Below, example of results are divided across several subsections to highlight the types of activities the IDEA project implemented.  \n\nDialogue and Consensus Building\n\nSida observes that IDEA were able to uphold their work on fostering Dialogue and Consensus Building by facilitating multi-stakeholder dialogue sessions in 13 of 18 Sudanese states, engaging 7,371 participants (52 per cent women) over the course of the entire project. Dialogues addressed women's political participation, human rights, and diversity.\n\nThe dialogues were implemented in three phases:\n\nPhase I (20212023):\n\n96 structured dialogue sessions were held, targeting resistance committees and community leaders, with 1,071 participants (52% male, 48% female). The phase also resulted in the establishment of 16 permanent multi-stakeholder platforms for sustained engagement. Additionally, five civic education workshops (109 participants) and four human rights sessions (68 participants) were delivered. These early engagements built a strong foundation for community dialogue on democratic values, human rights, and transitional justice.\n\nPhase II (MarchJune 2024):\n\nFocused in Northern State, this phase scaled outreach through 10 broad-based community dialogues and 26 thematic sessions addressing peacebuilding, psychosocial support, conflict resolution, disability inclusion, and SGBV. A total of 3,154 participants (2,064 women, 1,090 men) were engaged, demonstrating a major shift toward gender-responsive dialogue and inclusion of marginalized voices. The emphasis on thematic relevance allowed for a more targeted and impactful approach to building peaceful coexistence and civic agency at the local level.\n\nPhase III (NovemberDecember 2024):\n\nTargeted interventions in Northern and Red Sea States equipped 36 facilitators with advanced skills in dialogue facilitation and trained 42 community leaders in advocacy and mediation. Under three thematic dialogue tracks, 96 sessions were conducted with strong female participation: Womens Political Participation: 32 sessions with 1,071 participants (646 women). Human Rights: 32 sessions with 875 participants (579 women). Citizenship and Social Cohesion: 32 sessions with 671 participants (480 women).\n\nThe inclusive, localized, and gender-sensitive nature of these dialogues enabled communities to articulate their priorities, engage on their differences, and co-create visions for peaceful transition. The platforms enhanced grassroots civic participation, empowered women leaders, and positioned community members as key actors in shaping Sudans transitional agenda.\n\nSidas programme officer participated in one of the early regional dialogues in Port Sudan in March 2021 (see Dox nr: 24\u002F000286-45), namely, Dialogue and consensus-building on the transitional process that IDEA established in partnership with Sudan Social Development- SUDO (that also led several ongoing dialogue platforms related to the constitutional process). Conclusions from the dialogue, shared by Sida and the partner, were that outcomes could have been even more specified and the civic education part strengthened. Sida observed that a main setback was that dialogues were conducted in a vacuum: the purpose was that the regional dialogues should cover the same topics as the national dialogue. However, there was no knowledge on how the national process would be sequenced or if\u002Fhow\u002Fwhen public participation would be initiated. Therefore, it was not yet known how the information would be used. A positive observation from this early held dialogue was IDEAs ability to utilise media channels to spread information of the dialogues, the Sida program officer noted that during the two days of dialogues, IDEA was interviewed and broadcasted on the local TV and also interviewed on the radio.\n\nAccording to CoP for 2022 (Dox nr: 24\u002F000286-36) together with Sudo, the tools for the national and multiregional stakeholders were then further developed based on lessons learned during the first months of implementation. Target groups were changed, the facilitation process streamlined, and more civic education included in the consultations. In addition, a dialogue implementation manual was developed to be used by all facilitators and shared with other implementers. Sudo had also taken the lead for a civic education coordinating group in Sudan to strengthen the coordination and quality assurance among implementors.\n\nMoreover constitutional awareness seminars and workshops were organized in Kassala, Al-Gadaref, and Port Sudan, targeting youth, women, and civil society leaders. The workshops focused on practical topics such as negotiation, media literacy, human rights, and conflict resolution and created spaces for critical reflection on the principles of inclusivity, federalism, power-sharing, and transitional justice. Despite operational constraints, the seminars fostered a deeper civic consciousness, promoted cross-community dialogue, and contributed to the formation of a regional network of peacebuilders. The active engagement of women and youth marked a significant step toward participatory constitutional reform in Sudan.\n\nThe program also included capacity-building for facilitators, thematic discussions on psychosocial healing and governance, and the creation of local dialogue networks. The training of regional facilitators included a one-week workshop at the offices of the Sudanese Organization for Development (SUDO), targeting all state coordinators (4 men and 2 women). The training focused on dialogue design, facilitation techniques, targeting strategies, and expected outcomes. Facilitators were also introduced to International IDEAs global comparative frameworks and knowledge resources on constitutional design and democratic dialogue.\n\nThrough these initiatives, participantsparticularly women and youthemerged with commitments which contributed to them becoming agents of peace and democratic transformation. Although long-term outcomes remain untracked, these dialogues are believed to have fostered trust, acceptance, and a shared vision for a peaceful and democratic future by respecting diversity and encouraging collaboration.\n\nGender Equality and Womens Political Empowerment\n\nSida also observes that IDEA managed to maintain a focus on fostering Gender Equality and Womens Political Empowerment by prioritising a gender-responsive programming. Fifty young women were trained through two cohorts of the Young Womens Democracy Academy (YWDA), enhancing their skills in political participation, advocacy, and leadership. Despite the disruption caused by the April 2023 war, the commitment and engagement of YWDA alumni remained steadfast. Women-led coalitions were supported, and targeted training, including on international advocacy, coalition-building, and academic writing, was delivered. Feminist initiatives were documented through studies and a documentary film to preserve narratives of resilience and inspire future mobilisation (Celebrating the Different Forms of Women's Political Participation in Sudan (available at https:\u002F\u002Fwww.youtube.com\u002Fwatch?v=kRANKNnyFtw).\n\nAccording to CoP for 2024, several of the women were after the training assigned to positions in which their newfound knowledge was put to good use. The second cohort was launched in March 2023 and was planned to continue until May 2023. Unfortunately, the eruption of war in Sudan in April 2023 stopped the program halfway through, but there were discussions to continue digitally (Dox nr: 24\u002F000286-82). According to the former IDEA programme manager (dialogue with responsible Sida programme manager on 7 November), there is an existing alumni of the young women academy and they are all over the place working with civil society and NGOs. \n\nSelected list of publications on the topic:\n\nSudanese Womens Participation in Ongoing Peace Processes (Dox nr: 24\u002F000286-118).\n\nGender Assessment of Political Parties' Internal Regulations in Sudan (Dox nr: 24\u002F000286-117).\n\nIn Sidas CoP from 2021 (Dox nr: 24\u002F000286-14) it was assessed that the findings of these two reports provided valuable input for advocacy groups working to promote womens political participation. They were also used to give input to the establishment of the young women democracy academy.\n\nCivic education campaigns\n\nSida notes that the project also delivered one of the most extensive civic education campaigns in Sudan in recent years, targeting radio, theatre, social media, visual storytelling, and community dialogues. This contributed to increased participation, as many citizen members engaged in project events. Leveraging technology and social media provided critical platforms for women to voice their concerns, engage in activism, and connect with each other to foster solidarity and support.\n\nInternational IDEA conducted a nationwide study in 2021 to capture citizens' perceptions of democracy, the transition, and governance in Sudan (Dox nr: 24\u002F000286-119). The findings were pivotal in shaping targeted civic education programming and were published on IDEAs website.\n\nInternational IDEA organized multiple workshops and initiatives to equip partners and youth with the knowledge and tools to develop and implement civic education content. A 2022 study by International IDEA documented the role of civil society during Sudans transition and remains a reference material for civic space development (see dox nr: 24\u002F000286-124). Through its partners Al-Alag and RCDCS, IDEA disseminated a wide range of civic education content via radio, television, and digital platforms between 2021 and 2022. Al-Alag broadcasted over 20 radio dramas, operettas, inspirational stories, and public service announcements across diverse regions such as Darfur, Blue Nile, and South Kordofan, focusing on womens political participation, IDP issues, gender equality, and freedom of expression. Simultaneously, RCDCS implemented a media campaign comprising 26 PSAs, 40 drama episodes, cartoons, testimonials, and video explainers that demystified democratic processes, electoral reform, and constitutional matters. These efforts ensured nationwide reach, using creative, culturally grounded formats to engage citizens and raise awareness on rights, inclusion, and governance.\n\nConstitutional and electoral reforms\n\nWhile constitutional and electoral reforms were curtailed by the political breakdown, International IDEA remained active in knowledge production and advocacy. IDEAs Senior Programme Officer provided expert commentary on draft electoral laws prepared by IFES and UNDP, ensuring alignment with international norms. IDEA also took part in high-level consultations with stakeholders including the Ministry of Justice to anticipate the legal and administrative architecture of a future NEC.\n\nAccording to CoP for 2022 (Dox nr: 24\u002F000286-36) until the October 2022 military coup, IDEA organized several consultations where relevant constitutional issues were discussed. They also provided technical support to the Prime Ministers Office and the Ministry of Justice. Furthermore, UNDP, IFES, and UN Women. I-IDEA and NDI had begun coordinating for a forthcoming free and fair election. There had not been any direct implementation of all activities related to assisting the National Election Commission as it was not established.\n\nIDEA conducted a landmark assessment of Sudans electoral legal framework (Assessing Sudan's Electoral Legal Framework, dox nr: 24\u002F000286-122), benchmarked against international standards, which highlighted systemic weaknesses in transparency, inclusivity, and legal safeguards. A follow-up study on IDP voting rights (Advancing the Voting Rights of Internally Displaced Communities in Sudan, dox nr: 24\u002F000286-123) helped elevate the issue of disenfranchisement among displaced communities. Six Election Labs were convened to deepen expertise among legal professionals, civil society actors, and youth leaders, focusing on electoral systems, inclusion, and democratic values. This activity was interrupted by the sudden conflict in Sudan and was planned to resume virtually, with support from EU, but not as a Sida activity. Though the labs have been well conducted, Sida assessed that due to the ongoing conflict this activity should not be prioritised but it continued within the EU portfolio (CoP 2023, 24\u002F000286-120).\n\nNational dialogues on political finance, inclusive participation, and the role of youth and women enriched the discourse on reform and institutional rebuilding. These initiatives may have laid a foundation of informed proposals and policy options that can be activated once a stable political environment is restored. Through continued support to Sudanese election experts and through the dissemination of its flagship assessment report, IDEA contributed to preserving institutional memory and building readiness for eventual democratic elections in Sudan.\n\nStrengthening Civil Society and Media Capacity\n\nTo reinforce civil society as a bulwark of democratic resilience, International IDEA offered extensive capacity development. Training for over 40 journalists and para-journalists in Kampala equipped participants with tools for conflict-sensitive reporting, peace journalism, and digital safety. Specialised seminars addressed reconciliation, combating hate speech, and ethical media practices. Studies on conflict, identity, media, and gendered economic impact offered civil society actors advocacy resources. The Sudanese Journalists Syndicate was capacitated through these efforts that fostered more accurate, inclusive, and responsible public discourse, ensuring their continued role as a watchdog, educational, and convening role even amid conflict environments. In preparation for this completion memo Sida followed up with the General Secretary of the Sudanese journalist syndicate (October 2025) who confirmed that the syndicate participated in several (online) seminars aimed at countering war and hate speech. The initiatives parked in-depth discussions within the Sudanese media community and encouraged the publication of media articles and reports amplifying the call to stop the war and highlighting its devastating consequences. The syndicate also participated in a practical training on Constructive Journalism and Mobile Journalism (MoJo) which, according to the General Secretary, successfully introduced Sudanese journalists to the principles of constructive journalism, providing them with practical tools to apply these approaches in their daily work: participants gained a deeper understanding of balanced storytelling, solutions journalism, and mobile production techniques.\n\nInclusivity and Innovation in Transitional Justice and Governance\n\nMoreover, the project mainstreamed inclusive practices by integrating the needs and voices of marginalised groupsparticularly PWDs, IDPs, women, and youthinto all program components. It supported the Sudanese Interfaith Group in countering hate speech and promoting coexistence through unified sermons, interfaith youth dialogues, and regional outreach.\n\nThe Sudanese Interfaith Group, supported by International IDEA and led by former Minister Nasraldin Mofarah, conducted nationwide outreach promoting peace and social cohesion. With 30 core religious leaders and a robust media campaign, the initiative disseminated 40 peace messages and over 600 multimedia materials across Sudan and diaspora communities. Despite security challenges, the groups interfaith approach emerged as a vital grassroots peace mechanism during conflict.\n\nDialogues were made accessible through language adaptation, disability-friendly venues, and inclusive facilitation methods. Creative innovations like the Gender Analysis Game and the Bakir Dawaai social media series fostered interactive civic learning and intergenerational dialogue. The project also supported grassroots peacebuilding through workshops on transitional justice, feminist organising, and conflict mediation, promoting empathy, collective agency, and non-violent problem-solving.
