas. Detta innebär också att IA måste vara i teknologisk framkant och ha en rimlig lösning för mobilteknologi i sina verksamhetsområden.\n\nIA avser att söka samarbeten med starkare nationella organisationer för att kunna nå skalbarhet i sina projekt. Tanken är att genom att dra lärdomar från lokal nivå kan IA se att det finns lösningar som ligger bortanför den lokala kontexten, t ex utbetalningar av lärarlöner. Genom att föra dialog om den iakttagelsen med beslutsfattare på regional eller nationell nivå hoppas IA nåbredare och även kunna påverka fler än de rättighetsbärare som är omedelbart berörda av IA:s projekt. Ett samarbete med starkare aktörer kan också vara nödvändigt när det gäller att granska tekniskt mer komplicerade projekt, så som t ex infrastruktursatsningar. \n\nConvince:\n\nIA:s ambition är att bevisa värdet av öppna och allmänna återkopplingsmekanismer för att inspirera andra aktörer till liknande lösningar. För att kunna göra detta kommer IA samla in evidens för fördelarna genom applikationen DevelopmentCheck, framförallt med avseende på ekonomi, miljö och sociala faktorer. Appen ska vara en naturlig rapporteringskanal för både medborgare och beslutsfattare. This means that some targets were, unfortunately not met.\"\n\nAchieve: Objective 1, Achieve results for citizens that maximise quality, durability and inclusivity\n\nSida notes that Integrity Action themselves state the following regarding Objective 1 Achieve (the annex report to Sida, p.3): \"Wherever we implement programmes, we witness positive outcomes and impact. In addition to that, the way we design and implement programmes is highly ethical and based on our justice approach. The evaluation of Integrity Clubs and the Children Resilience Fund provide us with evidence; in addition to this, anecdotal and informal feedback have also backed the quality and impact of our programming. However, the scale of our programmes is still too small to test other assumptions.\"\n\nSida understands the situation and why this is happening. Sida agrees with the analysis above that the scale of IA's programmes is still too small. Sida will expect more positive results for the final year (July25-June 2026). \n\nSida notes that IA have had operations in Ukraine, Kenya and South Africa during the operational year. There has also been a Green Accountability accelerator pilot for citizen centered accountability (the CCA model) in green sector during 6 months. All, but Ukraine, are still rather small-scale projects though. When asked, IA says there were only 30 monitors active in the year.. See below.\n\nOne example of an activity under Objective 1: Implement IA's newly-developed model for citizen monitoring of carbon markets in at least one initiative\" Status by IA: A pilot was ready in Nigeria, but due to licencing delays caused by standar issuer Verra, it hasn't started yet. We have engaged stakeholders in looking for the alternative sites.\" This example is somewhat illustrating for how the operations have been under Objective 1. \n\nSida asked follow-up questions in the Annual Review Meeting in March 2026, regarding the actual figures. \n\n* The actual number of monitors monitoring for FY25 was 30 people and that they were all located in South Africa. A refresher training was held in February 2025 for these monitors. Sida: Sida notes that this is much less than previous year, when there were in fact a few hundred monitors active. This is a a not sufficient result according to Sida, but again Sida knows the background to it.\n\n* The number of beneficiaries under the Children Resilience Fund in Ukraine was 17 Civil Society Organisations and 74,207 individuals, of which more than 50,000 were children. Sida: This was a positive result to hear and that IA indirectly (via Ukrainian CSO partners) were able to reach so many rights-holders. Sida: This is a very positive outcome and a good example of working with support the local CSOs that in their turn can support more rights-holders and in a better way. \n\nReflection: Sida notes that IA has struggled during this operational year too, to fulfill mainly their objectives in their own ongoing programmes (that is Objective 1. Achieve.) The main reasons according to the reporting, were that IA managed to attract new funding, but that those projects could not yet be follow-up and measured as they fell outside of the project timeline. For example indicator 1a in the RAF where IA set up to follow the percentage of surveyed monitors who believed that they can make a difference to their local projects. This could not be done. \n\nSida expects that those projects will be possible to measure adequately and that report on in the final year (July25-June 2026) incoming to Sida in October 2026, will show these positive results. \n\nAmplify: Objective 2, Collaborate to amplify results, fuel further innovation and embed citizen-centred accountability\n\nSida concludes that IA has been successful during the year when it comes to continuing to diversify their funding. They aimed for securing 6 donors and managed to achieve 4 donors, which is assessed by Sida  as a good result. IA aimed to achieve 4 million GBP and reached 3,4 million GBP, which must also be viewed as a satisfying result. Sida agrees with IA that they have successfully built on the relationships and visibility obtained during IA's short time with Crown Agents. \n\nSida also notes that they have made progress regarding number of partners\u002F duty-bearers actively engaged in Integrity Action programmes who were inspired to sustain or scale up citizen-centered accountability (CCA) mechanisms. They aimed for 2 and achieved 7 (for instance. For instance their two partner organisations (PARI and SALGA) in South Africa that are now seeking funding on their own to continue the methods. See indicator 2c in RAF for more details)\n\nObjective 2 was (as the other two objectives) planned when IA was part of Crown Agents, but despite the folding of Crown Agent, Sida assesses IA has manged to achieve a lot of positive output.\n\nSida assesses that Objective 2 is the most successful objective out of the three objectives. \n\nAccelerate: Objective 3, Build and share a robust case for CCA to catalyse its effective mainstreaming\n\nSida notes that IA has made some progress in sharing their model with other organisations and operations. IA aimed for external policies and practices to influenced or informed by Integrity Action's programming, research, or insights. IA reports that there are strong examples with FCDO and the Ministry of Education in Philippines. FCDO is planning to  include CCA in some their operations and if they do, this could open a lot of interesting possibilities for IA and their partners. The Government of the Philippines is interested in embedding the Integrity Clubs model and is actively trying to include into national policy before deploying it.\n\nIA mentions in their report that they designed and commissioned two pieces of learning (External evaluation of Children Resilience Fund (CRF) and learning on sustainability and impact of Integrity Clubs). This was part of their goal to design and commission at least two new pieces of research to enhance the case for citizen-centred accountability (CCA). \n\nOverall Sida assesses that some of the goals under Objective 3 have been met, but that the results are not very satisfying. However, it is in line with what Sida expected based on the information that Sida has received during the last year.  \n\nFinally regarding the results achieved: Sida noted there is little analysis and reflection made by IA on their achieved results during the year and therefore Sida asked IA in the Annual Review Meeting March 2026 to reflect on their achievements. IA replied: \"IA is proud of the resilience and adaptation found in these turbulent years and therefore reflects positively on the organisations achievements. IA is finding new ways to evolve to maintain its place in the third sector against shrinking civil space at home and abroad.\"\n\nConclusion: \nOverall the achieved results are slightly better than in
